Gunmen open fire on tourists in Cairo
Gunmen on a motorcycle opened fire on tourists as they boarded a bus at a hotel in Cairo, Egypt, on Thursday, Reuters reported. There were no casualties in the attack, according to security sources. One gunman was arrested at the scene, and authorities surrounded the other attacker in another part of Cairo. The tourists included two Israelis. The hotel was on a road leading to the pyramids, a major tourist attraction for Egypt. The country has been struggling to recover from political turmoil triggered by the 2011 uprising, which toppled former leader Hosni Mubarak.
Foreign Funding of Electoral Trusts
New Delhi: As per the various news reports, the Government is “actively considering” the proposal of the ECI to debar electoral trusts from receiving foreign funding. It is also stated that electoral trusts under the present law can raise funds from foreign sources. ADR wishes to put this in the right perspective.
1. Section 4 of the Foreign Contributions (Regulation) Act (FCRA), 1976 and Section 3 of Foreign Contributions (Regulation) Act (FCRA), 2010 specify that political parties are NOT permitted to accept contributions from any foreign source or company.
2. Electoral Trusts, whose sole purpose under Section 13B of the Income Tax Act, 1961 is to fund registered political parties in a transparent manner, are also governed under Rule 17(CA) of the Income Tax Rules,1962
3. Specifically under Rule 17CA, sub-clause (2) and (4) of the Income tax Rules, 1962, the CBDT lists the sources from whom the Trusts are permitted andNOTpermitted to accept donations.
Rule 17(CA) was notified by the Central Bureau of Direct Taxes (CBDT), Dept. of Revenue in 2013 on 31st January, 2013, in the exercise of the powers conferred to it by clause (b) of Section 13(b) read with Section 295 of the Income Tax Act, 1961. Details under Rule 17(CA) (2) and (4) are in the table below.

Hence, it is quite clear that the electoral trusts CANNOT receive foreign funds as per existing Income Tax Rules, 1962. ADR recommends that:
1. All electoral trusts should adhere to Rule 17(CA) of the Income Tax Rules, 1962 which lists the functions of the electoral trusts and the Electoral Trusts Scheme, 2013 notified by the Central Government. The notification can be accessed here.
2. The same rules which apply to those trusts formed after 31st January, 2013 should also apply to the electoral trust in existence prior to 31st January, 2013.

66th Senior National Basketball Championship to tip off in Mysuru from 9 Jan 2016
- Championship to be held between 9 to 16 January 2016 at Chamundi Vihar Indoor Stadium, Mysuru

Bengaluru, 7th January 2016: Mysuru is set to host the 66th Senior National Basketball Championship for Men and Women from 9th to 16th January 2016. The Chamundi Vihar Stadium complex, with its 2 indoor and 2 outdoor courts will showcase the nation’s various state teams vying for the coveted title of National Champions.
The Karnataka State Basketball Association will be organizing the event under the aegis of the Basketball Federation of India. Mysuru will be hosting the event after a gap of nearly 30 years. The last Senior National Basketball Championship to be held in the city was the 39th edition way back in 1987.
Top teams & players competing
Over 160 matches will be played in this premier league cum knockout gala that will see the country’s top international stars in action. Vishesh Bhriguvanshi (Indian men’s team captain), Anitha Paul Durai (veteran Indian women’s captain), Jeena PS (Kerala) and Karnataka’s own international stars Arvind Arumugam, Bhandavya HM and Rajesh Uppar are just few of the big names expected to participate in this marquee event.
29 men’s teams and 24 women’s teams have confirmed their participation. In the men’s section Uttarakhand (ONGC), Tamil Nadu and Services, and in the women’s section Chhattisgarh, Railways and Kerala (women) are expected to be among the top draws. Prior to the upcoming Championship, 65 editions have been successfully held. The 2014-15 edition was held in Bhilwara, Rajasthan, with Chhattisgarh women and Uttarakhand men being crowned champions.
“In terms of number of teams to register, this is the highest participation we have received in a long time,” said Shri K Govindaraj, President of Karnataka State Basketball Association (KSBBA) and President of Basketball Federation of India (BFI). “Bengaluru hosts many Championships, we wanted to give Mysuru an opportunity to showcase its infrastructure and host a National level event. With this exposure, hopefully Mysuru can also conduct an Asian level competition in the future.”
Speaking on the innate potential of basketball, he said, “If you go to any school, taluka or district stadium, you will find a basketball court. That is the ubiquitous presence of basketball, which we are going to take to greater heights.”
The organizing Karnataka State Basketball Association is pulling out all the stops to make this event a grand success. Hotel accommodation and meals will be provided to all the players, coaches, referees and officials during the 8-day event, all provided by the Karnataka State Basketball Association.
Recognizing the growing influence of digital media platforms, the Basketball Federation of India will also be sharing regular event updates throughout the day on its official Facebook, Twitter and Instagram platforms.
Referees Clinic to be simultaneously held
Besides on-court action, the Basketball Federation of India in association with Karnataka State Basketball Association will also be organizing the FIBA Asia Development Plan – Referees clinic at the Chamundi Stadium, Mysuru from 14th to 16th January, 2016. This will be conducted by Mr. Heros Avanesian, Head of Competition – Asia, International Basketball Federation, FIBA Asia.
As per the FIBA Asia directives & guidelines it is mandatory for all National and FIBA Active referees to participate in the clinic. Non-participants or referees who fail the tests will be deprived from officiating FIBA ASIA events.
Important Guests to attend Inaugural Ceremony
Honourable Chief Minister of Karnataka will be inaugurating the Championship at 5 pm on 9th January 2016. Other chief guests include Shri V Shrinivasa Prasad (Minister of Revenue & Dist. in charge, Mysuru), Dr. HC Mahadevappa (Minister of Public Works Department), Shri Mahadev Prasad (Minister of Co-Operation) and Shri K Abhaychandra (Minister of Youth Services & Fisheries).
Guests of Honour include Shri R Dhruvanarayana (MP), Shri Prathap Simha (MP), Shri Tanver Sait (MLA), Shri Vasu (MLA), Shri MK Somashekar (MLA), Shri G T Gdevegowda (MLA) and Shri BL Byrappa (Mayor – Mysore City Corporation).
