Term of reference of CAG Audit are Flawed – period should have been
from January or March2000 when under DERC Chairman VK Sood there was
Upward Surge in T&D losses from 40% to 50% or 20% in growth leading to
privatization.
Mismanagement Corruption is such that net Annual Energy Input for
entire Delhi is 25 BU but BRPL alone purchase 15 BU of electricity
against 10 BU required - partly lost and partly returned back to grid
at loss.
Except technical real losses of 10% to 12% BRPL/BYPL/NDPL or about 10%
Theft recovered all hiring Meter Testing teams and recovery agents in
2-3 months. For example unmetered street vendors were charged Rs.100
to Rs.150 per month for 3-5 unit consumption. Slum Dwellers were
charged through Contractors.
Thus 6BU initially and 2 BU presently is ILLEGALLY sold to consumers
through fast meters – 33 BU at average of 3 BU annually. This is 3300
crore units at CHOR RATE of Rs.5 per unit comes to Rs.16,500 crores.
Fabricated theft cases amount declared was Rs.1000 crores but actual
realization was Rs.3,000 crores to Rs.7,000 crores (Ex High Court
Judge). Lets assume Rs.3500 crores.
Multiple Billings – DISCOMS realized Extorted consumers to pay for
Some Consumption more than once. It common when a new Flat Owner takes
over and applies for new connection he is presented Pending Dues in
Rs.Lakhs – sometimes in the name of Builders at Commercial Rates. This
extortion is Rs.2000 crores.
Underpaid staff is another area of LOOT – Over Rs.200 crores is Under
Paid on average to workers by DISCOMs hiring Unskilled Staff and Meter
Readers for Rs.5000 monthly salary.
This is over Rs.2000 crores.
Damage Due to High Voltage Power Factor & Long Power Cuts
necessitating use of Inverter and Generations add to Rs.5000 crores.
(My own 3 Ceiling Fans, Two Table Fans, numerous light bulbs, chokes –
Inverter and Power Supply of Computer were fused/burnt recorded 247V
when my connection is at tail end. All add up to over Rs.5000/-).
My inverter cost me Rs.10500/- and replacement of Battery Rs.6000
under exchange and 500 units annual consumption @1.5 unit per day –
5000 units for ten years at Rs.3 per unit Rs.15,000/-. Rs.33,000/- I
didn’t engage annual maintenance contract. It normally cost consumers
Rs.40,000/-. Assuming 10 million Invertors and generators in use at
Rs.20,000 average – This alone is Rs.20,000 crores for Poor Quality of
Service & Power Cuts.
Adding Trading Losses of Lump Sum Rs.2000 crores & Over Charging &
Fabricated Capitalization 4000 crores – Net Loss to Delhi Consumers –
Rs.55,000 Crores REAL PUBLIC LOSS.

Arvind Kejriwal pulled of MAGIC Trick that pleased all. In this last
Decision of Delhi government Public Is loser – All AAP, Ambani, Tata,
DERC and Sheila Dikshit are happy. Losses due to Criminal DISCOM
Activities Are Not Touched – No Relief.
As admitted by Arvind Kejriwal relief or subsidy to Delhi Consumers is
Rs.200 crores that in this just Rs.61 crores. This is just Rs.40 per
capita.
People of Delhi got ‘Baba Ji Ka Thullu’.
Since 0-200 slab consumers are already getting subsidy of Rs.1.20
already - Net Gain to this SLAB shall be only 19% - when Meters Are
Run Fast real gain shall be ZERO. So AAP Vote Bank shall get nothing.
Current Rate Rs.3.90 – 1.20 = 2.70 Per U – Now Rs.1.95. Assuming
average consumption in this @120 units per month – Rs.90 Only or Rs.18
Per head per month or Rs.216 per capita. Fixed charge of Rs.40 or
Rs.100 in some cases for 0-200 slab is not reduced.
Slab 200-400 shall get maximum benefit of 36% cut in their bills. But
little Real Gain because this section of Middle Class are affected by
Fast Bills, Multiple Billing, Operate Generators and Invertors, Power
Fluctuations Damaging Electronic Electrical gadgets so the real gains
will not be appreciable.
Current rate Rs.5.80 – Rs.0.80 = Rs.5 Per Unit but only for 2
00+ units. After AAP subsidy shall pay Rs.2.90 per unit.
Fixed charges of Rs.100 are not reduced, Net saving for this slab
shall be as computed is 36%.
Maximum Gain was realized by Slab that Voted INC and BJP this election.
Electricity Surcharge of 8% and Electricity Duty of 5% adding up to
13.4% are substantial.
Haryana Government responded to AAP announcement - cut BILLS BY Rs.200
PM for All Domestic Consumers up to 1600 units.
AUDIT OF DISCOM shall find some Frauds in Over Charging for
Transformers and Electrical Equipments but not much related to REAL
CHEATING OF CONSUMERS. DISCOMS didn’t install Meters to over 60%
Distribution Transformers until 2006.
Unless AAP Specifically Asks CAG to investigate ‘Fabricated Theft
Cases’ and Deliberately not IMPROVING SERVICE forcing consumers to
install invertors etc
