ASEAN urges peaceful solutions for disputes

The leaders of the Association of Southeast Asian Nations have called for peaceful resolutions for territorial disputes in the South China Sea.
The 10 leaders made the appeal in a statement issued after their summit in Myanmar’s capital Naypyidaw on Sunday.
The focus of the meeting was the standoff between Vietnam and China. Government vessels from the 2 sides have clashed near the disputed Paracel Islands where China is preparing to dig the seabed for oil.
Vietnamese Prime Minister Nguyen Tan Dung reportedly told the other leaders that China is deploying more than 80 vessels and some Vietnamese have been injured in recent clashes.
He is said to have requested that the statement include concerns about the South China Sea.
The leaders decided not to directly mention China, but the statement calls for avoiding the use of force and other actions that could escalate tensions.
It also urges peaceful settlements for territorial disputes in accordance with international law.


 

Acting Thai prime minister to go ahead with poll

Acting Thai Prime Minister Niwatthamrong Boonsongpaisan says the caretaker government will do its best to hold a general election to protect democracy.
He told reporters on Monday that a vote would be held in July as scheduled.
The country’s Constitutional Court nullified the February election after opposition supporters disrupted balloting and blockaded polling stations.
Former Prime Minister Yingluck Shinawatra was ousted last week after the Constitutional Court found her guilty of abuse of power involving government personnel in 2011.
The court also removed 9 cabinet members from office.
Opposition protesters are threatening to boycott the election, arguing that political reform should come first. They are demanding the resignation of all remaining ministers and the establishment of a new government.

China has criticized a statement by Southeast Asian nations expressing deep concern about a standoff between Chinese and Vietnamese boats in the South China Sea.
China’s Foreign Ministry spokeswoman Hua Chunying issued a statement on Saturday. She said the South China Sea issue is not a problem between China and the Association of Southeast Asian Nations.
Her remarks came after ASEAN foreign ministers issued a statement expressing serious concern over the ongoing developments in the South China Sea.
Hua said the Chinese side is always opposed to attempts to use the South Sea issue to harm the overall friendship and cooperation between China and the ASEAN.
She apparently tried to criticize Vietnam and other nations without mentioning them by name.
The statement also said China stands ready to work together with the ASEAN to safeguard peace and stability in the region. It pledged to continue implementing the Declaration on the Conduct of Parties in the South China Sea.
Hua added that China hopes the ASEAN countries concerned will respect the Declaration and make positive contributions to maritime security. Media agencies

Indonesian president poll


Indonesia’s leading opposition party has gained the most votes in a general election, but fell short of reaching the 25 percent of the vote needed to field a presidential candidate.Indonesia’s election commission released the results of the poll held on April 9th on Friday.560 parliamentary seats were up for grabs in the election on a proportional representation basis.
Election officials say the main opposition Indonesian Democratic Party-Struggle won 18.95 percent of the vote.
The party has named popular Jakarta Governor Joko Widodo as a presidential candidate.
The Golkar Party, once a longtime power base for former president Suharto, came second at 14.75 percent.
The Gerindra party, led by former military officer Prabowo Subianto, followed at 11.81 percent.
No party could meet the legally required 25 percent to field a presidential candidate on their own.The number of seats allocated to each party will be announced early next week. If the Democratic Party-Struggle wins more than 20 percent of the parliamentary seats, that may make it possible for the party to field a presidential candidate.But following Friday’s announcement, each party is likely to speed up talks on forming a coalition.
Indonesia’s presidential election to choose a successor to President Susilo Bambang Yudhoyono, who has served two terms for 10 years, will take place on July 9th.media agencies

A new book by one of the journalists who broke the story about the United States spying on friendly nations will be published this month with more revelations.

Glenn Greenwald originally covered the story for the UK’s Guardian newspaper based on the information gathered by former US National Security Agency contractor Edward Snowden.
Greenwald’s book is said to contain new information on Japan among other nations. It is said that Snowden worked in Japan as an employee of a major US computer manufacturer between 2009 and 2011.
He gathered information for the NSA but secretly downloaded what he could as he had concerns about the NSA’s activities.
One of the documents dated September 10th 2010 lists facilities from which the NSA was intercepting information.Media agencies 


 

Global Leaders frame Ukraine referendums illegal

 US government has criticized the referendums in eastern Ukraine, saying the United States will not recognize their results.
US State Department spokeswoman Jen Psaki called the referendums an attempt to create further division and disorder.
Psaki criticized the referendums put forward by armed separatists as being against Ukrainian and international law and damaging the country’s territorial integrity. She said the United States will not recognize the results of these illegal referendums.
Psaki criticized Russia for not doing enough to prevent the votes.
She expressed US disappointment with Moscow for not using its influence on pro-Russian activists to cancel the referendums even after President Vladimir Putin called for postponement of the voting. Psaki said the international community should support Ukraine’s presidential election scheduled for May 25th.
US government official says Sunday’s referenda in eastern Ukraine violated international law and will undermine the country’s territorial integrity.
The official spoke to media on Sunday following the referendum organized by pro-Russian residents in the region.
The US State Department announced on Sunday that Under Secretary Richard Stengel will visit the Ukrainian capital, Kiev, from Monday.
Stengel will meet senior officials of Ukraine’s interim government. He will use his trip to stress the need for greater regional engagement to support Ukraine’s May 25th presidential election.The leaders of Germany and France say they oppose a referendum planned in eastern Ukraine for Sunday.
German Chancellor Angela Merkel and French President Francois Hollande met in northern Germany on Saturday and issued a statement.
It says the referendum planned by pro-Russia groups would be illegal.
The statement refers to recent fatal clashes between the groups and Ukraine’s government forces.
It says all parties should refrain from violence and intimidation as well as provocative acts or statements.
The leaders also expressed concern about Ukraine’s presidential election scheduled for May 25th.

China’s army chief to visit US over South China Sea
The US Defense Department says China’s military chief will visit the United States next week, apparently to discuss the tense situation in the South China Sea.Defense Department Press Secretary John Kirby announced the visit of the chief of the general staff of the Chinese People’s Liberation Army, Fang Fenghui, on Friday.
He says the Chinese army chief will inspect a US Navy base in California on Tuesday, and then meet the chairman of the US Joint Chiefs of Staff, General Martin Dempsey, at the Defense Department on Thursday.The two are expected to discuss the on-going confrontation in the South China Sea following the collisions of Chinese and Vietnamese ships there.
North Korea’s nuclear and missile programs are also expected to be on the agenda.
The United States, is trying to keep China’s military activities in check, but on the other it is also promoting military exchanges with China by inviting the country to the US military’s multi-national drills “RIMPAC” due to begin in June.
Observers say the US wants to prevent unexpected contingencies arising from miscalculations by building trust with China.

TDP appeared to be ahead and was being trailed by YSRCP in the results of municipal body polls in the Seemandhra region where Congress has fared poorly so far, as per information available till afternoon.
TDP has bagged the Elamanchili and Narsipatnam municipalities in Visakhapatnam district and was successful in the Parvathipuram, Saluru and Vizianagaram municipalities in Vizianagaram district while YSRCP bagged the Bobbili municipality. TDP and YSRCP won two municipalities each in Srikakulam district.
Besides, TDP emerged victorious in Palakonda and Palasa-Kasibugga, while YSRCP won Itchapuram and Amadalavalasa municipalities.
In Kadapa, the native district of YSRCP president Y S Jaganmohan Reddy, his party swept the Kadapa municipal corporation while TDP bagged Proddatur, Badwel, Jammalamadugu and Mydukur municipalities.
As per information coming in, Congress has fared poorly in these civic body polls in the coastal Andhra and Rayalaseema regions.
In the Telangana region though, Congress emerged victorious in three municipalities in Medak, the native district of TRS president K Chandrasekhar Rao, while three municipalities threw up hung verdicts.
Among 20 wards in Gajwel municipality of Medak district, from where the TRS chief contested the recent Assembly polls, TDP won 10 and TRS bagged nine wards. Congress managed to secure only one ward.
TRS is expected to take the support of the Congress candidate to bag the post of municipal chairman in Gajwel.
The vote of the elected MLA would be crucial as the ex-officio member. Elections were held for 145 nagar panchayats and municipalities and 10 municipal corporations in Andhra Pradesh on 30th March.

Turnout touches 53 pc by 5 PM in Varanasi ;Over 47 pc in Bihar,67 pc in WB till 3 PM
The voter turnout further increased towards evening and touched nearly 53 per cent in Varanasi by 5 P.M. on Monday. 
According to election officials, the highest turnout of 57 per cent was reported in the Varanasi South Assembly constituency while the rural areas of Rohiniya and Sevapuri saw 51 per cent and 54 per cent polling, respectively, till 5 P.M. 
In the upmarket Cantonment area, polling was lower at 51 per cent while in the Varanasi North Assembly constituency, it was at 50 per cent till 5 P.M. 
While polling was peaceful at most places, police had to resort to mild use of force at some booths after people complained about their names missing from the voters’ list. 
AAP also complained about alleged attempts at booth capturing in some areas.
Over 47 per cent polling in Bihar till 3 PM 
Undeterred by the scorching sun, 47 per cent voter turnout was recorded till 3 PM in polling for six Lok Sabha constituencies in Bihar on Monday in the last leg of the general elections. 
Though the temperature reached 43 degree Celsius there was no lack of enthusiasm among voters with Valmikinagar recording 48 per cent voting, West Champaran and East Champaran 49 per cent each, Vaishali 52 per cent, Gopalganj (SC) 42.5 and Siwan 43 per cent, an Election Commission statement said. 
In Meenapur block of Vaishali, an elderly woman was seen arriving at a booth in a cart to cast her vote. 
A large number of burqa-clad women were seen standing in queue outsides booths in Siwan parliamentary constituency. 
RJD candidate from Siwan Heena Sahbab stood with women in the queue to vote. 
In Gopalganj, an FIR was lodged against ruling JD(U) MLA, Amrendra Kumar Pandey alias Pappu Pandey along with nine aides for allegedly attacking a voter, Jairam Tiwari, outside a booth.
Gopalganj District Magistrate Krishna Mohan told PTI that the arrest of the MLA was ordered and the police were on the look out for him. 
There were also reports of fights between BJP and JD(U) workers at some booths in East Champaran. Complaints of problems in EVMs were reported from some booths in Gopalganj, East Champaran and elsewhere, the statement said.
Film-maker Prakash Jha and former Union minister Raghubansh Prasad Singh were among the 90 candidates contesting from the six seats. 
The Election Commission reduced the duration of polling by two hours in five assembly segments in view of perceived Maoist threat. Security was provided by 58,000 security personnel.
Over 67 pc polling in W Bengal till 3:00 PM 
Amidst stray violence in which 13 people were injured, over 67 per cent of the electorate on Monday voted in West Bengal till 3:00 PM in 17 Lok Sabha constituencies in the fifth and final phase of the polls.
“An estimated 67.34 per cent of the total 2,55,75,744 voters cast their votes till 3:00 PM,” Election Commission sources said. 
Thirteen persons were injured in a clash between CPI(M) and Trinamool Congress supporters at Haroa in North 24 Parganas district under Minakha assembly segment of Basirhat Lok Sabha constituency. 
Supporters of the rival parties pelted stones and used lathis in the clash which took place near two polling booths at Brahmanchak area of Haroa, police sources said.
The CPIM alleged that TMC workers fired injuring four persons. District Superintendent of Police Tanmoy Roychowdhury, however, said there was no firing and 13 persons were detained. 
State Chief Electoral Officer Sunil Gupta said voting was so far peaceful except some stray incidents. 
“We have not yet received report of any major incident on disruption of law and order or complaint of booth jamming or violation of the Model Code of conduct,” he said.
Two bombs were allegedly thrown by unidentified persons at the car of former Kolkata deputy mayor Mina Devi at Bowbazar in Kolkata when she was crossing the area. None was injured.
