RBI issues framework for revitalising distressed assets in the economy

31 01 2014
 DSC_0002

(Improving the system’s ability to deal with corporate distress and financial institution distress by strengthening real and financial restructuring as well as debt recovery)

outlines a corrective action plan that will incentivise early identification of problem cases, timely restructuring of accounts which are considered to be viable, and taking prompt steps by banks for recovery or sale of unviable accounts. With the slowdown of the Indian economy, a number of companies/projects are under stress. Consequently, the Indian banking system has seen increase in Non-Performing Assets (NPAs) and restructured accounts during the recent years. As the financially distressed assets not only results in producing less than economically possible, they also deteriorate quickly in value. Therefore, there is a need to ensure that the banking system recognises financial distress early, takes prompt steps to resolve it, and ensures fair recovery for lenders and investors.

The main proposals of the Framework are:

1.      Early formation of a lenders’ committee with timelines to agree to a plan for resolution.
2.      Centralised reporting and dissemination of information on large credit.
3.      Incentives for lenders to agree collectively and quickly to a plan: better regulatory treatment of stressed assets if a resolution plan is underway, accelerated provisioning if no agreement can be reached.
4.      Improvement in current restructuring process: Independent evaluation of large value restructurings mandated, with a focus on viable plans and a fair sharing of losses (and future possible upside) between promoters and creditors.
5.      More expensive future borrowing for borrowers who do not co-operate with lenders in resolution.
6.      More liberal regulatory treatment provided for asset sales:

·         Lenders can spread loss on sale over two years provided loss is fully disclosed.
·         Take-out financing/refinancing possible over a longer period and will not be construed as restructuring.
·         Leveraged buyouts will be allowed for specialised entities for acquisition of ‘stressed companies’.
·         Steps to enable better functioning of Asset Reconstruction Companies mooted.
·         Sector-specific Companies/Private equity firms encouraged to play active role in stressed assets market.

Going forward, while some regulatory and governmental measures may be required to address the factors that are leading to deteriorating asset quality, there is an equal need for proper credit risk management and credit discipline among lenders. RBI also stated that this framework will be fully effective from April 1, 2014. However, in the meanwhile, banks and specified non-bank lenders should put in place necessary system and infrastructure to effectively implement the Framework.

Warm regards,

Dr. S P Sharma
Chief Economist

HP today announced developments that help reduce the environmental impact

1 02 2014

New Delhi, India 31 January2014 – HP today announced developments that help reduce the environmental impact of HP Indigo digital prints. Updates include:
·   New trials that conclusively demonstrate the deinkability of HP Indigo prints in typical Graphic Arts Paper deinking mill configuration,
·   Fully recyclable packaging for ink cartridges,
·   Expansion of its take-back program for recycling consumables, and
·   Reduction of the HP Indigo carbon footprint.
With these developments, HP Indigo continues to demonstrate its leadership and commitment to environmental responsibility in the printing industry.

Deinkability of HP Indigo prints conclusively demonstrated by recent deinking trials

HP Indigo prints are fully recyclable and can be placed in normal recycling collection. Deinking, or removing ink from paper fibers, is one of the key steps in the paper recycling process for manufacturing recycled Graphic Arts papers.
Over the last few years, HP collaborated with a range of industry and academic deinking experts to gather lab-scale, pilot-scale and mill-scale deinking data that verify HP Indigo prints can be deinked in a typical graphic art paper deinking mill configuration.
In June 2013, Voith Paper, a leading supplier of deinking equipment, and the Paper Technology Department of PMV Darmstadt, a leading German technical institute, conducted two pilot-scale trials with five percent and 10 percent HP Indigo feed. The research found that even with 10 percent HP Indigo feed, the pulp produced in the trials was suitable for standard and higher quality Graphic Arts recycled paper grades.
The trials were held at the Voith Paper Fiber Systems Technology Center in Ravensburg, Germany for its near-mill-scale equipment, creating a realistic simulation of a standard graphic art deinking mill, including drum pulping, two flotations and one disperger. An important feature of the trial was that disperger energy typical of industry mills was used. A detailed report from the pilot trial will be published in the near future.
“These pilot plant trials have convincingly demonstrated the deinking ability of HP Indigo prints using standard 2-loop deinking processes,” said Jürgen Dockal, product development engineer, Voith Paper Ravensburg Fiber Systems Technology Center. “Proven equipment and standard deinking chemistry can be used, and parameters such as brightness development, ash content and yield are unaffected by the presence of up to 10 percent Liquid ElectroPhotographic prints.”
PMV-Darmstadt has made significant progress in developing a lab scale 2-loop test that correlates with the Voith Paper pilot trial.
These results complement two previous full-scale mill deinking trials, which were conducted in collaboration with Arjowiggins Graphic at its 3-loop Greenfield deinking mill in Chateau-Thierry, France in November 2011 and October 2012.  In the mill-scale trials, five percent HP Indigo Liquid ElectroPhotographic prints (LEP) were added to the standard mill furnish.  In both cases, high-quality deinked pulp was produced without affecting mill process efficiencies or operating parameters.
“The results of the pilot-scale trials show that printed paper from HP Indigo digital presses is compatible with typical graphic arts deinking mills even at levels higher than what likely would be encountered,” said Roy Eitan, director and general Manager, HP Indigo and Inkjet Digital Press Solutions, Graphics Solutions Business, HP Asia Pacific and Japan.. “Along with results from the Arjowiggins deinking mill trials, these latest results show that HP Indigo users can continue to feel confident that HP Indigo prints can be recycled back to high-quality graphic arts papers.”

New recyclable packaging for ink cartridges

As a part of HP’s ongoing commitment to environmental sustainability, HP Indigo introduced improved ink cartridge packaging for the HP Indigo 6000 and 7000 series Digital Presses. The new cushioning tray is made of 100 percent recycled, molded pulp and is 100 percent recyclable. Users can now dispose the cushioning tray with the ink cartridge’s cardboard box.

Expanded supplies take-back and recycling program

HP offers free take-back services for HP Indigo supplies for customers across Asia Pacific.(1) The program is now expanded to include series four binary ink developer (BID) base and BID roller used in the HP Indigo 10000, 20000 and 30000 Digital Presses.
Reducing the carbon footprint of HP Indigo
HP continues its program to offset carbon emissions associated with the manufacturing and integration of the new generation HP Indigo Digital Presses. HP Indigo supports projects globally in the community that offset the net contribution of carbon emissions from the manufacturing process. As a result, all HP Indigo series three and four presses are manufactured carbon neutral.(2)

Sunny’s lingerie goes missing – Security beefed up on the sets of Ragini MMS 2.

Sunny Leone’s upcoming HORREX (horror and sex) film Ragini MMS-2 to see her don expensive, top-of-the-line lingerie in some scenes, most of which was ordered from a website of a renowned international brand. This reports from a source, “Sunny is extremely particular about her lingerie and likes wearing the best so that it does not affect her skin.” But  while shooting for a pivotal scene in the film that required Sunny to don an exquisite grey lingerie, the crew realized that it had gone missing. Frantic attempts by the costume team and the direction team yielded no results! Sunny’s lingerie had gone missing from the sets! Owing to a continuity issue, the makers had to instantly re-order the same piece and paid a premium for early shipping to avoid a delay in the commencement of shoot. From then on, the security on the sets was beefed up to prevent such unusual thefts.

Kermit and Miss Piggy Topiaries, Urban Farm Eats Outdoor Kitchen Debut

29012014
Kermit and Miss Piggy Topiaries, Urban Farm Eats Outdoor Kitchen Debut March 5 at Epcot International Flower & Garden Festival in Walt Disney World Resort, Florida
‘The Mike & Sulley’s Monstrous Garden, Flower Power Newbies and More through May 18

India 29th January 2014– Kermit the Frog will find it is easy being green when his artfully-crafted character topiary debuts during the 21st Epcot International Flower & Garden Festival presented by HGTV March 5 to May 18, 2014 at Walt Disney World Resort.  With flamboyance to spare, a floral Miss Piggy will join Kermit and his blooming banjo in the World Showcase topiary display.

Urban Farm Eats will be the new Outdoor Kitchen on the promenade with a sustainable garden featuring tilapia, eggplant and other farm-raised treats. Guests can try new menu items including the Land-Grown Eggplant “Scallop” with Romesco Sauce, Ghost Pepper Dusted Tilapia with Winter Melon Salad and Mango Chutney, plus red and white vegan wines and gluten-free beer.

The festival’s nearly 100 whimsical topiaries and its 11 tantalizing Outdoor Kitchens with sweet and savory indulgent bites are reason enough to visit the 75-day flower and garden extravaganza. Yet the park will be packed with so much more as it transforms to a rainbow-hued wonderland of sweeping gardens and exhibits. Stars of HGTV, including Alison Victoria of “Kitchen Crashers” and Matt Blashaw of “Yard Crashers,” will appear each weekend at the Festival Center, Audubon will debut its new Hummingbird Garden and Mike & Sulley’s Monstrous Garden opens as a fun-filled play land.

More Festival News . . .

  • Goofy, Donald Duck and Daisy Duck topiaries will appear in a new Epcot front entrance garden vignette celebrating spring with a butterfly hunt adventure.  The topiaries will have a new computer-generated look while telling an entertaining story.  Goofy’s butterfly net will prove useless as topiary butterflies light on the back of his floral garb.  A topiary bee buzzes on an exasperated Donald’s head.  The garden will feature a real waterfall and pond with water lilies.
  • Now in their second festival year, the festival’s 11 food and beverage garden marketplaces have been dubbed Outdoor Kitchens, where chefs will be cooking a variety of new and popular returning menu items, including vegetarian and gluten-free dishes, in 2014. At The Smokehouse BBQ Outdoor Kitchen, Piggylicious Bacon Cupcakes and Smoked Turkey Ribs are on tap with a lineup of great brews. Last year’s top menu picks like the Watermelon Salad with local baby arugula, feta cheese, pickled red onions and balsamic reduction will be back for an encore at the Florida Fresh Outdoor Kitchen.
  • A new Mike & Sulley’s Monstrous Garden welcomes families with a whimsical play land of activities. Dozens of additional character topiaries, including Mickey Mouse and Peter Pan will surprise guests beyond the park’s iconic Spaceship Earth.
  • The Flower Power Concert Series welcomes two new acts in 2014:  Gary Lewis and the Playboys (“This Diamond Ring”) March 14-16, and The Alan Parsons Live Project (“Eye in the Sky”) May 16-18.  During opening weekend, the series kicks off at America Gardens Theatre with fan-favorite band The Guess Who (“American Woman”) March 7-9.  Other pop acts set to perform include Chubby Checker & the Wildcats, The Village People and Paul Revere & The Raiders. (Entertainment is subject to change).
  • Hummingbirds at Home, a new exhibit presented by the National Audubon Society, will feature walk-through hummingbird gardens and tips on how to attract the magical creatures that migrate to Florida from South America each year.
  • For the second year, illuminated gardens will cast a festive glow across the park when the sun sets each evening.
  • Mater of the Disney-Pixar “Cars” film hit is back by demand with the new Mater’s Parts, Plants and Play Garden. Tinker Bell’s Butterfly House will be aflutter with hundreds of the winged beauties and a fairy topiary of Tinker Bell.
  • At the Festival Center in the park’s Future World, twice-daily interactive gardening workshops will set the stage for outdoor do-it-yourself inspiration, and gardening guest speakers will appear daily.  Fridays through Sundays, HGTV design celebrities will host home, garden and design seminars.

As they sample from marketplace menus, guests can wander among multiple themed gardens and children’s play areas.  Dozens of Disney-crafted “flower towers,” herb gardens and beds of multi-colored blooms will add to the floral splendor of the park’s landscape.  Disney’s garden gurus estimate 70,000 bedding plants will surround the Future World east and west lakes alone; on the water, 220 mini-gardens will be set afloat.  Several special weekend happenings, including the popular Art in the Garden Weekend, will be scheduled.

While Disney guests celebrate spring, they also can explore the reimagined, design-centric Test Track Presented by Chevrolet, the hang-gliding sensation of Soarin’ and other high-tech Future World marvels.  In World Showcase, the spotlight will shine on topiaries of Disney princesses, storybook characters and even pandas and trolls, guests can discover the attractions, shops and restaurants that represent cultures and cuisine of 11 countries. Spice Road Table, which debuted in January at the Morocco showcase, will be open for lagoon-side noshing on tasty tapas.

29012014
The India Inclusive Innovation Fund (IIIF) launched to bridge the financial gap of MSME sector

The programme is to bring various stakeholders together not only for financing the enterprises but also providing handholding support in different manner through technical inputs to connect with the markets

The National Innovation Council (NInC) and the Ministry of Micro, Small and Medium Enterprises (MSME) has jointly announced the creation of the India Inclusive Innovation Fund (IIIF). The India Inclusive Innovation Fund has been approved by the Union Cabinet with a view to combine innovation and the dynamism of enterprise to solve the problems of citizens at the base of the economic pyramid in India .
The fund will be registered under SEBI’s Alternative Investment Fund Category I guidelines with an initial corpus of Rs. 500 crores, with the Ministry of MSME committing to 20% (Rs 100 crores) and the balance will be given by banks, insurance companies, overseas financial and development institutions. The fund will endeavour to provide modest financial returns ensuring significant social impact to the community. The fund’s eventual aim is to expand the corpus to Rs. 5,000 crores over the next 24 months. The IIIF seeks to create a new class of capital which helps in setting up and upgrading entrepreneurial skills and innovation which is the need of the economy. The fund will invest in innovative, scalable and sustainable ventures and address social needs of less privileged citizens in areas such as healthcare, food, nutrition, agriculture, education / skill development, energy, financial inclusion, water, sanitation, employment generation, etc.
IIIF seeks to address the existing capital gap and therefore initially, at least 50% of its investments will be to enterprises that fall in the MSME stage. The IIIF will also partner the entire ecosystem in this space, including incubators, angel groups, and also public R&D programmes and laboratories to support the commercialisation and deployment of socially relevant innovative technologies and solutions. The day to day operations of the fund will be entrusted to an Asset Management Company (AMC) which will be set up as a Section 25 not for profit company.
The underline philosophy of the programme is to bring various stakeholders together not only for financing the enterprises but also providing handholding support in different manner through technical inputs to connect with the markets. A number of initiatives will be brought on board and will have a bearing in future on this programme.

Before too long, I’ll be heading to the Capitol

29012014
The White House, Washington
