“JCB ANNOUNCES $1 MILLION DIGGERS DONATION TO QUAKE ZONE”
New Delhi, April 29, 2015: JCB today moved to support the relief effort in earthquake-hit Nepal with the donation of diggers and electrical power generators worth around $1 million.
Ten backhoe loaders were made available immediately to the Nepalese Army and are now at work in the areas worst hit by the disaster which has left more than 5,000 people dead and 10,000 injured.
JCB Chairman Lord Bamford said: “It is shocking to see the devastation caused by this earthquake and the resulting widespread damage and destruction. On behalf of JCB, I express my heartfelt condolences to everyone affected by this natural disaster. JCB will continue to help the Nepalese Government in very possible way.”
JCB supplied the backhoes through its dealer, MAW Enterprises Pvt Ltd, in Nepal. The electrical power generators are also en route from JCB India’s factory in Delhi to help stricken communities caught up in the quake.
The JCB backhoe loaders have been deployed to help ground relief efforts in the aftermath of the earthquake which measured 7.8 on the Richter Scale. In the coming weeks and months, the donated machines will be used in reconstruction efforts.
JCB has a long history of helping countries affected by major natural disasters, providing $500,000 worth of machines and generators to the Philippines when Typhoon Haiyan struck in 2013. Machines were also donated when earthquakes struck in Haiti in 2010 and in China in 2008 and to southern India, Sri Lanka and Indonesia in 2004 following the Boxing Day Tsunami.

Following is UN Secretary-General Ban Ki-moon’s message for World Press Freedom Day, observed on 3 May:
Around the globe, journalists are attacked every day as they try to carry out their work. In the last year alone, 61 journalists were killed. Many more languish in jails without charges or any sign of due process, the victims of Governments and others that prohibit free inquiry and use the power of the State to intimidate the press. As we mark World Press Freedom Day this year, let us honour the memory of those who lost their lives and intensify our efforts to uphold the fundamental human right to freedom of expression and press freedom.
This year’s theme, Let Journalism Thrive! Towards Better Reporting, Gender Equality, & Media Safety in the Digital Age emphasizes the importance of ensuring a free and pluralistic media against the backdrop of a fast-paced and ever-changing digital world.
Digital technology has been exploited to spread hate speech or incite violence, but it is also a force for good, bringing people together in a global conversation about how to build a better world. In particular, digital technology can have a positive impact as leaders strive this year to formulate an ambitious agenda to advance sustainable development for years to come. However, digital journalists and bloggers are also facing retribution and curbs on their freedom to report.
Thriving journalism — whether in digital or more traditional form — must be anchored in quality reporting and information dissemination to all segments of society. Women play a critical, yet far too neglected, role in in today’s media landscape.
On this Day, I call on all Governments, societies and individuals to uphold the principles put forward by Member States on the need for the free exchange of information and ideas, both within and among nations.
We must commit to ensure that the safety and human rights of journalists are protected, independent of the political, socioeconomic or cultural pressures that may threaten, impede or deter their freedom to keep the world informed.
Journalism and the press can help advance our efforts to achieve the objectives of the proposed sustainable development goals. If we are to move forward with a new development agenda, we need to understand that information must not only be universal, but also free to challenge the status quo, and to provide a window of hope to those whose voices are silenced by the censorship of corruption, violence, intimidation and retaliation.

The Union Cabinet has approved Smart Cities Mission in 100 Cities and also cleared the old housing projects initiated by the previous government. The decision in this regard was taken at the Cabinet meeting chaired by Prime Minister Narendra Modi in New Delhi this morning. The Smart City project was announced in July 2014 in the current government’s first Union Budget last year.
The Cabinet also gave its seal of approval to continuation of the minimum pension of 1000 rupees per month in perpetuity to pensioners under Employees’ Pension Scheme, EPS, 1995 beyond the financial year 2014-15. Currently, it is effective only upto March this year. It approved corresponding grant of continuous annual budgetary support for implementing the minimum pension which will be to the tune of 850 crore rupees per year on a tapering basis. Providing a minimum pension of one thousand rupees is an effort to provide meaningful subsistence to pensioners who have served in the organized sector. The present proposal is likely to benefit approximately 20 lakh pensioners under EPS, 1995.
The Union Cabinet gave its nod to amendments to the Prevention of Corruption Act. The proposed amendments will fill in perceived gaps in the domestic anti-corruption law. It also help in meeting the country’s obligations under the United Nations Convention Against Corruption more effectively. The proposed amendments are mainly aimed at laying down more stringent measures to tackle corruption. The bill provides for more stringent punishment for the offences of bribery, both for the bribe giver and the bribe taker.
It is also proposed to extend the protection of prior sanction for prosecution to public servants who cease to hold office due to retirement and resignation. AIR correspondent reports the Prevention of Corruption (Amendment) Bill was introduced in the Rajya Sabha in August 2013. The Department Related Parliamentary Standing Committee submitted its report on the Bill to the Rajya Sabha February last year but the Bill could not be passed.
The Cabinet also gave its approval for amending the Companies (Amendment) Bill, 2014. The Amendments will do away with the requirement of filing a declaration by a Company before commencement of business or exercising its borrowing powers. The amendments also seek to rationalise the procedure for laying draft notifications for exemptions to various classes of companies or modifying provisions of the Act to ensure speedier issue of final notifications. These amendments will address issues related to ease of doing business and put in place a speedy process for approval of draft notifications.
The Cabinet also approved introduction of the Compensatory Afforestation Fund Bill, 2015 during the current Session of Parliament. The proposed legislation is aimed at providing an appropriate institutional mechanism, both at the Centre and in each State and Union Territory, for expeditious utilization of amounts realised in lieu of forest land diverted for non-forest purpose.
The Union Cabinet also gave its approval for the conversion of two additional battalions of the Sashastra Seema Bal for the National Disaster Response Force and for strengthening existing NDRF battalions. The objective of the conversion of these two additional battalions of SSB into NDRF battalions is to provide response to the area of Eastern Uttar Pradesh, Madhya Pradesh and Arunachal Pradesh during any natural and manmade disaster and to enhance the capability of the existing NDRF battalions. The placement of two NDRF Battalions at Varanasi and Arunachal Pradesh will fill up the vast gap of deployment of the NDRF.
The Cabinet also cleared introduction of the Merchant Shipping (Amendment) Bill, 2015. It also approved accession to the International Convention for the Control and Management of Ships’ Ballast Water and Sediments, 2004 of International Maritime Organization. Ships fill their ballast tanks with water to stabilize vessels at sea for maintaining safe operating conditions throughout a voyage. Ballast water reduces stress on the hull, provides transverse stability, improves propulsion and maneuverability and compensates for weight. However, ballast water poses serious ecological, economic and health problems due to the multitude of marine species being carried in the process, including Harmful Aquatic Organisms and Pathogens.
Magnitude 5.5 earthquake rattles Mexico
A Magnitude 5.5 earthquake has hit the southern Mexican state of Oaxaca, according to the US Geological Survey (USGS). The quake struck at a depth of about 70 miles (110 kilometers). The epicenter was 6 miles (10 kilometers) east of the city of Palomares, and residents in the state capital reported feeling it, according to AP. There have been no reports of damage or injuries.
Over 150 people rescued from burning ferry in Mediterranean
All 156 passengers and crew were rescued by the emergency services on Tuesday from a burning ferry, that headed from the island of Mallorca to the Spanish port of Valencia, the ferry operator and government officials said, according to Reuters. The Sorrento ferry sent out distress signals, Spain’s Ministry of Public Works said in a statement. The Italian operator reported that the cause of the fire remained unknown, as well as the state of the vessel itself.

Indonesia executes 8 drug convicts, 2 Australians among them – local media
Eight drug convicts, including two Australians, have been executed by firing squad in Indonesia early on Wednesday. However a woman from the Philippines, who was also on death row, along with citizens from Australia, Nigeria, Brazil and Indonesia was not among them, according to local media reports.
Palestinians protesting in Tel Aviv against home demolitions
Hundreds of people protested against demolitions targeting Palestinian-owned houses in Tel Aviv on Tuesday, AP said. Protests by Israel’s Palestinians are seldom in Tel Aviv. The protesters demanded that Israel cease home demolitions and provide housing solutions for the Palestinian minority. Palestinians make up one fifth of Israel’s population of 8 million.
Roadside bomb targets Pakistan security forces, kills 1 person in Peshawar
A roadside bomb targeting security forces killed at least one person in Pakistan Tuesday, AFP reported. This was the first deadly attack in the restive northwestern city of Peshawar in two months. The bomb targeted a convoy of security personnel that passed by shortly before the blast. A passer-by was wounded in the blast in the upmarket Hayatabad neighborhood near the Khyber tribal district, where the army is battling Taliban-linked militants.
Nepal quake death toll rises to 5,006
The death toll from the 7.8-magnitude earthquake in Nepal four days ago now stands at 5,006, CNN reported, citing officials. Nepal’s National Emergency Coordination Center also said that 10,194 people had been injured. Another 72 people died as a result of the quake in India, and China has reported 25 deaths. Isolated villages in Nepal are lacking food and drinking water, hospitals desperately need medical supplies, and many roads have been cut off by landslides.
Saudi Arabia crown prince dismissed, new FM appointed
In a sudden reshuffle of top posts Saudi Arabia’s King Salman has removed his half-brother, Moqren bin Abdul Aziz bin Saud from the post of crown prince and deputy prime minister and named Mohammed bin Nayef, grandson of the kingdom’s founder, the country’s interior minister and crown prince, instead. Prince Mohammed bin Nayef, 55, who also appears to be a close friend of the US, could be the country’s first king from the third generation of its ruling dynasty. He is now next-in-line to rule the world’s top oil exporter. The king’s son, Prince Mohammed bin Salman, who is believed to be around 30 years old, has been appointed deputy crown prince. He’s also the country’s defense minister and is seen as being second in line to the throne. King Salman has also appointed Adel Al Jubeir, the Kingdom’s ambassador to Washington, as the country’s new foreign minister, Al Reuters reported citing state television.
Russian planes evacuate 128 people from Nepal
Russia has evacuated 128 people from Nepal aboard two Il-76 planes, following last weekend’s devastating earthquake. Those rescued include nationals of Kazakhstan, Tajikistan, Uzbekistan, Latvia, Ukraine and Israel. Prior to the rescues, Russia’s Ministry of Emergencies delivered more than 2 tonnes of humanitarian aid. A team of rescuers and medical experts have also arrived in Nepal to help it cope with the aftermath of the devastating earthquake that killed more than 5,000 people.
Indonesia confirms executing 7 foreigners on drug smuggling charges
Indonesian authorities have confirmed the execution of eight drug traffickers, including two Australian prisoners, four Nigerians, a Brazilian and an Indonesian man. The convicts were shot in an isolated field. Austalians Myuran Sukumaran, 34, and Andrew Chan, 31, from the Bali 9 were convicted of attempting to smuggle 8.3 kilograms of heroin from Indonesia to Australia in 2006. Prime Minister Tony Abbott who worked endlessly to get his countryman freed said Australia “deeply, deeply regrets these executions in Indonesia.” A Filipino woman was granted a stay of execution.
US Senate will not require Iranian nuclear deal to acquire 2/3 approval
The US Senate turned away an amendment Tuesday that would have required any potential deal with Iran over its nuclear program to gain Senate approval before going into effect, Reuters reported. The amendment would have categorized a deal with Iran as an international treaty, meaning it would have needed to earn support from two-thirds of the chamber. The proposal failed in a 57-39 vote against, but lawmakers continue to work on legislation that would give Congress a chance to weigh in on a deal with Tehran.

DEPUTATION OF ARUN KUMAR SHARMA TO THE CBI – ONCE INDICTED BY CBI ITSELF, NOW REWARDED FOR BEING LOYAL TO MODI & SHAH
Shri Arun Kumar Sharma, is a Gujarat cadre IPS officer of the 1987 batch. By an order No. 202/01/2015-AVD II dated 23.04.2015 of the Department of Personnel and Training, Government of India, New Delhi (Order attached with email), Shri Arun Kumar Sharma has gone on deputation to the CBI. Shri Sharma has also been relieved by the Government of Gujarat to join his new assignment with the CBI.
The induction of Shri Arun Kumar Sharma is extremely detrimental to the objective and professional functioning of the CBI. Over the years, he moved very close to the then Chief Minister of Gujarat, Shri Narendra Modi, who also is, presently, the Prime Minister of India. During this period, he pursued many illegal acts, which include illegally snooping on a young girl at the behest of Shri Amit Shah, the then Minister of State (Home), Gujarat and Shri Narendar Modi for reasons best known to them and derailing of High Court monitored investigations.
Enclosed, along with this note, are 39 audio recordings that have been brought on record during the investigations of the RC 5(S)/2011 – SCB/Mumbai (Ishrat Jahan case) by the CBI. The audio recordings have been officially seized by the CBI during investigations. English translations of each of the 39 audio recordings are also attached with this email. These recordings have the voice of Shri Arun Kumar Sharma directing, controlling, snooping and following a young girl at the behest of Shri Amit Shah, who himself was carrying out the directions of his Saheb, Shri Narendra Modi.
Also attached with this note is a panchnama, where on page 9, first paragraph, the presence of Shri Arun Kumar Sharma in a meeting held to obstruct the investigations in RC 5(S) – SCB/Mumbai (Ishrat Jahan case) has been recorded.
The CBI generally makes detailed verification on the antecedents of the officer concerned before inducting him/her into its organisation. It is surprising that when the illegal role of Shri Arun Kumar Sharma has been revealed in its own investigations, the CBI failed to take adverse notice before his induction. The only reason for allowing Shri Arun Kumar Sharma to be inducted into the CBI, despite knowledge of his illegal and unscrupulous acts, must have been the recommendation of Shri Narendra Modi, the Prime Minister of India, who would like to have a better control over the CBI.
It is only natural to presume that once Shri Arun Kumar Sharma is inducted into the CBI, it would be a case of the tail wagging the dog. Needless to say, Shri Arun Kumar Sharma, would be taking direct orders from Shri Narendra Modi and there would be little check on him. He would not hesitate to distort evidence in every possible manner in cases that interest Shri Narendra Modi.
The deputation of Shri Arun Kumar Sharma raises some serious questions:
- Does such an officer deserve to be in the Central Bureau of Investigation?
- Is he being rewarded for his extreme acts of loyalty towards Modi and Shah in the past?
- Is this not yet another example of the government muzzling the independence and autonomy of institutions?
After the spectacle of various officers chargesheeted for fake encounter killings being rehabilitated by the Gujarat government, we now witness the spectacle of the Modi government posting officers indicted for snoopgate being rewarded by being brought into the CBI. No wonder, the Modi government is not willing to let.go of its control over the CBI, and seeks to use it as an instrument to misuse for its political ends. So much for the Modi governments claim for running an honest government!

In the US, seven police officers in Baltimore have been injured and one is unresponsive after protests there turned violent.
A state of emergency has been declared amid violent protests over the death of a black man fatally injured in police custody. A week-long curfew has been announced and as many as 5,000 National Guard troops could be deployed. After dark, a community building that was under construction was engulfed in flames.
Earlier, dozens of people were seen confronting police, and 15 officers were injured. African American Freddie Gray, 25, died on 19 April after a week in a coma.

In Pakistan, an earthquake jolted parts of Khyber Pakhtunkhwa today, creating a sense of fear and panic among the residents. According to Meteorological Department, the intensity of the earthquake was recorded as 5.5 on the Richter scale and its epicenter was the border area of Tajikistan at a depth of 144 kilometres.
Earthquakes tremors were felt in Malakand, Swat, Upper and Lower Dir where residents evacuated homes and buildings out of fear. There was no immediate report of any casualty or damages.

The Rajya Sabha today witnessed three adjournments in its pre-lunch session amidst noisy scenes by opposition on a statement by Prime Minister Narendra Modi during his recent foreign visit. Members from both the sides indulged in heated arguments on a notice moved by Anand Sharma of the Congress for suspension of the business of the House to discuss Prime Minister Narendra Modi’s statements abroad.
Amidst heated arguments Parliamentary Affairs Minister M Venkaiah Naidu asked the Chair under what rule the matter will be discussed. As soon as the House met for the day, Mr Sharma said the Prime Minister’s certain remarks amounted to tarnishing the country’s image. He was supported by other opposition members, who insisted that the notice given by Mr Sharma be taken up.
The House witnessed heated arguments on the issue. Sharad Yadav of JD(U), Ram Gopal Yadav of Samajwadi Party, and Ms Mayawati of the BSP, took exception to the Prime Minister’s remarks. Leader of the House Arun Jaitley said Prime Minister has justified by his statement. Mr Jaitley said if a discussion on Prime Minister’s statement takes place in the House, the scams committed during the last 60 years will be exposed. On this, several Congress members trooped into the well of the House forcing Deputy Chairman P J Kurien to adjourn it initially for 10 minutes and later for fifteen minutes and finally till 2 PM.
Earlier, the Chair had disallowed the Mr Sharma’s notice. As Congress members continued to raise slogans as the House, Minister of State for Parliamentary Affairs asked whether their party is ready for discussing all the scams.

More than 50 workers trapped in Saudi building collapse
A convention center under construction in the northwest of the Saudi capital Riyadh has left more than 50 workers trapped under rubble. The workers were of different nationalities but most were from Pakistan, according to the Saudi television news channel Al-Ekhbariya. Four wounded people have so-far been recovered from the debris.
US-led forces conduct 31 airstrikes in Syria, Iraq
The US and its allies carried out five airstrikes against the Islamic State in Syria and 26 in Iraq between Sunday and Monday morning according to the US military, Reuters reported. The US-led coalition began airstrikes in Syria in Iraq in the late summer of 2014. The coalition includes the US, the UK, France and a number of Arab countries including Jordan and the United Arab Emirates.
Four US citizens confirmed dead in Nepal earthquake
The US State Department said Monday that four American citizens were among the dead in Nepal’s devastating earthquake, which hit the country on Saturday. Jeff Rathke a spokesman for the US State Department, said that the majority had been at the Mount Everest base camp when the Earthquake occurred.Around 4,000 people were killed by the quake which was the worst in Nepal since 1934 when 8,500 died.
ISIS loyalists kill 5 Libyan journalists
Militants loyal to the Islamic State (IS, formerly ISIS) killed five journalists working for a Libyan television station in the east of the country on Monday. Faraj al-Barassi, a district army commander in the region said the bodies were found outside the eastern city of Bayda, according to Reuters. The reporters had been missing since August, after they set off to travel from Tobruk to Benghazi. Their route took the through Derna, an area controlled by the militant Islamist group.
EU to discuss sanctions on Russia in June – Merkel
International sanctions against Russia should depend on whether peacekeeping commitments signed this year in Minsk are upheld, Reuters quoted German Chancellor Angela Merkel as saying on Monday. “We will deal with this issue in June,” she said at a joint news conference with Polish Prime Minister Ewa Kopacz in Warsaw. Kopacz added that Merkel agreed with her that sanctions already imposed on Russia should be maintained.
Indonesia govt warns court decision won’t delay execution of 2 Australians
The Attorney General’s Office of Indonesia said Monday that two Australian drug convicts will be executed, despite a court decision to hear the legal challenge to the president’s denial of clemency. Australian drug traffickers Andrew Chan and Myuran Sukumaran are among a group of nine convicts to be executed by firing squad this week, Reuters quoted Tony Spontana, spokesman for the Attorney General’s Office, as saying. The timing of the execution is expected to be announced Tuesday morning. Indonesia’s Constitutional Court has agreed to consider a last-ditch challenge, a lawyer representing the pair said earlier, raising hopes their execution could be delayed.
Palestinians protest over Israel plans to construct 77 new settler homes
Israel has invited bids to construct 77 new homes in two settlements on occupied land in East Jerusalem, Reuters reported. Palestinian Foreign Minister Riyad al-Malki described the planned projects as a violation of international law. Tenders for 18 of the 77 units were new, and the others were reissued after previous offers had not been taken up, according to Peace Now, an Israeli group that monitors settlement-building on land Palestinians seek for a state. The Israel Lands Authority said on Monday that 41 of the homes are to be built in Pisgat Ze’ev and 36 in Neve Yaakov, where 63,000 Israelis already live.
Sudan’s Bashir gets 94.5% of vote, reelected as president
Sudanese President Omar al-Bashir was reelected on Monday with 94.5 percent of the vote, the National Electoral Commission said. “The number of votes obtained by candidate Omar Hassan Ahmed al-Bashir of the National Congress Party was 5,252,478,”AFP quoted NEC chief Mokhtar al-Asam as saying in Khartoum. Bashir is wanted by the International Criminal Court for war crimes. The mainstream opposition boycotted the vote, and he had faced just 13 little-known challengers for the presidency. The closest competitor, Fadl el-Sayed Shuiab of the small Federal Truth Party, won 79,665 votes, or 1.43 percent, according to Asam.

Burundi police fired tear gas and water cannon as protesters demonstrated in Burundi for a second day against President Pierre Nkurunziza’s bid for a third five-year term in office, Reuters reported. At least five people were killed in protests on Sunday, according to activists. The president’s supporters say his first term does not count as he was picked by lawmakers and was not elected.

The authorities are stepping up rescue efforts and asking for supplies of tents and medical aid from abroad. “The government is doing all it can, rescue and relief is on a war footing. It is a challenge and a very difficult hour for Nepal,” Koirala said in an interview. The country was devastated by a 7.9-magnitude earthquake on Saturday.

Spanish Foreign Minister discusses bilateral cooperation with Shri Venkaiah Naidu
Spanish Foreign Minister visiting India after 42 years ; Five high level visits of Spanish leaders to India this year so far
The Spanish Government today submitted a Draft Memorandum of Understanding for cooperation in developing smart and sustainable cities in India. The Draft MoU relating to urban development was presented during the meeting of a high level Spanish delegation led by its Minister of Foreign Affairs and Cooperation Shri Jose Garcia – Margallo y Marfil with the Minister of Urban Development Shri M.Venkaiah Naidu in Parliament House. Spain has proposed to assist in developing Delhi as the first global and smart city in India under the framework of this Draft MoU.
Spain has come up with the Draft MoU further to the visit of Shri Venkaiah Naidu to Barcelona to attend the Smart City Expo World Congress in November last year and the meeting of Spain’s Secretary of State for Trade Jamie Garcia Legaz in February this year with Shri Naidu.
Welcoming Spain’s interest in the Indian Government’s initiative of building smart cities, Shri Naidu told the delegation that the Draft MoU would be examined by the Government for further action in consultation with all concerned agencies.
The Spanish Minister said that his country is among the world leaders in building Railway and Metro networks, Roads and Ports besides in Shipping, Recycling of Waste, Water Management and promoting Renewable Energy Sources and was keen to associate with India in its efforts for infrastructure promotion. The visiting Minister referred to the extensive work done by Spanish companies in Latin American countries in this regard.
Shri Venkaiah Naidu gave a detailed account of the measures being taken by the central government to promote investments into the country by enhancing the ease of doing business, developing infrastructure, liberalizing FDI norms etc.
During the discussions it transpired that Spanish Foreign Minister is visiting India after 42 years on a substantial visit and five high level visits of Spanish leaders to India have taken place during 2015 so far including those of Ministers of Defence, Trade and Prime Minister’s Special Envoy highlighting Spain’s interest in the development initiatives of the Indian Government.
MSME Development
Preparation of comprehensive policy guidelines for the Micro, Small and Medium Enterprises sector is a continuing process. Currently, deliberations are underway to finalize the draft MSME policy circulated to various stakeholders.
The technological development in the small industry sector in India is generally low. The Ministry of MSME is implementing the flagship Scheme namely Credit Linked Capital Subsidy Scheme with the objective of assisting MSE units for upgradation of technology with a provision of 15% of capital subsidy subject to a limit of Rs.15 lakh. Furthermore, the Tool Rooms and Technology Development Centres located in different parts of the country have undertaken significant technological development and have produced state of art tools for the consumption of the sector. At present there are 18 Tool Rooms and Technology Development Centres all over the country and 15 new tool rooms are coming up with World Bank assistance during the 12th Five Year Plan period.
This information was given by the Minister of State, Micro, Small and Medium Enterprises, Shri Giriraj Singh in a written reply to a question in Lok Sabha here today.
Youth potential of Northeast under-utilised: Dr. Jitendra Singh
Union Minister of State (Independent Charge) for Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said that the youth potential of Northeast has remained hugely under-utilized. Speaking at “AAROHAN-2015” student festival, organized by Akhil Bharatiya Vidyarthi Parishad (ABVP) in collaboration with the Skills Institute of Technology and Management, in Guwahati today, Dr. Jitendra Singh said this is due to lack of exposure of Northeast to the outside world as well as lack of awareness among the people outside Northeast about the multifaceted talent and aptitude of the youth from this region.
Dr Jitendra Singh said that one of the serious problems faced by Northeast is the mass exodus of youth occurring partly in search of higher standard education in other parts of country and partly because of lack of avenues of employment. To address both these issues, the Ministry of DoNER has undertaken a number of initiatives, including opening up of hostels for Northeast students in Delhi and other parts of the country, setting up counseling and coaching centers for the students from Northeast and establishing Northeast study cells in some of the reputed Universities in Delhi and other places.
On the occasion, Dr. Jitendra Singh also announced the setting up of a Skill Development Center by the DoNER Ministry in collaboration with the Ministry of Skill Development and also referred to the announcement recently made by him to set up Brahmaputra Study Center under the auspices of Gauhati University. The exact format and the spectrum of research and study to be undertaken in this center is being worked out in consultation with scholars and teachers, he added.
Complimenting ABVP for having organized the Aarohan festival, Dr. Jitendra Singh said that the ABVP is among the oldest and largest student organizations of the country and even though it was visibly active even before the Independence, its present format under present nomenclature came into existence in 1948, which in other words means that the journey and growth of ABVP has been closely in tandem with the journey and growth of independent India. He particularly congratulated National General Secretary, ABVP, Sreehari for the commendable work being done by him in imparting quality skills, quality education and quality cultural ethos to the student community in Northeast. He assured of all possible support on behalf of the Ministry of DoNER for any constructive student activities planned for the region by ABVP and other organizations in the future.

Energy-rich Kazakhstan’s incumbent President Nursultan Nazarbayev scored a crushing victory in Sunday’s one-sided presidential ballot, taking 97.5 percent of the vote to win a fifth consecutive term.

The exit poll showed Nazarbayev’s closest competitor Turgun Syzdykov as scoring 1.8 percent of the ballot.
Kazakhstan’s Central Election Commission claimed a record voter turnout of 95.11 percent for the poll. The CEC is expected to present preliminary results today.
Nazarbayev has ruled the vast Central Asian country since before the breakup of the USSR in 1991.His new five-year term will take him to three decades as leader.

Talking to reporters outside Parliament, she said the centre and state governments should take all precautionary measures to deal with the situation. Ms. Mayawati alleged that the government has not provided adequate relief to the farmers affected by the recent unseasonal rains in different parts of the country.

According to a report by Radio Iran, leader of the ISIS terrorist group Abu Bakr al-Baghdadi has died. Quoting sources, Radio Iran says Baghdadi died in an Israeli hospital in the occupied Golan Heights where he had been hospitalized for treatment after sustaining severe injuries during a joint attack of the Iraqi army and US-coalition airstrike. The sources added that al-Baghdadi has been declared by his Israeli physicians and surgeons as to be now clinically dead. The terrorist leader was targeted in an airstrike in Western Iraq on March 18th.

My government is conscious of the fact that our urban infrastructure is under severe stress. Soon, 50 per cent of our population would be residing in urban areas. Taking urbanization as an opportunity rather than a challenge, the government will build 100 Cities focussed on specialized domains and equipped with world class amenities. Integrated infrastructure will be rolled out in model towns to focus on cleanliness and sanitation. By the time the nation completes 75 years of its Independence, every family will have a pucca house with water connection, toilet facilities, 24×7 electricity supply and access.

Urbanisation has been declared as the future of India. India is no more a country of villages. Our villages are dying and rotting. But are our cities flourishing, alive and kicking ? Cities are seen as the hope and harbinger of success and the glitz and glamour keeps attracting millions every year.Cities continue to promise future, alternatives to rural drudgery, multiple livelihood opportunities and so on. However, the process of urbanisation has not received the necessary attention as villages did post-independence. As a result, many of our cities had unintended and unplanned growth, barring few exceptions.
The idea of self-reliant villages and village republics gave a model for people and planners to work with in the early years of independence. This to some extent marked neglect of focus and emphasis on the city development. Today, though the situation is different. The imagination and perception of cities amongst those migrating to them is different. The distinction between the urban and rural is not that stark and with the enhanced means of transport and communication, the mobility of people have increased.
Cities are no more the final stages in development of a society but one of the stages, as rapid urbanisation takes roots. Thisnecessitates a greater engagement from its denizens, policy planners, and government. There is acceptance and greater emphasis on the urbanisation process but does that lead to a paradigm shift in the approach to the unplanned and unintended growth of the cities. UPA government launched JawaharLal Nehru Urban Renewal Mission (JNNURM) and now NarendraModi government is aiming at building nearly 500 smart cities. These cities, some new and some upgrade of the older ones envision a city where the citizens will have access to services and will have abundance too, unlike the current cities which are under severe resource crunch in all dimensions. It’s too many people fighting to access the limited resources and services available. On the face of it the smart city seems like an idea whose idea has come and there is a greater demand of it, but what happens to an idea that cities are open, welcoming and free for anyone, irrespective of class, creed and caste is welcome to come, settle down and living.
Institute for Democracy and Sustainability (IDS) and National Alliance of Peoples Movements (NAPM) have been researching and organising around the issue of democratic and equitable space keeping in mind the interest of the poor, working classes and also of the urban development. IDS through its work on democratic transport has raised the question of democracy on the road and urban planning and NAPM on its part has intervened in the way urban development is taking place and fought to protect the housing rights of slum dwellers and their betterment.
IDS just concluded publication of a series of books on the question of “Urbanization Urban Mobility and its Challenges and Prospects”. These books emerge out of an engagement over two decades and throw up many questions for the urban mobility in the country.
We write to invite you to joins us for this two day People’s Dialogue on the 26thand 27th of April 2015 in Delhi on the theme “Urbanizing India: Challenges of Democratic and Equitable Space”. The discussion aims to share ideas, knowledge and abilities to proactively engage on the issues of urbanization. The various topics of discussion will be;

Earthquake hits Peshawar
The earthquake not only continue to jolt parts of Nepal but their effects were also felt as far away as Pakistan on Sunday.
On Sunday afternoon, tremors sent residents of Peshawar and adjoining areas scurrying on streets of the city.
According to reports, magnitude of latest tremors was recorded 7.2 on the Richter scale.
The aftershocks of the quake were also felt in different Indian cities on Sunday.
Over 200 people have been killed as strong earthquake rattled parts of Nepal on Saturday.
Chile volcano roars back
Spectacular bursts of volcanic lightning and lava lit up the night sky in southern Chile as the Calbuco volcano erupted twice after half a century of inactivity, forcing some 5,000 people to evacuate.
Officials declared a state of emergency and evacuated people from a 21-kilometer radius around the volcano, which last erupted in 1961.
There were no immediate reports of injuries, but a 21-year old mountain climber has been reported missing.
The first eruption, started around 6:00 pm on Wednesday and lasted about 90 minutes while Seven hours later, the volcano erupted again.

This year the international headquarters will be holding a special session of theSchool of the Wisdom during September 2015 at the Himalayan Centre of the Indian Section at Bhowali.
The Session will be directed by Prof. R. C. Tampi, Director of the School of the Wisdom at Adyar and member of the General Council.
The subject of study will be “Ancient Wisdom – Modern Insight”based on the book by Shirley Nicholson. A copy of the book will be provided to each delegate.

Venue: The Himalayan Centre of the Indian Section, Bhowali
Maintaining the spiritual atmosphere of the old Ashram in Bhowali, the new Centre has been built with modern facilities suitable for study, meditation, and retreat. The Centre provides a panoramic view of the mountain ranges and valley and is conducive to quiet meditation and contemplation. The newly commissioned ‘Dr. Radha Burnier Hall’ can seat up to 100 persons.
Modern Facilities:
- Hot water and North Indian vegetarian food.
- Accommodates up to 30 persons in newly built rooms with en suite bathrooms.
Costs:
- No course fee
- Accommodation and Food – USD $600.00 for the period of 6-17 Septemeber 2015 (including day of arrival on 6 Sep.)
- USD $50.00 per extra day up to four days only — accommodation and food.
- Transport chagres to and from the Airport and local tours (optional) will be charged on an actual basis.
Getting There:
Bhowali is about 300 kms from the New Delhi Airport. Cars will be arranged to pick up participants from the Airport and drop them back. Other Himalayan centres like Nanital, Ranikhet, and Almora are in the vicinity of Bhowali so also are the seven lakes known as Sath Tal.

| UN to mount major relief effort in Nepal, assures Ban Ki-moon |

UN Secretary General Ban Ki-moon today assured quake-hit Nepal that the world body will mount a major relief effort and support it in dealing with the humanitarian crisis. Ban sent his deepest condolences to the Nepali government and to all those affected by the 7.9-magnitude earthquake that jolted the country yesterday, killing nearly 2,000 people and injuring 5,000 others and said the UN will help the government in coordinating international search and rescue operations and is preparing to mount a major relief effort.
Secretary-General Ban said in a statement that the reports of the devastation are still coming in and the numbers of people killed, injured and affected by this earthquake continue to rise. It is clear that very many lives have been lost. There has also been significant damage to Nepal’s irreplaceable cultural heritage.
