Highlights of the Report:
- Delhi Election Watch has analyzed affidavits of 1485 candidates out of 2400 who are contesting the Municipal Corporation of Delhi 2012 Elections.
- Out of these 1485 candidates analyzed,139 candidates or 9 % have declared criminal cases against them.BJP has 39 out of 211 (18 %), INC has 28 out of 207 (14 %), BSP has 19 out of 214 (9 %), SP has 4 out of 77 (5 %) candidates with declared criminal cases.
- Out of these 139 candidates with declared criminal cases, 43 have declared serious criminal cases like murder, attempt to murder, kidnapping, robbery, extortion etc. BJP has 11, INC has 10, BSP has 5, SP has 2, CPI (M) has 1, SHS has 1 , NCP has 1 such candidates .
- Among these 139 candidates who have declared criminal cases against themselves, Jai Singh of BSP contesting from ward 167-R.K. Puram has declared maximum number of criminal cases. He has declared total 5 criminal cases including a case related to attempt to commit culpable homicide and another one of abetment of suicide. He is followed by Shoeb Danish of INC from ward 205-Zakir Nagar with 4 cases including 2 charges related to attempt to murder and Sanjay of BSP from ward 216-Gharoli with 2 cases including 1 charge related to kidnapping or abducting in order to murder.
- There are a total of 55 IPC charges of heinous nature on the candidates. These include murder, attempt to murder, kidnapping, extortion, etc.
- A total of 342 candidates out of 1485 analyzed i.e. 23% are crorepatis.
- The candidate who has declared maximum assets is Smt Satvinder Kaur Sirsa of BJP from ward 103-Punjabi Bagh with assets worth 112 crores. She is followed by Smt Karuna Bhalla of BJP from ward 108 Khyala with assets worth 50.63 crores and Sanjay Gandhi an independent from ward 72-Model Town with assets worth 40.81 crores.
- The candidate who has declared maximum income in their income tax return is Raj Kumari of INC from ward 111-Hari Nagar. She has shown a total annual income (that includes income of self, spouse and dependent) of Rs 94.80 Lakhs. She is followed by Bharat Anand of INC from ward 238-Jhilmil (80.96 Lakhs) and Satvinder Kaur Sirsa of BJP from ward 103-Punjabi Bagh(52.68 Lakhs).
- A total of 12 candidates out of 1485 analyzed have declared zero assets.
- Among major parties, the average asset per candidate for BSP is approximately Rs 78 Lacs , For BJP is Rs 2.8 Crore , For INC is Rs 2.7 Crore , For SP is Rs 64 Lacs , For NCP is Rs 47 Lacs.
- 28%of candidates (412 of 1485 analyzed) have not furnished PAN card details.
- Out of 1485 candidates analyzed, 729 candidates (51%) have declared that they have never filed their ITR.
- More than 27% candidates (394 of 1485 analyzed) are graduates and above.
- When comparing men and women candidates on the basis of declared criminal cases,14.3% of men candidates (114 out of 799) have declared criminal cases whereas only 3.6% of women candidates (25 out of 686) have declared criminal cases.
- When comparing men and women candidates on the basis of declared serious criminal cases, 5.25% of men candidates (42 out of 799) have declared serious criminal cases whereas only 0.14% of women candidates (1 out of 686) have declared serious criminal cases.
- When comparing men and women candidates on the basis of declared assets, there does not seem to be any difference, 23% of candidates in both categories are crorepatis.
