Nov 2013 Gross Bank Credit grows at 14.2%

On a year-on-year basis, gross bank credit increased by 14.2% in November 2013 as compared to 16.6% in October 2013.  The growth of food credit declines by (-) 4.8% in November 2013 as compared with (-) 1.6% in October 2013 and non-food bank credit increased by 14.7% in November 2013 as compared to 17% in October 2013.

The credit to NBFCs increased by 15.9% in November 2013 as compared with 22.1% in October 2013. The credit to agriculture increased by 11% in November 2013 as compared with 13.2% in October 2013.

The gross bank credit stands at Rs. 53,236 billion as on November 2013 as compared to Rs. 46,610 billion as on November 2012.

Credit to industry increased by 13.7% in November 2013 as compared 15.9% in October 2013. Deceleration in credit growth was observed in most sub-sectors barring rubber and plastic products, glass and glassware, vehicles, gems and jewellery and construction.

The services sector credit increased by 18.1% in November 2013 as compared with 21.7% in October 2013. Personal loans increased by 15.2% as compared with 16.4% in October 2013. Growth in the components of personal loans in November 2013 stood at housing (18.1%), advances against fixed deposits (1.5%), advances to individuals against shares, bonds, etc. (17.5%), education (8.3%) and vehicle loans (20.1%).

TIME FOR STERN Action

TALKING of big ideas for 2014 assumes that the political environment after general elections in April- May 2014 will be conducive to long- term and strategic policy making, necessary for implementing new and bold ideas. Politicians obsessed with retaining power are happy with the status quo which affords them maximum time for manipulative politics and rent- maximisation.
Therefore, let us hope that the Indian electorate will, as in the past, surprise us all and deliver a clear and unambiguous electoral verdict in 2014 that is in favour of a decisive and stable government with a leadership that thinks beyond retention of power, pursues an agenda for national resurgence and is capable of taking decisions and having them implemented.
A tall order perhaps but one that is critically needed at this time. Eleven bold ideas required to put India on the path of sustained and inclusive high growth are as follows.
CASH TRANSFER
Abolish all current household and individual targeted subsidies, including the food subsidy, and replace them by a conditional cash transfer scheme.
The cash will be deposited in the bank account of the female head of the beneficiary household. The eligibility criteria will be that households ensure that all children below the age of 16, specially daughters, are in school. NREGA will also be done away with once these conditional cash transfers are in place.
LABOUR WELFARE FUND
Maximum flexibility in labour markets to be achieved by establishing a labour welfare fund ( with equal contributions by employers and government) that will finance transitory unemployment and re- training. This is necessary to eliminate poverty for which doles will not suffice. Instead, we need to generate 20 million new jobs in the next 10 years by accelerating growth in labour intensive industries like tourism, handicrafts, mass manufacturing of garments and light engineering products. For these industries to prosper, we need labour market flexibility.
TURNING AROUND RAILWAYS
It is time to bring real dynamism into the Indian Railways by breaking up this monolith into more nimble smaller independent regional units, corporatising all their ancillary operations like hospitals, schools and catering and converting the Railway Board into exclusively a policy- making body.
This is long overdue and perhaps the only way to reverse the declining trend in railway’s share of both freight and passenger traffic.
END INSPECTOR RAJ
Continuing with the focus on manufacturing and more specifically on MSMEs, it is imperative to minimise if not eliminate the visits of any inspector under the Factories Act for units employing less than 200 workers. Freeing the MSMEs from the tyranny of the Inspector Raj, not yet achieved despite all the rhetoric, will be a massive boost to industrialisation and employment.
Alongside, a system of heavy penalties should be instituted which acts as a real deterrent for employers who do not abide by the minimum criteria for working conditions, pollution control and employment of child labour.
REVIEW MSP
Thoroughly review and be prepared to jettison if necessary, the system of minimum support prices for food grains and other selected crops. This has, over the years, created massive distortions like rice cultivation in water scarce Punjab, disincentives against high value crops and made agriculture a high- cost sector with minimal incentives for technology upgradation and productivity enhancement. It is time to let the Indian farmer enjoy the benefit of his entrepreneurial dynamism. The agriculture sector will also greatly benefit by the immediate abolition of all subsidies for fertilisers and pesticides that have resulted in large- scale soil degradation and raised toxic levels in food products.
DIVISION OF U. P.
Complete the four- way division of Uttar Pradesh which is long overdue. The state with a population of 200 million and 60- odd districts is an administrative dead loss. There is huge heterogeneity across the four quite distinct regions which makes policy making extremely difficult if not impossible. The four new states comprising the current districts in West UP, Oudh, Eastern UP and Bundelkhand will be far more manageable administratively and following the example of other smaller states achieve far better economic performance.
MEGA PROJECTS
India needs new monuments. One such could be the Kalpasar project proposed by the Gujarat government.
It envisages building a 64 km dam across the Gulf of Khambat, connecting the two rivers, Ghogha and Hasnot, thereby creating a 2,000 square mile fresh water lake which will also generate 5880 MW of tidal energy and irrigate 1.05 million hectares of land in South Saurashtra.
A mega- project of this nature will fire the imagination of this nation and reinvigorate our science and technology community.
SELL AI & PSU HOTELS
Privatise Air India and all the hotels owned and managed either by the Central or state governments or their agencies.
Given the continuing financial haemorrhaging of these entities we can hardly afford them in a period of fiscal constraint. And selling them off will send the right signal to other public sector enterprises who should be required to earn a minimum 10 per cent return on the capital invested. It will also help to bring down the revenue deficit to zero, which in itself is a muchneeded measure to restore macroeconomic stability.
PPP MODEL FOR HEALTH SECTOR
Introduce the PPP model in the health sector. This can be achieved by putting in place a regulatory framework that will ensure that all PHCs treat a minimum number of patients every day on government terms but doctors can also use the premises after regular hours for private practice, charging commercial rates from patients who can afford to pay. This model could also be applied to government dispensaries and district hospitals and help to provide the balance between the crass commercialisation of private hospitals on the one hand and unacceptable poor patient treatment in government hospitals on the other.
SINGLE WINDOW CLEARANCE
Do away with the plethora of clearances and compliances required by the harried investor and combine all these nearly 70 clearances into one comprehensive form which requires to be submitted only once. This alone will make the ‘ single window clearance’ a reality and not a mere slogan. We must realise that poverty will not be eliminated unless the rate of growth of the manufacturing sector is accelerated to a minimum of 12 per cent per annum. The necessary condition for this is a conducive investment environment, which will be achieved by combining the 70- odd clearances in one comprehensive form.
GANGES ON COURSE
The Ganges should be made navigable again from Kolkata to Kanpur as it once was. The sight of a large barge or steamer sailing up the Ganges past Kashi to Allahabad and Kanpur will reverse decades of cynicism and neglect towards our rivers and environment more generally.
This is indeed a formidable agenda for action. But is eminently achievable. If implemented it will not only bring India back to the high growth path but also usher in a period of competitive good governance that could propel India to achieve its true potential.

HP Licenses Large Format Printed Media Portfolio to Brand Management Group

India, January 02, 2014 – HP today announced its licensing agreement for large format printed media with Brand Management Group (BMG), a subsidiary of S-One Holdings Corp. The agreement will help improve product availability, distribution coverage and service quality for HP-branded graphics and technical media used with HP Designjet Z-series and T-series aqueous ink printers.
BMG is a Florida-based media distribution company with extensive worldwide capabilities that are specialized to market and distribute media for large-format printing.  The company currently sources, markets and distributes HP media products for sign and display applications for HP Latex inks and printers.
Under this extended agreement, the HP products available from BMG will also include all large-format media optimized for HP aqueous inks. The media is used in graphics, photo, computer-aided design (CAD) and geographic information systems (GIS) applications. BMG will deliver high-quality, HP-branded large-format media portfolio to customers, while HP continues to invest in coating technologies that enable new applications and improve image quality, durability and reliability.
“Media is an integral component of the overall printing system; however, distribution of large-format media requires specialization, infrastructure and scale in order to be successful,” said Javier Larraz, Director & General Manager, Graphics Solutions Business – Large Format Printing Design, HP Asia Pacific and Japan. “With a focused licensing partner like BMG, customers will continue to experience the high performance and quality expected from HP media along with improved distribution coverage, product availability and service levels.”
The HP media products included in the extended licensing agreement are designed for use with HP aqueous inks and include bond, coated and photo papers, as well as canvas, film, vinyl and polypropylene substrates. In collaboration with HP, BMG plans to expand the HP portfolio with additional sizes and new substrates over time.

Barthwal’s Brace Help Solutrean-Hindustan F.C. Thump Down City F.C. 4-1 in DSA Senior Division League 2013

New Delhi, 2th January 2014: Ajay Barthwal’s two spectacular goals helped Solutrean-Hindustan Football Club thrash City Football Club 4-1 in their fourth league match to bag three more points in the Group B of the DSA Senior Division League 2013 played at the CWG Sports Complex in Akshardham on Thursday.
Solutrean-Hindustan F.C. showed their domination in first half only when they scored three goals in just 33 minutes. Nigerian striker O.O. Sola scored Solutrean-Hindustan’s first goal in 5th min of the match, giving a solid message to their opponents.
Striker Barthwal scored his first goal just after ten minutes (15th min) and midfielder Dheeraj Singh increased the lead to 3-0 after scoring the third goal in 33rd min. City F.C. managed to score their lone goal in the first half through Mwanda Alain, who netted the ball in 31st min.
The C.R. Park-based football club kept trying to score more goals in the second half and but they faced stiff resistance from City F.C., due to that Solutrean-Hindustan missed many close chances. In the 80th min, their star striker Ajay Barthwal scored his second goal through a brilliant pass from O.O. Sola and took the final score to 4-1.
After this match, Solutrean-Hindustan F.C. now has total ten points in the Group B. On 5th January, they will face Goodwill Football Club at 12:45 pm.

South Sudan government, rebels set for ceasefire talks

South Sudan’s warring parties were set to begin peace talks aimed at bringing an end to a nearly three-week-old civil war that has already left thousands dead.
   Government and rebel officials confirmed their negotiating teams were either on their way or in the Ethiopian capital, and diplomats said they expected formal talks on a possible ceasefire to begin tomorrow, although informal contacts may take place later. 
Ethiopian government spokesman Getachew Reda said the talks would foc us on “monitoring mechanisms for the ceasefire”.
“It’s positive that they are sending delegations,” UN special envoy Hilde Johnson said in Juba, underscoring the dire need for “reconciliation and healing” at the talks, which are being brokered by Ethiopia on behalf of IGAD, an East African regional grouping. 
“Negotiations also need to be accompanied by something else, a deeper process that focuses on national reconciliation between the communities. We have seen terrible acts of violence in the past two weeks… and as we know, if there is no one held accountable, there is a major risk that the violence can continue,” she added. 
Fighting erupted in South Sudan December 15, when President Salva Kiir accused his former deputy Riek Machar of attempting a coup. Machar has denied this, in turn accusing the president of conducting a violent purge of his opponents. 
The fighting has spread across the country, with the rebels seizing several areas in the oil-rich north. Yesterday the rebels recaptured Bor, the capital of Jonglei state and situated just 200 kilometres (125 miles) north of the capital Juba, and fighting was reportedly continuing in the area. 
Thousands of people are feared dead, UN officials say, while close to 200,000 civilians have been forced to flee their homes — many seeking refuge with badly overstretched UN peacekeepers. 
The International Committee of the Red Cross said residents continue to pour by the thousand out of Jonglei and across the White Nile into Awerial county in neighbouring Lakes state. 
“The road to the river is lined with thousands of people, with others waiting for boats to carry them across,” said Francois Moreillon, ICRC deputy head of delegation. 
The UN last week estimated that some 70,000 people had already fled into Awerial. 
The conflict has also been marked by an upsurge of ethnic violence pitting members of Kiir’s Dinka tribe against Machar’s Nuer community, and the UN Mission in South Sudan (UNMISS) said that “atrocities are continuing to occur” across the country. 
“UNMISS is gravely concerned about mounting evidence of gross violations of international human rights law that have occurred in South Sudan during the past 15 days,” it said in a statement, reporting “extra-judicial killings of civilians and captured soldiers” and the “discovery of large numbers of bodies” in Juba, Bor and Malakal, the main town in oil-producing Upper Nile state.


 

Pervez Musharraf rushed to hospital

Former President General (retd) Pervez Musharraf has been rushed to hospital as he complained of chest pain on his way to appear before the special court hearing treason case against him.
According to the police sources, the former military ruler has been shifted to Armed Forces Institute of Cardiology (AFIC), Rawalpindi, where he is under treatment.
Earlier, it was reported that Musharraf had left Chak Shahzad farmhouse to appear before the court. Ensuring strict security arrangements various roads were blocked while mobile services were also halted on the route.
Almost 1,600 personnel of the police and the rangers were deployed for the security of Pervez Musharraf.
Meanwhile, prosecutor Akram Sheikh told the special court, hearing the treason case against Musharraf, that the former president has been admitted to the hospital, which he said, is a bid to avoid appearance in the court.
He asked the court to take notice and issue non-bailable arrest warrants for Musharraf.
Counsel of the Pervez Musharraf‚ Khalid Ranjha told the court that his client was on his way to court when he had to be shifted to Armed Forces of Institute of Cardiology [AFIC] due to cardiac pain.
The court adjourned the hearing till Monday.
At the start of the proceedings today‚ the court said it will issue an appropriate order if Pervez Musharraf did not appear before it today.
The court directed that CCTV cameras should be installed outside the court to avoid any untoward incident.
Earlier, Musharraf’s lawyers walked out of court, complaining of being threatened and harassed.
Anwar Mansoor Khan, one of the lawyers, told the court he has been receiving threats and was unable to sleep the night before the hearing.
“I was under total threat… from 1:00 am to five in the morning. Someone was banging on my door and ringing my bell,” Khan told the court.
When one of the judges asked who was threatening him, Khan answered: “This very government.”
The court promised to investigate but Khan walked out of court, followed by other members of Musharraf’s legal team.
“This never happened in my 40 years of practice. I will walk out,” Khan said.
Sharifuddin Pirzada, another of Musharraf’s lawyers, also complained that he had been threatened.
Khan told the court on Wednesday he had been attacked in his car while travelling to the eastern city of Lahore following an earlier hearing.


 

TRAI Releases Consultation Paper on ‘Reserve Price for Auction of Spectrum in the 800 MHz Band’

The Telecom Regulatory Authority of India (TRAI) has released the Consultation Paper on ‘Reserve Price for Auction of Spectrum in the 800 MHz Band’. On 12th December 2013, the Department of Telecommunications (DoT) had requested the Authority to furnish their recommendations on reserve price for 800 MHz band in all the service areas in terms of clause 11(1)(a) of the TRAI Act 1997 as amended. In this context, TRAI has issued this consultation paper raising specific issues for consideration of stakeholders.  The key issues raised in the consultation paper are quantum of spectrum to be auctioned, spectrum block-size and methods to be used for valuation and estimation of reserve price of spectrum. The consultation paper has been placed on TRAI’s website http://www.trai.gov.in.
Written comments on the issues raised in the consultation paper are invited from the stakeholders by 15th January 2014 and counter-comments by 22nd January 2014. Stakeholders are requested to send their comments by due date as there will be no extension of timelines.

PARAM Supercomputer Among the Most Power Efficient Systems of the World
The Centre for Development of Advanced Computing (C-DAC) has achieved a significant milestone with PARAM Yuva II supercomputer being ranked 1st in India, 9th in the Asia Pacific Region and 44th in the world among the most power efficient computer systems as per the Green500 List announced at the Supercomputing Conference (SC’2013) in Denver, Colorado, USA. 
Supercomputers, in general, consume a lot of electrical power and produce much heat that necessitates elaborate cooling facilities to ensure proper operation.  This adds to increase in the Total Cost of Ownership (TCO) of a supercomputer.  To draw focus towards development of energy efficient supercomputers, Green500 ranks computer systems in the world according to compute performance per watt, thus providing a world ranking based on  energy efficiency. 
Energy consumed by supercomputers is measured at various Levels – L1, L2, L3 – for purpose of reporting.  As the level increases, accuracy and rigor of measurement exercise also increases.  It is also a measure of our capability and noteworthy that C-DAC is the second organization worldwide to have carried out the Level 3 measurement of Power versus Performance for the Green500 List. 
Shri Kapil Sibal, Minister for Communications & Information Technology, has congratulated C-DAC for this significant achievement.  He said that supercomputing is very important for the all round advancements in the country, and the Government is planning a big impetus for capacity building and advanced R&D in this area.  He would expect many more contributions from C-DAC, as a key player, in this endeavour. 
PARAM Yuva – II uses hybrid technology – processor, co-processor and hardware accelerators – to provide the peak compute power of 520.4 Teraflop/s using 210 kiloWatt power.  The interconnect network comprises of homegrown PARAMNet-III and Infiniband FDR System Area Network. This system is designed to solve large and complex computational problems. The system has 200 Terabytes of high performance storage, and requisite system software and utilities for parallel applications development.

The combined index of Eight Core Industries stands at 153.5 in November 2013 with a growth rate of 1.7% as compared to 5.8% in November 2012. Crude oil and Natural gas registered a growth rate of 1.1% and (-) 11.3% respectively in the month of November 2013

Electricity generation grew by 5% during Apr–Nov 2013-14 as against 4.6% growth during Apr–Nov 2012-13, while steel production grew by 4.3% during Apr– Nov 2013-14 as against 2.2% during Apr- Nov 2012-13. The production in crude oil grew by (-) 0.9% during Apr– Nov 2013-14 as compared to its growth at (-) 0.5% during Apr– Nov 2012-13, whereas petroleum refinery production registered a growth of 2.6% during Apr– Nov 2013-14 as compared to 29.7% during Apr– Nov 2012-13. Fertilizer production grew by 2.5% during Apr– Nov 2013-14 compared to its growth at (-) 3.3% during Apr– Nov 2012-13 and cement production grew by 4% during Apr– Nov 2013-14 compared to its growth at 7.7% during Apr– Nov 2012-13.

I am pleased to inform you that the Ministry of Overseas Indian Affairs, Government of India is celebrating the 12th edition of the Pravasi Bharatiya Divas (PBD) with the theme “Engaging Diaspora: Connecting Across Generations” from January 7-9, 2014 at Vigyan Bhawan, New Delhi, India.The Ministry of Youth Affairs & Sports is the partner Ministry for PBD 2014 and FICCI is managing and coordinating the event.
 
As you may be aware, PBD is a unique platform that connects over 2000 overseas Indians across 60 countries.  Besides opportunities to connect with different stakeholders from Industry and Government, the PBD 2014 will offer new synergies to Indian Diaspora to network & collaborate across sectors in different States.
 
The Divas will be formally inaugurated on 8th January, 2014 by Hon’ble Prime Minister of India. On 7th January, a special seminar entitled the ‘Youth PBD’, will be held to focus on youth diaspora.  Hon’ble President of India will deliver the Valedictory Address and confer Pravasi Bharatiya Samman Awards on 9th January 2014.
 
As on date, we have already received the registration from Australia, Bahrain, Canada, Fiji, France, Germany, Ireland, Israel, Italy, Japan, Kuwait ,Malaysia ,Mauritius ,Mozambique ,Netherlands, New Zealand ,Oman ,Portugal ,Qatar, Russia, Saudi Arabia ,South Africa, Switzerland ,Tanzania, Thailand ,United Kingdom, United Arab Emirates, United Kingdom & United States of America (USA).
  
In recognition of the evolving significant and multidimensional role of Indian Diaspora, PBD 2014 will address the theme of ‘Engaging Diaspora: Connecting Across Generations’
 
PBD 2014 will also commemorate the remarkable contributions made by Indian Diaspora in building the growth story of modern India and also accentuates India’s position in the international arena.
