The crisis.

In India, a woman is raped every 30 minutes. A child is raped every hour. Approximately 70 percent of Indian women experience some form of violence in their lifetime. A recent Thomson Reuters study reported that India is the worst country for women of all G20 nations. The implications for our families, our communities, our economy and country are enormous. Something needs to change.

With the tests in 1998, India declared itself a nuclear weapon state. Since then, it has travelled a long way in developing nuclear energy both for civil and military purposes. Nevertheless its deep commitment to nuclear non-proliferation and disarmament issues still remains intact. To gain a greater insight in India’s nuclear capacity and programme, Ananta Aspen Centre invites you to a session ‘Nuclear India – Retrospect & Prospect’ with Ambassador Rakesh Sood, Special Envoy of the Prime Minister for Disarmament & Non-Proliferation Issues where he would reflect upon different dimensions of nuclear energy, nuclear weapons and doctrines, and finally the aspect of nuclear diplomacy. The session would be chaired by Dr C. Raja Mohan, Head, Strategic Studies and Distinguished Fellow, Observer Research Foundation (ORF), India.

Rakesh Sood 09-04-14Rakesh SoodSpecial Envoy of the Prime Minister for Disarmament & Non-Proliferation IssuesBorn on 5th February 1953, Ambassador Rakesh Sood joined the Indian Foreign Service in 1976 after completing Post Graduate studies in Physics at St. Stephen’s College, Delhi University.  He subsequently pursued Post Graduate studies in Economics and Defence Studies. He has served in the Indian missions in Brussels, Dakar, Geneva, and Islamabad in different capacities and also as Deputy Chief of Mission in Washington.
In Delhi, Ambassador Sood served as Director (Disarmament) and set up the Disarmament and International Security Affairs Division which he led till end of 2000 as Joint Secretary (D&ISA), in the Foreign Ministry.  During this period, he was responsible for multilateral disarmament negotiations (CWC, CTBT and the BWC verification protocol etc), bilateral dialogues on CBMs with Pakistan, strategic dialogues with other countries especially after the nuclear tests in 1998, and India’s role in the ARF.  As India’s first Ambassador – Permanent Representative to the Conference on Disarmament at the United Nations, in Geneva, from 2001 to 2004, he also chaired a number of Working Groups including the negotiations on landmines and cluster munitions.  Ambassador Sood served on UNSG’s Disarmament Advisory Board (2002-03). Subsequently, he has served as Ambassador to Afghanistan from January 2005 to January 2008, Ambassador to Nepal from April 2008 to August 2011 and was Ambassador of India to France from August 2011 to March 2013 when he retired from the diplomatic service after a career spanning 36 years.
In September 2013, Ambassador Rakesh Sood was appointed Special Envoy of the Prime Minister (SEPM) for Disarmament and Non-Proliferation Issues.

He is also a foreign affairs columnist for ‘The Indian Express’, a Visiting Research Professor at the Institute of South Asian Studies, Singapore, and a Non-Resident Senior Associate at the Carnegie Endowment for International Peace, Washington DC. He is currently a member of India’s National Security Advisory Board and has served there earlier during 1998-2000 and 2004-06.
Earlier he was a Professor of South Asian Studies at the Jawaharlal Nehru University, New Delhi and the Nanyang Technological University, Singapore. He was the Henry Alfred Kissinger Chair in Foreign Policy and International Relations at the Library of Congress, Washington DC during 2009-10. Dr. Mohan served as the Diplomatic Editor and the Washington Correspondent of ‘The Hindu’ and the Strategic Affairs Editor of ‘The Indian Express’. His area of expertise includes India’s Foreign and Defence policies, Asian Security, Arms Control & Disarmament, and the Impact of Rising Powers on the Global Order.

DEVELOPMENT INITIATIVE NIGERIA (DEVIN) is a community based,
non-profit and non-governmental organization committed to social,
economic and political development of Nigeria. DEVIN is made up of
young Nigerian Professionals with multidisciplinary area of studies.
We have a vision of a better tomorrow for Nigeria and entire Africa
continent; we believe the major problem affecting Africa development
is poor leadership and not lack of resources as believed in certain
quarters.
DEVIN believes strengthening democratic institutions and promoting
active political participation by the masses are crucial to
sustainable development and the global war on poverty.
PROPOSED ACTIVITIES: community sensitization seminars on good
governance, accountability and violence free elections will be held in
selected communities in Ogun state and Lagos states of Nigeria as part
of preparations for the general elections scheduled for the late 2014
and early 2015.
DEVIN is planning to organize twenty (20) sensitization and political
awareness seminars for community leaders, members of political
parties, religious leaders, traders and artisans, youths and
representative of women’s groups. The activities will cover both urban
commercial centres and rural agrarian areas.
JUSTIFICATION FOR THE PROJECT: Nigeria has a history of violent
elections since the change of baton from colonial rule to indigenous
rule in 1960. The same violence was repeated in the general elections
held in 2003, 2007 and 2011.
In recent months, there has been a lot of political instability in
many state in Nigeria and that has fueled the suspicion that 2014/2015
will be bloody if effort are not made to educate the masses about
their roles in the coming elections. Electorates also have to know the
need for them to shun any form of violence, which might derail the
democratic experiment in Africa largest democracy.
ESTIMATED COST FOR THE PROJECT: it is estimated that the twenty-
sensitization seminars will cost N1.5 Million (US$12,000). A large per
cent of the money will be spend on posters and other educational
materials, provision of public address system, venue bookings,
refreshment for participants and press coverage.

Abstract:
The assumption that languages are ‘given,’ ‘fully-formed’ well defined and discrete entities erroneously informs a range of contemporary discourses on nationalism, identity, textual practices and discussions of translation, the last being the vantage point the speaker comes from.  The edifice of language is more often than not invisible, a background that on occasions gets foregrounded in intense and violent ways.   How does language become both an argument and its ally in service of state, territory, nation, citizenship and a host of ‘larger’ causes? How does its operation and constructed genealogies erase and diminish histories and memories, turn certain identities illegitimate, outsider-like?  How does language get deployed to mark out differences, and also to homogenize them? What rhetoric is employed in such situations, and how do we examine language as the thing itself, as well as a metaphor?  This inquiry must be made with interdisciplinary approaches that are sensitive to language as cultural memory as well as practice, rather than disembodied objects of linguistic inquiry or instruments of policy and politics. A beginning is made in this talk by citing the western region and interrogating the certitudes underlying the Gujarati language today, especially as it experiences newly felt anxieties.

Prof. Rita Kothari is the author of Translating India: The Cultural Politics of EnglishThe Burden of Refuge: Partition, Sindh, Gujarat and Memories and Movements: Borders and Communities in Banni, Kutch.  She is the editor and translator of Speech and Silence: Literary Journeys by Gujarati Women and Unbordered Memories: Partition Stories from Sindh. She is the translator of Angaliyat: The Stepchild, and has also translated (in collaboration with Suguna Ramanathan) Modern Gujarati Poetry: A Selection and Coral Island: The Poetry of Niranjan Bhagat.  She has co-edited (with Judy Wakabayashi) Decentring Translation Studies: India and Beyond and (with Rupert Snell) Chutnefying English: The Phenomenon of Hinglish.  Prof.Kothari has published widely in leading journals and books in India and abroad; delivered plenary addresses on a range of issues and is the former recipient of the Fulbright, Rockefeller Foundation Bellagio and the Institute of Advanced Study, Shimla fellowships.  She is currently with the Humanities and Social Sciences department at the Indian Institute of Technology Gandhinagar and holds the Bhupen and Shruti Shah Chair fellowship.

The talk ‘China Dreaming’ organized by Ananta Centre in partnership with the Australian Centre on China in the World offers an overview of the trajectory of the Party towards its two centennial milestones (2020 and 2049) and a discussion of clashing Chinese dreams.

Geremie R Barmé 09-04-14Professor Geremie R Barmé, Director, Australian Centre on China in the World (CIW), Australian National UniversityGeremie R Barmé is an historian, cultural critic, filmmaker, translator and web-journal editor who works on Chinese cultural and intellectual history from the early modern period (1600s) to the present. He is a research professor and Australian Research Council Federation Fellow in the ANU College of Asia & the Pacific, The Australian National University (ANU), Canberra, where he also edits the online e-journal China Heritage Quarterly.
He is presently working with the oral historian Sang Ye on a book entitled Inside the Rings of Beijing: China’s Global Aura, a monograph related to The Dream of the Red Chamber and Qing history in modern China, and a study of the Garden of Perfect Brightness (Yuánmíng Yuán). His latest book is The Forbidden City (London: Profile Books and Harvard University Press, 2008). He is the Director of the Australian Centre on China in the World (CIW), ANU.Trained in Chinese, classical and modern, Sanskrit and history, Barmé has lived and worked in China (where he studied from 1974 to 1977), Hong Kong, Japan and the United States. His other works include: the two-hour documentary film Morning Sun (2003), of which he was co-director with Carma Hinton and Richard Gordon and co-writer with Carma Hinton; An Artistic Exile: a life of Feng Zikai (1898-1975) (University of California Press, 2002), winner of the 2004 Joseph Levenson Prize for Modern China; In the Red, on contemporary Chinese culture (Columbia University Press, 1999); Shades of Mao: the posthumous career of the Great Leader (M.E. Sharpe, 1996); the three-hour documentary film on the 1989 mass protest movement in China, The Gate of Heavenly Peace (1995), for which he was the main writer and associate director. He also co-edited and co-translated the anthologies of 1980s Chinese literature, commentary and art: Seeds of Fire: Chinese Rebel Voices (1986, 1988, with John Minford) and New Ghosts, Old Dreams: Chinese Voices of Conscience (1992, with Linda Jaivin). For many years he wrote Chinese-language columns for the Hong Kong press (Ta Kung Pao 大公報 and The Nineties 九十年代月刊) and he has published two volumes of Chinese essays (《西洋鏡下》和《自行車文集》).

The World Bank drops funding USD 650 m for the LUHRI Hydro project
Victory for the Sutlej Bachao Jan Sangharsh Samiti

The World Bank has decided not to lend financial assistance to the massive Luhri Hydropower project on Sutlej River in Himachal Pradesh. The World Bank, which was to provide a huge USD 650 million to the $ 1150 million project, on its website now indicates[i] the status of the project as DROPPED. Environmental groups and local affected people under the banner of Sutlej Bachao Jan Sangharsh Samiti consider this is a major victory for the campaign to save the last remaining stretch of “free”[ii] flowing Sutlej River.

The decision of the World Bank comes subsequent to an appraisal by the USAID team who had been commissioned to review the environmental and social impacts of the project. The team visited India in November-December 2013 and interacted with all  stake holders including the project developer SJVN Ltd, World Bank, affected people from the affected villages and concerned non government organisations like Himdhara Collective in Himachal Pradesh and SANDRP in Delhi. Even at this stage, in a meeting in Dec 2013, the World Bank reportedly defended their decision to support the project. The USAID trip report is still under internal review, likely to be finalized in a couple of months, we understand. However, from sources in Washington it is apparent that the World Bank had dropped the project due to the local community opposition.

The Bank had apparently done an intensive review of the project (which must have included USAID trip), and when USAID wanted to discuss the project with the Bank in Washington, the Bank told them that they had dropped it. However, to avoid the embarrassment of the World Bank withdrawal, we understand the government of India decided to withdraw the application, the same ploy that was used in 1993 when the World Bank decided to pull out of Sardar Sarovar Project. On April 10, 2014, SANDRP received an email (in response to our query) from the World Bank official concerned with this project, Kwawu Mensan Gaba confirming, “I would like to confirm that the project was dropped in January 2014 at the request of GoI.”

Nek Ram Sharma of the Satluj Bachao Jan Sangharsh Samiti adds, “This will give a major boost to the local people’s belief that our voice matters in deciding for our own future.” The Samiti which has challenged the Environment Clearance granted to the project last year at the National Green Tribunal has been in opposition to the project mainly because of the impacts of the proposed 38 kms long tunnel to be constructed as part of the project.

In response to submissions by the Samiti and groups like SANDRP and Himdhara the project capacity was reduced from 775 MW to 612 MW by the Ministry of Environment.  However, objections were raised with the government in March 2013[iii], saying that reduction in capacity is no solution, the project must be scrapped.

Members of Himdhara, an environment research and action collective supporting the local movement, said, “The withdrawal of the World Bank funding will provide a breather for the local people who have been under constant pressure from the administration to support this ecologically disastrous project. It is time that our governments wake up and realise the magnitude of the crisis that is unfolding as a result of Hydroprojects”. 

The earliest documents on World Bank website related to this project are dated Feb 2010[iv]. A June 2011 feature story on the World Bank website said: “The Project is currently under preparation… The Project is also initiating additional studies to meet the Bank’s due diligence requirements.”

The people of at least 78 villages of Kullu, Mandi and Shimla district to be affected by the Luhri project and its 38 km long tunnel that would bypass at least 50 km of the river have been agitating against the project. The project’s Environmental Impact Assessment done by CISMHE (led by Dr Maharaj Pandit) was flawed, the public hearing was a façade and the appraisal by the Expert Appraisal Committee was also seriously compromised. There is zero distance of the river between Luhri and upstream and downstream projects. The Sutlej basin has seen possibly the highest concentration of bumper to bumper hydropower projects, more than any other basin in India, aided also by the World Bank funding to the 412 MW Rampur Project and the 1500 MW Nathpa Jakhri project, both developed by the same SJVN Limited (earlier known as Sutlej Jal Vidyut Nigam Ltd) that is now planning to develop Luhri Project., SJVN seemed to have become the darling of the World Bank, and the Bank refused to take action even when evidence of violations of laws and rights of the affected were given to the Bank. After the Uttarakhand disaster of June 2013 involving the hydropower projects, there was even greater urgency to stop such disastrous projects taken up without proper environmental impact assessment or cumulative impact assessment.

The affected people and SANDRP had written to the authorities in Government of India and Himachal Pradesh[vii] and also the World Bank a number of times, questioning the justification and viability of the project. The January 2013 letter from SANDRP to EAC and MoEF[viii] was signed by more than 50 organisations and individuals. Even in Sept 2012 letter to SANDRP, the World Bank’s India Country Director Dr Onno Ruhl said that the Luhri project is undergoing due diligence.

We welcome this move by the World Bank to withdraw from the project and appeal to the government ofIndia, Himachal Pradesh Government, Union Ministry of Environment & Forests and SJVN to cancel the project and allow the last stretch of undimmed river to remain undimmed. The projects’ environment clearance stands challenged in the National Green Tribunal. The decision of the World Bank will be huge encouragement for the communities to continue to oppose this unjustifiable and unjust project.

Rashid Khan fires solid one-under for second round lead

Kochi, April 10, 2014: Delhi’s Rashid Khan fired a solid one-under-35 to take the sole lead in round two of the PGTI Cochin Masters presented by CIAL Golf and Country Club. Khan enjoys a one-shot lead in the second PGTI Super Series event of the season as his total reads five-under-67. Mumbai’s Anil Bajrang Mane, Sanjay Kumar of Lucknow, Noida’s Amardip Sinh Malik and Delhi’s Kapil Kumar are in joint second place at four-under-68.

Rashid Khan (32-35), the overnight joint leader, maintained his place at the top of the leaderboard with a creditable 35 that featured a lone birdie on the par-5 16th. The reigning Rolex Rankings champion came up with an error-free round on a tough day for scoring as the winds picked up at the CIAL Golf and Country Club. Rashid, who had made an eagle and two birdies in the first round, is yet to drop a stroke in the tournament.

Rashid said, “The wind was swirling today and therefore it wasn’t easy to score. I’m quite happy with my one-under in the given conditions. I’ve been hitting it well and ensured that I don’t drop any strokes today. As the round progressed I got better with my striking. I’ve taken advantage of the par-5 16th on both days having made eagle in round one and birdie today. I’d like to keep playing in the same manner and will try to keep the errors out as the margin for error is very less in a shortened tournament.”

Anil Bajrang Mane (32-36), the overnight joint leader, slipped to tied second on day two. He made pars on all nine holes on Thursday.
    
Mane said, “My pitching and chipping saved the day for me as I missed the green on three occasions. I also missed quite a few putts today. I believe I’m still in the game. I was glad to hang in there despite an average round.”

Amardip Sinh Malik (34-34) and Kapil Kumar (34-34) fired their second successive scores of 34 to also be placed tied second. Malik, who had signed off in round one with birdies on the last three holes, came up with an eagle on the 16th and eight pars on day two.

Malik said, “I’ve been playing really well off late. I had a good outing at Coimbatore last week but the putter went cold on the last day. My hitting is good at the moment and it’s a matter of putting a few more good rounds together.”
  
Sanjay Kumar (33-35) also occupies tied second place. He sank two birdie putts from eight to 10 feet and found the hazard to drop his only bogey of the day on the 17th.

Sri Lankan Mithun Perera shot the day’s best score of 33 to be tied sixth at three-under-69 along with compatriots Anura Rohana and K Prabagaran as well as Delhi golfers Manav Jaini and Gulfam and Chandigarh’s Sujjan Singh.

Anirban Lahiri and Rahil Gangjee are both placed tied 22nd at even-par-72. Both golfers shot scores of two-over-38 in round two. Lahiri had a disastrous triple-bogey on the closing 18th where he first lost his ball and then found the water hazard.

Local amateurs Joseph Joseph (13-over-85) and Alexander K J (23-over-95) are placed tied 112th and 120th respectively.
