It gives me immense pleasure to share with you about the Woodpecker Film Festival & Forum (WFF), scheduled to be organised from Dec 19-21, 2013 at India Habitat Centre (IHC), New Delhi. The film festival will showcase selected films from different parts of the country focusing on themes like environment & wildlife, education, gender, children, livelihoods and others. 
The selection of films for  screening during the festival is made by an independent jury. The Jury consists of 20-25 senior representatives from research, communications, media, corporate, academics and development sector. Storm Karen poised to make landfall

Tropical Storm Karen poised to make landfall
Tropical Storm Karen, swirling offshore in the Gulf of Mexico, was on track to make landfall in the US state of Louisiana, forecasters said.
While weakening overnight, the storm is still expected to bring rain and some coastal flooding as it moves toward Mississippi and Alabama, according to the National Hurricane Center. 
At 1800 GMT, Karen was located about 205 kilometre south-southwest of Morgan City, Louisiana, packing maximum sustained winds of 40 miles per hour.
Hurricane watches were canceled overnight, but a tropical storm warning was in effect for an area that included Morgan City, located about 70 miles west of New Orleans.
Battered by Hurricane Katrina in 2005, New Orleans was under a tropical storm watch.
“On the forecast track, the center of Karen will move near or over portions of southeastern Louisiana today and pass near the coast of Mississippi and Alabama Sunday night,” the Miami-based NHC said.
The storm — expected to weaken to a tropical depression on Sunday — is forecast to drop between one to three inches over the central Gulf coast and southeastern US region through late on Monday.
“Isolated storm total amounts of six inches are possible,” the NHC said.
Florida Governor Rick Scott said on Saturday that 12 counties were under a local state of emergency and urged residents not to become complacent because the storm was weakening.
“As Tropical Storm Karen continues to disorganize, families should still use Sunday as an opportunity to get ready,” he said in a statement.
“Communities along the panhandle are expected to experience heavy rains, and storm surges are predicted for our coastal regions.”
Oil prices rose Friday on falling production as companies evacuated staff from sensitive refining and production areas along the Gulf Coast.
The main US contract, West Texas Intermediate for delivery in November, closed at USD 103.84 a barrel on the New York Mercantile Exchange, up 53 cents from Thursday’s closing level.
On Thursday, President Barack Obama was briefed on disaster preparations and his administration recalled emergency workers who had been told to stay home due to a government shutdown linked to a bitter budget dispute.

 China evacuated over a half a million people to safety asTyphoon Fitow hit the eastern Fujian province in the wee hours on Monday, packing winds up to 151 km per hour. 
The storm, the 23rd typhoon to hit China this year, landed in Shacheng Township of Fuding City. It will continue to move northwestward but weaken quickly, China Meteorological Centre has said. 
A red alert, the highest warning, was issued for Fitow on Sunday. Cities such as Fuzhou and Sanming in Fujian will see rain of more than 200 mm from Sunday night to Monday morning, said the Fujian flood control authorities. 
Due to the typhoon, power was cut off in Taishun County, Zhejiang Province since last night. The power blackout also hit many townships in Cangnan, Wencheng, Pingyang and Dongtou counties in Zhejiang. Quoting Mao Fanggui, director of the emergency office in Taishun County, Xinhua news agency has reported that downpour was lashing the county and most townships in the county were hit by blackout. 
A boy in Cangnan County was injured in the abdomen by glass debris due to strong winds. He was being treated by doctors. Rainstorm and winds up to 201 km per hour slashed Cangnan County and the Nanji Island Township, and some houses collapsed in the county, said the Wenzhou flood control headquarters. 
So far some 5. 74 lakh people were evacuated and 35,795 vessels returned to harbour for shelter, said the Zhejiang Provincial Flood Control and Drought Relief Headquarters. In Fujian, 177,000 people were displaced and nearly 30,000 fishing boats were called back.
The typhoon has caused suspension of bullet trains in several cities in Zhejiang, Fujian and Jiangxi and halted services on at least 35 lines that pass cities on the typhoon route, including services between Beijing and Nanjing, Shanghai, Ningbo, Fuzhou and Xiamen. 
Wenzhou Airport, a pivotal airport in Zhejiang Province, cancelled 27 flights on Sunday, including flights to Beijing, Guangzhou, Shanghai and Kunming. Coach services between Shanghai and Wenzhou were also suspended. 
Maritime authorities in Fujian and Zhejiang have closed seaside bathing centres and other entertainment facilities on the coast.

Plan outlay has been enhanced from Rs. 2700 Crore in 2012-13 to Rs. 3850 crore
for the next year. It is planned to start The Chief Minister’s
Scholarship Fund to
support needy students, so that, they are not compelled to discontinue
studies in the
absence of financial support. It is proposed to bring in all the
existing scholarship
schemes under a single umbrella by creating the ” Chief Minister’s Scholarship
Fund”. Apart from supporting the students of economically and socially backward
classes, needy students of the neo-middle class will also be covered.
A corpus fund
of Rs.100 crore shall be created in “The Chief Minister’s Scholarship Fund”.
Provision has been made for providing text books free of cost to the students of
Government & grant in aid schools and belonging to Scheduled Tribes, Scheduled
Castes and Socially and Economically backward class removing the existing income
criteria limit.

A total provision of Rs.5512 crore has been made under Plan and Non-Plan for
public health, medical services and medical education. The Plan size increased
from Rs 3060 crore in 2012-13 to Rs 3800 crore in 2013-14.

Dealing in despair

Great leaders, it is said, are dealers in hope. The leaders of the
National Democratic Alliance (NDA) are dealers in despair. While in
opposition, their leadership is constantly in despair about India. The
objective is essentially political: they hope to receive public
approbation in 2014.
In decrying the achievements of the United Progressive Alliance (UPA),
their leadership is given to gross exaggeration and sometimes,
falsehood. Narendra Modi, when addressing the students at Ferguson
College, Pune on July 14, 2013, sought to diminish the UPA’s efforts
in investing in education, citing the example of China’s universities
excelling in education. He explained China’s success by stating: “It
(China) spent almost 20 per cent of its GDP on education. Our
Government promised to spend 7 per cent but actually spent just 4 per
cent.”
China’s GDP is approximately $7.3 trillion (2011). Twenty per cent of
that would be $1.65 trillion. India’s GDP is $1.87 trillion (2011).
Mr. Modi would have us believe that China spends on education almost
as much as India’s GDP.
According to the Government Work Reports, 2013, delivered by the
outgoing Premier, Wen Jiabao, during the opening ceremony of the 12th
National People’s Congress on March 5, 2013, the Chinese government’s
expenditure on education was $1.25 trillion in the previous five
years. In other words, it was four per cent of its GDP (2012).
Sensationalism
Mr. Modi seeks to influence young minds. This is natural for an
aspirant to national leadership. But he must remember that in doing
so, he should not wantonly misstate and mislead. Two conclusions are
possible. One that he is trying to damage the UPA by wilful
falsehoods. Second, that in the flow of things, he made an unintended
exaggeration. This is not the first time that Mr. Modi’s histrionics
have let him down.
It is logical to assume that he made these statements wilfully with
intent to deceive. Had it not been so, he would have publicly
apologised by now, explaining how it happened. Mr. Modi has an
advantage. His falsehoods are seldom challenged by the media. It, as
much as Mr. Modi, loves sensationalism. In this process, he has a free
run. This encourages him to continue to wilfully mis state facts for
political advantage.
This is a very dangerous trend.
BJP’s record on education
For 10 long years, we have not heard Mr. Modi’s concern about higher
education. Not a single leader in the Bharatiya Janata Party (BJP),
including the Gujarat Chief Minister, has, during this period, talked
about education reforms. He has not told us of the steps he has taken
within his State to reform the university system. On the contrary,
legislation pending in Parliament to reform the education system was
vociferously opposed by the BJP. Neither Mr. Modi nor any other leader
of the BJP has made any meaningful efforts to support the reform
process.
We can only conclude that Mr. Modi’s criticism of the UPA government,
in matters of education, is part of an agenda to oppose. A leader can
never receive national acceptability unless he has the vision to
construct, to provide attractive, practical alternatives. To attempt
this just before the Lok Sabha election is rank opportunism. Rajnath
Singh’s statement (July 20, 2013) castigating the use of the English
language makes us believe that the National Democratic Alliance (NDA)
has a medieval mindset. Instead, we must embrace the world and make
our children compete in the future that lies ahead. Our children are
India’s future and not Mr. Modi, as he wishes us to believe.
The BJP leadership’s scant commitment to education is a matter of
record. Mr. Modi laments that instead of spending seven per cent of
GDP on education, the UPA has spent only four per cent. He should be
reminded that during the NDA’s time, the spend on education was 2.74
per cent of GDP. In the past nine years, it has increased under the
UPA to 4.2 per cent. In 2003-04, the NDA spent Rs.4,740 crore on
higher education; the UPA increased that to Rs.20,444 crore in
2012-13. In school education and literacy, the corresponding figures
are Rs.5,437 crore (2003-04) as against Rs.45,106 crore in 2012-13.
Since 2004, the number of higher education institutions increased
significantly. Central universities increased from 17 (2004) to 44
(2013). IITs increased from seven to 16, and IIMs from six to 13. The
UPA’s commitment to education has been consistent and much as Mr. Modi
wishes to criticise, his party’s commitment to education has been
abysmal.
In Gujarat
Within Gujarat, the story is no better. According to Census 2011 data,
while Gujarat’s literacy rate went up to 79.3 per cent in 2011, it is
still 18th in the All India Ranking. Other States, in fact, increased
their literacy rate much faster. In school education, Gujarat is
ranked 33rd, as far as access to schooling is concerned, 15th in
infrastructure and 12th in performance in the primary level.
Similarly, at the upper primary level, it is ranked 14th in access,
third in infrastructure and 21st in performance. Gujarat, overall,
stood at ninth place in the Education Development Index. Mr. Modi has
also claimed a zero dropout ratio in primary schools, but actually the
dropout ratio in Gujarat is 7.08 per cent as against all India figures
of 6.9 per cent. His commitment is even more dismal when it comes to
government spending.
The State spent 15.9 per cent on education out of its total
expenditure in 2010-11. It came down to 13.4 per cent, according to
the State Budget Estimates of 2012-13.
Even in terms of per capita State expenditure on education, Gujarat is
ranked 16th among 20 major States in India. The reality of Gujarat in
contrast to Mr. Modi’s hype is not to diminish its efforts, but to put
things in perspective. Mr. Modi’s Gujarat is no paradise. Nor can we
wish away some development that has taken place.
Mr. Modi must not deal in despair just because the UPA is in power. We
expect a political discourse that is constructive, a leadership that
is truthful and an environment where we can debate issues rather than
hurl allegations to obfuscate the truth. Playing with facts erodes
personal credibility and damages public discourse.

PM to visit Russia, China from 20th Oct
Prime Minister Manmohan Singh will embark on a crucial trip to Russia and China from 20th October during which a number of pacts are expected to be inked in key areas of trade, business and energy.
The first leg from 20th to 22nd October in Russia will see the Prime Minister holding talks on important issues such as nuclear cooperation, trade and defence. Singh will on 22nd October travel from Moscow to Beijing where he is expected to articulate India’s concerns over trans-border rivers, trade deficit and boundary incidents.
During the meeting with Russian President Vladimir Putin, Singh is expected to assure him on concerns over India’s nuclear liability law and also on the safety of Russian investments including in telecom sector.
Significantly, after the recently-concluded India Russia Inter Governmental Commission meeting in Moscow, the indications are that the two countries have made progress to clear the nuclear liability issue, crucial for a contract for supply of Russian reactors for Units 3 and 4 of the Kudankulam Nuclear Power Project (KNPP). 
It is understood that hectic parleys were on to conclude the tehno-commercial negotiations for the Unit 3 and 4 of KNPP) ahead of Singh’s visit and officials are hoping to ink it after the talks between the two sides. 
The effort is to basically match India’s Civil Liability for Nuclear Damage (CNLD) Act, 2010 and the internationally and nationally accepted principles.
Another crucial issue would be Russia’s investment in telecom sector with Russian giant Sistema last week expressing unhappiness over telecom regulator TRAI’s recommendations on spectrum auction, saying it created “ambiguity” and “policy uncertainty” that would adversely impact its investment plans. 
Sistema Shyam Teleservices Ltd, which offers mobile services under the MTS brand, has protested against TRAI recommendations that the spectrum used by CDMA operators should not be auctioned and a part of it be explored for use by GSM services.
The other points expected to figure prominently would be Russian investments in Delhi-Mumbai Industrial Corridor and joint ventures in phrama and fertiliser sector with India hopeful of inking some MoUs in these areas.
The two sides would also hold talks on security situation in the region, especially in Pakistan and Afghanistan.
During his China visit, Singh will hold talks with his Chinese counterpart Li Keqiang on key bilateral and regional issues, including trans-border rivers, ways to enhance Chinese investments through industrial parks to address trade deficit and boundary incidents.
The two sides are also expected to ink the Border Defence Cooperation Agreement which is aimed to enhance coordination between the armies of the two countries. The sources also said the talks were on for a possibility of a pact to simplify visa regime. The two sides are holding negotiations on a draft pact and if there were not many “differences”, it could be inked during Singh’s visit, they said.
India is also hoping to ink with China a framework MoU for supply of power equipment, apart from a cultural pact, they said. As it has a huge trade deficit with China, India is pushing China to import more products and greater market access there. 
In 2012-13, as per the official figures, India recorded a record trade deficit of USD 40.78 billion with China, compared with USD 39.4 billion in 2011-12 and USD 27.95 billion in 2010-11. There is a proposal for setting up Chinese business parks in five states –Uttar Pradesh, Gujarat, Tamil Nadu, Andhra Pradesh and Karnataka– which will work like Special Economic Zones. Singh and Xi would also discuss trans-border river issues. 
The PM had raised this matter with the Chinese president when they had met on the sidelines of the BRICS (Brazil, Russia, India, China and South Africa) summit in Durban in March. The prime minister had expressed concern over China’s proposal to construct three dams across the Brahmaputra.
Coming after series of incursions by Chinese troops, Singh’s visit will also be an opportunity to raise India’s concerns with the top Chinese leadership.
This would be Singh’s third meeting with President Xi. Both leaders had last met on the sidelines of the G20 summit in Russia. It is the PM’s first visit to China after the change of leadership in that country

Telangana crisis: Chandrababu to go on indefinite fast today
Telugu Desam Party (TDP) Chief N Chandrababu Naidu will go on an indefinite hunger-strike in the national capital from Monday to protest against the Union Cabinet’s decision regarding the proposed bifurcation of Andhra Pradesh. 
Naidu, who will arrive on Monday morning, will also interact with the media before beginning his stir in the afternoon, according to a TDP release. 
On October 3, the Union Cabinet had decided to go ahead with the process for the creation of a separate Telangana state carved out from Andhra Pradesh. 
The very next day, Naidu had in Hyderabad announced his plan for an agitation over the issue after accusing Congress of “ruining” the country and leaving Andhra Pradesh facing a “disaster” with the separate Telangana decision. 
Naidu, whom observers say is now fighting a political battle for survival in the state of which he was once chief minister, has also accused Congress of entering into an “arrangement” with TRS and YSR Congress vis-a-vis the bifurcation decision. 
Political pundits are predicting that while Congress and TRS would gain in Telangana, Jaganmohan Reddy’s YSR Congress party could make big waves in the Seemandhra region. TDP has decided to write to the leaders of all parties on the statehood issue and expose the alleged “nefarious politics” of the Congress. 
Meanwhile, YSR Congress President and Kadapa MP Y S Jagan Mohan Reddy’s indefinite fast enters 3rd day.

The third quarter has been a busy period with a number of significant events for EBTC, probably too many to list in a Directors note. We’ve had missions, events, delegations, numerous reports launched, but this September saw a major milestone achieved with the launch of the European Technology Experience Centre (ETEC) starting with our Bengaluru office. The ETEC is a dedicated platform for European technologies in India – truly connecting EU solutions and the Indian market on a real as well as virtual platform. With no real platform to meet, the last week of September saw EBTC really bridging the current disconnect between Indian investors and EU technologies. With the ‘Connect to Investors’ event in Mumbai, and the ‘EU-India Cleantech SME Investor Forum 2013’ in Bengaluru, EBTC took the much-needed steps in bringing EU technologies to Indian investors. Outcomes from these events will be shared soon.
 
The upcoming Greening Cities event is gaining momentum and is looking to be a very powerful mission and event with a great programme and many opportunities for interactions on urban development issues.
 
We’re thrilled to be using new media and innovative forms of communication to further collaboration and knowledge sharing efforts. I’m excited to announce that after a successful launch of the first livestream EBTC-Cleantuesday event held in Delhi and Paris in July, a second event will be held in Kolkata and Paris on October 28th. After a brief hiatus, our next webinar series is back every other Wednesday from October 16th – titled Wednesday Webinars, the series launches with exploring cleantech business opportunities in North-East India and, presenting a study of mobility trends in Indian cities and its implications.

Latvia’s Foreign Minister H.E Edgars Rinkevics visited India from Sept. 12-20, 2013 in an effort to build stronger ties between Latvia and India. To explore European Union projects for supporting SMEs, he visited EBTC’s office in New Delhi on September 19th 2013. accompanied by a business delegation including representatives from the sectors of education, business consulting, transit and logistics, metalworking and the film making industry who were briefed by EBTC on its’ services to support EU entities in doing business (or research) in India in a collaborative manner.
 
Mr. Poul V. Jensen (Director, EBTC) along with colleagues Mr. Monish Verma (Environment Sector Specialists, EBTC) and Mr. Mohsin Khan (Senior Executive, EBTC) provided insights on how to create stronger business links between the two countries and promoting closer cooperation.

The Green Factory of the Future

As part of the RIB initiative, a two-day programme is being organised in Bengaluru to present an EU technology that is exploring opportunities for commercialization in India. A select group of Indian industry and researchers are invited to the technical presentation and discussion on funding, IP and commercialization. This is one in many technology presentations that EBTC is organizing under the RIB Initiative, to interact with EBTC’s partners, to learn about their research, potential applications, and explore opportunities for commercializing their technologies from Europe, in India.
