The Union Steel Minister Chaudhary Birender Singh chaired a Consultative Committee Meeting in Bhopal today on measures to increase steel demand. The Committee deliberated on various issues related to steel industry and focused on the measures to increase steel demand in the country.
·          The planned investment in infrastructure and construction sector, expansion of railways network, development of domestic shipbuilding industry, opening up of defence sector for private participation, and the anticipated growth in the automobile sector are expected to create significant demand for steel in the country.
·         Focus would be on deriving maximum use of steel in the following areas:
Ø  Construction of Steel intensive structures in rural and urban areas
Ø  Promotion of Steel in infrastructure such as bridges, ports etc. in coastal areas
Ø  Planned expenditure of 2.21 lakh Crore in Infrastructure Sector as per Budget Estimates 16-17.
·         Steel based structures have various advantages like shorter lead time in erection of structures by 50%, longer life durability leading to lower Life-Cycle-Cost and high design comfort with better aesthetics and greater flexibility.
·         Steel based structures are also eco-friendly as it can be recycled to re-process used steel and also it prevents other environmental related hazards like river sand quarrying and aggregate crushing operations.
·         steel bridges can be used in place of conventional RCC bridges, wherever possible because of cost advantage, quicker installation and longer life span.
·         Some of the focus areas where these Steel based structures can be used are Rural development, Urban infrastructure and Roads & Highways, flyovers, etc. In Rural development, the housing under the Pradhan Mantri Awas Yojana (PMAY), Panchayat Ghars, Rural schools, hospitals, etc.
·         “Housing for All” Mission by 2022 can directly contribute to pre-fab and precast mass affordable housing, which in turn will lead to higher consumption of steel.
·         Steel contributes about 2% to national GDP (approximately, Rs. 2.6 lakh crore).
·         Steel sector employs around 6.5 lakh people directly and 13 lakhs indirectly in steel and its allied industries.
·         More than 50% of the steel capacity in the country in the form of Medium, Small and Micro Enterprises (MSME) employing about 2 lakh persons.
·         The Indian steel industry has added capacity at a Compounded Annual Growth Rate (CAGR) of 7.2%. The capacity has increased more than threefold from 34.17 million tonnes to 118.2 million tonnes in 2015-16.
·         In 2015, India became the 3rd largest producer of steel globally after China and Japan and is well on track to emerge as the 2nd largest producer after China.
·         India has been the world’s largest sponge iron producer since 2003.
·         The per capita steel consumption in the country at 61 kg is much lower than the global average of 208 kg or that of the other major steel producing countries (China at 489 kg and South Korea at 1114 kg).
·         Assuming a GDP growth rate of 8-10% in the coming years, it is expected that around 300 million tonnes of crude steel capacity by 2030 would be required to meet the domestic demand.
Members of Parliament both from Lok Sabha and Rajya Sabha participated in the meeting and extended their valuable suggestions on the subject.

Update by IMF reports global growth for 2016 at 3.1% with slight increase to 3.4 percent in 2017
India’s Gross Domestic Product (GDP) will continue to expand at the fastest pace among major economies, with growth forecast at 7.6 per cent in 2016 and 2017.
Taking into account the slowdown in the United States and Britain ’s vote to leave the European Union, Global economic growth will remain subdued this year. To support growth in the near term, the central banks in advanced economies should maintain easy monetary policies, The governments should spend more on education, technology, and infrastructure to expand productive capacity while taking steps to alleviate inequality. The countries also need to counteract waning potential growth through structural reforms to boost labor force participation, better match skills to jobs, and reduce barriers to market entry.
According to the IMF’s latest World Economic Outlook (WEO) Update, October 2016, Global growth to remain subpar at 3.1 percent in 2016, with slight increase to 3.4 percent next year respectively. Growth in Advanced economies will expand just 1.6 percent in 2016, less than last year’s 2.1 percent pace and down from the July forecast of 1.8 percent. Prospects remains positive In emerging market and developing economies, growth will accelerate for the first time in six years, to 4.2 percent, slightly higher than the July forecast of 4.1 percent. Next year, emerging economies are expected to grow 4.6 percent in 2017. Growth in emerging Asia, and especially India , continues to be resilient. India ’s gross domestic product is projected to expand 7.6 percent this year and next, the fastest pace among the world’s major economies.
Weak Business Investment in Advanced Economies
Among advanced economies, the IMF marked down its forecast for the United States this year to 1.6 percent, from 2.2 percent in July, following a disappointing first half caused by weak business investment and diminishing pace of stockpiles of goods. U.S. growth is likely to pick up to 2.2 percent next year as the drag from lower energy prices and dollar strength fades. In the United Kingdom, uncertainty following the “Brexit’’ referendum in June will take a toll on the confidence of investors. U.K. growth is predicted to slow to 1.8 percent this year and to 1.1 percent in 2017, down from 2.2 percent last year.
The Euro Area will expand 1.7 percent this year and 1.5 percent next year, compared with 2 percent growth in 2015. Growth in Japan, is expected to remain subdued at 0.5 percent this year and 0.6 percent in 2017. In the near term, government spending and easy monetary policy will support growth; in the medium term, Japan ’s economy will be hampered by a shrinking population.
Emerging market growth expected to accelerate
In emerging market and developing economies, growth will accelerate for the first time in six years, to 4.2 percent, slightly higher than the July forecast of 4.1 percent. Next year, emerging economies are expected to grow 4.6 percent.
In China , policymakers will continue to shift the economy away from its reliance on investment and industry toward consumption and services, a policy that is expected to slow growth in the short term while building the foundations for a more sustainable long-term expansion. China ’s economy is forecast to expand 6.6 percent this year and 6.2 percent in 2017, down from growth of 6.9 percent last year.
Growth in India, continues to be resilient. India ’s gross domestic product is projected to expand 7.6 percent this year and next, the fastest pace among the world’s major economies. The IMF urged India to continue reform of its tax system and eliminate subsidies to provide more resources for investments in infrastructure, education, and health care.
Sub-Saharan Africa ’s largest economies continue to struggle with lower commodity revenues, weighing on growth in the region. Nigeria ’s economy is forecast to shrink 1.7 percent in 2016, and South Africa ’s will barely expand.
Economic activity slowed in Latin America , as several countries are mired in recession, with recovery expected to take hold in 2017. Venezuela’s output is forecast to plunge 10 percent this year and shrink another 4.5 percent in 2017. Brazil will see a contraction of 3.3 percent this year, but is expected to grow at 0.5 percent in 2017.
