Sheila Dikshit, a former three-term Chief Minister of Delhi, was appointed Governor of Kerala within three months of her defeat in the recent Assembly polls.
A Rashtrapati Bhavan spokesperson on Tuesday night said that 75-year-old Dikshit succeeds Nikhil Kumar, a former Delhi Police Commissioner, who resigned on Tuesday.
The resignation of 72-year-old Kumar, who took over as Governor of Kerala in March last year, has been accepted. Kumar was earlier Governor of Nagaland from October 2009.
Earlier in the day, Dikshit, a senior Congress leader, had met Union minister Sushilkumar Shinde and the decision to make her Kerala Governor was conveyed to her.
During the Delhi Assembly elections in December last, Dikshit suffered an ignominious defeat from New Delhi seat at the hands of Aam Aadmi Party(AAP) leader Arvind Kejriwal.
Kejriwal, who succeeded Dikshit and has since resigned over the Jan Lokpal issue, won by more than 22,000 votes.
The Congress came a poor third bagging eight seats in a House of 70. Dikshit served as Chief Minister from 1998 to 2013 in Delhi.
She had also represented Kannauj Parliamentary Constituency of Uttar Pradesh during the period between 1984 and 1989.
Earlier, RJD President Lalu Prasad visited home of 72-year-old Kumar in Patna setting off speculation of his contesting the Aurangabad Parliamentary seat.
RJD and Congress sources confirmed the visit of Prasad to seek the blessings of Kumar’s mother Kishori Sinha and to meet the Kerala Governor.
Kumar is son of veteran Congress leader and former Bihar chief minister Satyendra Narayan Singh.
He had lost the 2009 Lok Sabha elections from Aurangabad to Sushil Kumar Singh.
Aurangabad with an overwhelming population of Rajputs is popularly called ‘Chittorgarh of Bihar’.
The alliance between Congress and RJD is yet to be formalised after RJD chief offered 11 seats to Congress and 1 to NCP and sought a final response.

Leaders from the seven-nation BIMSTEC on Tuesday vowed to jointly combat the growing threat of terrorism, transnational crimes and drug trafficking and agreed to intensify efforts to enhance connectivity and cooperation in areas like trade, energy and environment.
The 3rd BIMSTEC Summit Declaration, issued at the end of the meeting of leaders from India, Bangladesh, Sri Lanka, Thailand, Myanmar, Bhutan and Nepal, said the members recognised the threat that terrorism poses to peace, stability and economic progress and agreed for closer cooperation in combating all forms of terrorism and transnational crimes.
The leaders called for expediting the ratification for entry into force of the BIMSTEC Convention on Cooperation in Combating International Terrorism, Transnational Organized Crime and Illicit Drug Trafficking and also for the early signing of the BIMSTEC Convention on Mutual Assistance in Criminal Matters, the two issues flagged by Prime Minister Manmohan Singh in his address to the summit.
The Bay of Bengal Initiative for Multisectoral Technical and Economic Cooperation (BIMSTEC) brings together over 20 per cent of the world population, which is about 1.5 billion, and a GDP of over USD 2.5 trillion.
Singh said the nature of the evolving threat of terrorism in the BIMSTEC region has imparted greater urgency for stronger cooperation to counter it, asserting that their security is “indivisible”.
Noting that the region faces many common challenges – from natural disasters to terrorism, he said these have to be collectively addressed to make an important contribution to peace, harmony, security and prosperity in Asia and the world.
“Like our prosperity, our security, too, is indivisible- whether it is the security of sea lanes of communication in our region or the persisting challenges of terrorism and transnational crimes,” he told leaders of the grouping.
“The nature of the evolving threat of terrorism in the BIMSTEC region has imparted greater urgency for stronger cooperation to counter it,” he stressed.
Myanmar President U Thein Sein said faced with new threats of non-traditional and trasnational challenges of climate change, natural disasters, energy and food security, the grouping has to combine its strengths and resources to engage with other international bodies in addressing these problems.
“In this age of globalisation, regional and sub-regional groupings of nations with common culture and interests are no longer a matter of choice, but the need of the hour,” he said.




EC announced General election from 7th April to 12th May

Lok Sabha elections will be held from 7th April to 12th May spread over nine days in the highest number of polling days so far involving an electorate of 81.4 crore, the Election Commission announced on Wednesday.
Counting of votes in all the 543 Lok Sabha constituencies will be held on a single day on 16th May, Chief Election Commissioner V S Sampath announced at a press conference flanked by ECs H S Brahma and S N A Zaidi.
Assembly elections will also be held simultaneously in the states of Andhra Pradesh, including Telangana region, Odisha and Sikkim.
Sampath was at pains to clarify that it is not a nine-phased polling and the whole exercise will be over in 72 days, three days less than the last elections.
The Model Code of Conduct for parties and governments comes into force with immediate effect, he said.
The first polling day on 7th April will cover six Lok Sabha constituencies in two states, while the second on 9th April will cover seven constituencies in five states.
92 constituencies will go to polls in 14 states on the third day on 10th April, while a small number of five constituencies in three states will be covered on the fourth day on 12th April.
The largest chunk of 122 Lok Sabha seats will go to polls in 13 states on April 17, the fifth day of poll, while the sixth day will witness polling in 117 seats in 12 states on April 24.
The seventh day of polling on April 30 will choose representatives in 89 constituencies spread over nine states and the eighth day on May 7 will cover 64 seats in seven states.
Polling will conclude on the ninth day on May 12 with elections in 41 constituencies in three states.

PM returns home after Myanmar visit
Prime Minister Manmohan Singh returned home on Tuesday after concluding his two-day visit to Myanmar during which he attended the 3rd BIMSTEC Summit.
Singh also held many bilateral meetings on the sidelines of the summit.
He met Myanmar President U Thein Sein, Nepalese Prime Minister Sushil Koirala, Bangladesh premier Sheikh Hasina, Sri Lankan President Mahinda Rajapaksa and Myanmar’s pro-democracy icon Aung San Suu Kyi.
Warning about the evolving threat of terrorism in the BIMSTEC region, Singh, in his address to the summit, sought stronger cooperation from the seven-nation grouping to effectively counter it, asserting that their security is “indivisible”.
The seven members – India, Bangladesh, Sri Lanka, Thailand, Myanmar, Bhutan and Nepal – bring together over 20 percent of the world population, which is about 1.5 billion, and a GDP of over USD 2.5 trillion.
Singh travelled to Myanmar after a gap of nearly two years, in what could be his last foreign trip as Prime Minister.

Indian Railways move down Karnataka 91-39; Defending Champions Uttarakhand Men beat Chhattisgarh 79-67

New Delhi, 2nd March 2014: Indian Railways Women had a thumping 91-39 win over Karnataka on the last day of the league matches in the 64th National Basketball Championship being held here at the Thyagaraj Sports Complex. The defending champions are table toppers in Group A women winning all four league matches. They looked strong from the start and were leading 51-15 in half time. Raja Priyadarshni scored 20 points (11 Rebounds), M.Pushpa 16 and Anju Lakra finished with 13 points (three 3-pointers) for Indian Railways. Geetu Anna Jose added 8 points to the Railways total. Kruthika from Karnataka was the only player from her side to score in double digits. Savitha L scored 7 and Navaneetha P finished with 6 points for Karnataka.

Amritpal Singh scored 28 (17 Rebounds), Yadwinder Singh 20 (16 Rebounds), Paramjit Singh finished with 15 (Five 3-Pointers) and Uttarakhand have finished their campaign with a 79-67 win over Chhattisgarh winning three out of four league matches. Karanpal Singh scored 30, Ajay Pratap Singh 15 and Sameer Rai finished with 9 for Chhattisgarh.  

Tamil Nadu Men lead group A with four wins beating Indian Railways in their last league match. Pratham Singh scored 23, Prasanna Venkatesh 23 and Rikin Pethani finished with 16 for Tamil Nadu. N Singh scored 13, P Mishra 13 and Ankur Anand added 12 points for Indian Railways

The 64th National Basketball Championship being held at the Thaygaraj Stadium from 26th February to 5th March 2014 is organized by The Basketball Federation of India and supported by IMG-Reliance. In all 51 teams, 27 men and 24 women are participating in the country’s top most competition played on League–cum–Knock-out basis. Top 10 teams of the previous year ranking are grouped in Pool A’ & B’ (Level I).  The winner will take home Rs 1,00,000 while the first and second runners-up will receive Rs 75,000 and Rs 50,000, respectively.

Rashid Khan wins thrilling playoff to lift maiden Asian Tour title

Siddikur finishes runner-up

New Delhi, March 1, 2014: India’s Rashid Khan won a thrilling playoff against Md Siddikur Rahman of Bangladesh at the SAIL-SBI Open 2014 presented by Incredible India Ministry of Tourism to lift his first Asian Tour title. The 23-year-old Rashid won at his home course, the Delhi Golf Club, after making birdie on the first playoff hole at the US$ 300,000 event co-sanctioned by the Asian Tour and PGTI. Rashid and Siddikur had earlier ended the regulation 72 holes with matching totals of 18-under-270. Rashid’s triumph earned him an exemption on the Asian Tour till the end of 2015.

Rashid Khan’s (61-69-69-71) wire-to-wire success was all the more sweet as it saw him put behind the ghosts of his playoff loss at the SAIL-SBI Open last year at the hands of compatriot Anirban Lahiri.

Khan became the 18th Indian professional to win an international tournament after tapping in his birdie on the first playoff hole (18th) as Siddikur could only make par.


“It feels awesome. It’s my home course and winning here is special. It’s amazing,” said a jubilant Khan, who carded a final round one-under-71 that featured three birdies and two bogeys.


“I lost this event here last year. It was important and the way I started on the first day with a 61, it was an amazing week.  I don’t like playoffs. I played seven play-offs in the last 14 months and I won only three. It’s a lottery.”


The wiry Khan had trailed PGTI member Siddikur by one shot with two holes remaining in regulation play but produced a magical birdie on the 17th to draw level. Both players birdied the 18th hole under immense pressure to take the tournament into a playoff.


Khan’s aggressive approach paid off when he produced an imperious three wood approach shot from 269 yards out which landed on the apron before taking two more shots to defeat Siddikur, who missed his birdie chance from about 15 feet.


“On 17, I actually hit a bad shot, hit it right, but I don’t know how my ball pitched over the bunker and rolled to one and a half feet to the flag. I was shocked. It was really lucky,” said Khan.


“I had to be aggressive in the playoff. I had to go for it. I took out the driver and hit a good shot in the middle of the fairway and then had about 269 yards to the flag. I went with a three wood and that was one of the best shots I’ve hit,” he added.


When the third round was completed this morning, Siddikur trailed Khan by two but soon tied the Indian youngster with an opening eagle.


His hopes of a second title at the fabled Delhi course, where he won the Indian Open in November, faded as he missed his long birdie chance. “Rashid deserves the win. He’s a talented player. I saw his game and he’s a really good player,” said Siddikur, who finished fourth on the Asian Tour’s Order of Merit last season.


“It was a good play-off. I played my game but maybe, I should have played driver. I used my three wood which wasn’t sufficient although I have used three wood in the first four rounds and made birdie every day. But it wasn’t the case in the playoff.”


Sweden’s Rikard Karlberg, a two-time winner in Delhi, finished third after closing with a 68, six shots from the play-off duo, while S.S.P. Chowrasia of India, Spain’s Carlos Pigem and Martin Rominger of Switzerland shared fourth place on 277.


Two-time defending champion Anirban Lahiri, who was bidding to become the first man to win three straight titles at the same tournament, closed with a disappointing 74 for tied eighth place at nine-under-279 along with Sri Lanka’s Mithun Perera (72) and countrymen Jyoti Randhawa (69) and Abhijit Singh Chadha (69).

Anirban Lahiri, who beat Rashid in a playoff to win the title in 2013, said, “This would be a life-changing moment for Rashid. It was great to see him win a tough encounter on the final day. He has done well to come back strongly from the playoff loss last year.”

Maulik Bharat Trust is working tirelessly for bringing change in the system and evolving alternative policies for the country. In this process, our first emphasis is on extensive reforms in elections, rationalisation of tax system and building a trained as well as accountable leadership for the country.
It is unfortunate that direly needed election reforms for restoring real democracy in the country are still unimplemented. The Election Commission too is not acting as a responsible democratic institution to conduct free and fair polls. For some time we have been analyzing the election process, studying the affidavits filed by candidates during polls, manifestos of different political parties, reports of various parliamentary committees, and the responses received through RTIs, PILs or memorandums. After analyzing all the facts we can say with full confidence that the Election Commission is itself the biggest hurdle in establishing democracy in the country. To bring forth this truth we are organizing a seminar/discussion/press conference on March 2, 2014 at Deputy Speaker’s Hall, Constitutional Club, New Delhi.
At second session of the seminar, the proposals by Arthkranti for regulating black money in the country will be presented and discussed.

Syria rebel infighting kills 3,300 people this year – group

Around 3,300 people have been killed in fighting between rebel factions trying to overthrow Syrian President Bashar Assad since the start of the year, Reuters said, citing the Syrian Observatory for Human Rights. Al-Qaeda splinter group, the Islamic State in Iraq and the Levant (ISIL), has been caught up in clashes with other insurgents in Syria, including Al-Qaeda’s official Syria branch, the Nusra Front, the group said Wednesday. The fighting started over power struggles and territorial disputes.

Jordan’s parliament votes to expel Israeli ambassador

Jordan’s parliament has voted unanimously to expel the Israeli ambassador and recall its own envoy to Israel, AP reported. The move came after Israeli lawmakers debated whether to take over a Jerusalem holy site administered by Jordanians. The debate, initiated Tuesday by the Likud party’s Moshe Feiglin, considered a proposal for the state of Israel to wrest control of Muslim holy shrines from Jordan, but the debate ended without a vote. No action regarding the Jordanian parliament’s vote is expected before the outcome of the Israeli Knesset debate, a Jordanian Cabinet official said.

Italian navy rescues 600 migrants from 6 boats

The Italian navy said on Wednesday it had rescued nearly 600 migrants crossing the Mediterranean from Africa over the past 24 hours, AFP reported. “The Navy has rescued 596 migrants on six vessels,” including three rubber dinghies, it said. Operation Mare Nostrum (Our Sea) was launched after more than 400 migrants from Eritrea and Syria perished in twin tragedies off Italian shores in October 2013.

Turkey govt tightens grip on judiciary

Turkish President Abdullah Gul approved a law boosting government control over the appointment of judges and prosecutors on Wednesday, Reuters said. Gul said he had warned the justice minister about 15 points which he regarded as anti-constitutional. The president said these elements had been addressed in revisions to the draft. The Constitutional Court will assess “the other articles of the law which are subject to pro and con arguments,” he said. Hezbollah says it will respond to Israeli air strike

Hezbollah will respond to an Israeli air strike that hit one of its bases Monday night, the militant group said Wednesday. “The new aggression is a blatant assault on Lebanon and its sovereignty and its territory,” according to a statement on Hezbollah run Al-Manar television. Hezbollah “will choose the time and place and the proper way to respond to it,” the group said, adding that the strike hit the Lebanese-Syrian border near the Bekaa Valley village of Janta. Israel has not confirmed the strike, Reuters said.

Turkey’s Foreign Minister Ahmet Davutoglu has said Syria’s worsening war poses a threat to the whole world. International strategy including “real intelligence cooperation” and withdrawal of all foreign fighters is needed to end the conflict, he told Reuters. Syria is becoming a risk for all European countries as well, “because of the presence of these terrorist groups based on the power vacuum and because of the totalitarian and autocratic nature of the regime,” he said.

Greek dock workers have started a 24-hour strike to protest plans to sell stakes in the Piraeus Port Authority, AP said. Wednesday’s strike over the country’s largest port is expected to affect ports across the country. Dock workers were also planning a protest rally and demonstration in Athens. Privatizing state-held assets is a critical part of Greece’s international bailout agreement.

2 Indian Navy sailors missing, 7 hospitalized after submarine incident

Two Indian navy sailors were missing and seven others hospitalized Wednesday after being overcome by smoke on board a diesel-powered submarine, AP reported. The sailors were overcome by the smoke during a firefighting exercise off Mumbai’s coast, according to Capt. DK Sharma, a navy spokesman. A naval helicopter took seven of the sailors to a navy hospital in Mumbai, but two others were unaccounted for. The submarine did not suffer any damage and was heading back to the Mumbai dockyard.

Japan may relax arms export ban – report

Japan’s ruling party wants to loosen self-imposed rules banning arms exports in a bid to boost the country’s defense capability, AFP said, citing a report published Wednesday. Prime Minister Shinzo Abe has submitted a draft proposal for his cabinet to approve next month. The measure would allow Tokyo to supply weaponry to countries near to strategic sea lanes to help them fight piracy, Kyodo News reported. Lifting the arms export ban could mark a major shift from Japan’s traditional pacifist stance and is likely to irritate China, with whom Japan is disputing ownership of several islands in the sea between the two nations.

US President Barack Obama has instructed the Pentagon to acknowledge the likelihood that there will be no US troops remaining in Afghanistan after the year is over.  According to Obama’s order, the Pentagon should “ensure that it has adequate plans in place to accomplish an orderly withdrawal by the end of the year should the United States not keep any troops in Afghanistan after 2014,” the White House said in a statement seen by Reuters. The message was also delivered to Afghanistan President Hamid Karzai, who has shied away from signing a much-debated bilateral security agreement that would allow the US to keep troops in the country for training and anti-terror purposes.

Suicide car bomb in Afghanistan kills 7

Seven people have been killed and a further 42 injured in a suicide car bombing at a busy restaurant in southern Afghanistan. The blast occurred Tuesday evening, and the death toll could rise due to the severity of the casualties, Gen. Matiullah Khan, police chief of Uruzgan province, told AP. No terrorist organization or militant group has yet claimed responsibility for the attack.

Turkey’s Erdogan calls tapes of talk with son ‘fabrication’

Turkish Prime Minister Recep Tayyip Erdogan has accused political enemies of fabricating an audiotape of him telling his son to dispose of large sums of money. After the 11-minute tape emerged on YouTube, Erdogan said his political enemies had penetrated encrypted state communications, referring to a network run by former ally, Islamic cleric Fethullah Gulen, Reuters reported. “The people don’t believe these lies,” Erdogan told the parliament. Opinion polls taken earlier show Erdogan’s popularity was little affected by the corruption scandal which broke on December 17 after the detention of businessmen close to him and three ministers’ sons.
Egypt’s housing minister Mahlab tapped to become new PM – reports
Egypt’s outgoing housing minister, Ibrahim Mahlab, told state-run Al-Ahram newspaper Tuesday that he had been asked to form a new government. Mahlab is a civil engineer who was an official in deposed President Hosni Mubarak’s National Democratic Party, Reuters reported. Army chief Field Marshal Abdel Fattah al-Sisi, who is expected to run for the presidency, was the defense minister in the country’s government that resigned Monday.

Opposition activist Navalny sentenced to 7 days in prison for Moscow protest

Russian opposition activist Aleksey Navalny was sentenced Tuesday to seven days in prison after participating in a protest in Moscow. A court convicted him for resisting police orders during a protest Monday near Red Square over the trial of protesters accused of rioting on Moscow’s Bolotnaya Square on May 6, 2012. Police said 420 out of about 500 demonstrators were detained. Boris Nemtsov, a leader of the RPR-Parnas liberal party and a deputy in the Yaroslavl Region parliament, was sentenced to 10 days in prison.

Iraq attacks kill 7 security personnel

Attacks in Iraq killed seven soldiers and police Tuesday, AFP reported, citing officials. A suicide bomber detonated an explosives-rigged vehicle near the provincial council headquarters in Ramadi, the capital of Anbar province. Three soldiers were killed and at least four wounded. In a village west of Baiji, a town north of Baghdad, gunmen attacked a police checkpoint, killing four police and wounding three more. The attacks came a day after violence in the country killed 35 people.

20 grenades explode at rally stage in Bangkok’s Lumpini, 3 injured

Three people were reportedly slightly injured when the anti-government rally stage in Lumpini Park was attacked for three hours shortly after midnight. About 20 grenades were used in the area, the Bangkok Post said. The People’s Democratic Reform Committee (PDRC) guards reportedly caught a suspect.

Germany sees Iran as ‘potential threat’ to Europe – Merkel

Germany views Iran as a potential threat not just to Israel, but “as a general threat for Europe as well,” Reuters quoted Chancellor Angela Merkel as saying on Tuesday. Germany would pursue international talks with Iran on its nuclear activities, she said at a news conference with Israel’s Prime Minister Benjamin Netanyahu. Merkel, in Israel for joint consultations, added that that boycotts of Israeli products were not helpful for the peace process.

Nigerian militants kill 43 in boarding school attack – reports

Gunmen from Islamist group Boko Haram stormed a boarding school in northeast Nigeria overnight and killed 43 people, at least 29 kids among them. Many of whom died in flames as the school was burned to the ground, police and the military said on Tuesday. All those killed at the Federal Government college of Buni Yadi, a secondary school in Yobe state, near the state’s capital city of Damaturu, were boys, police Commissioner Sanusi Rufai said. Boko Haram’s name means “Western education is sinful” in the northern Hausa language. The sect has frequently attacked schools in the past.

4 Britons arrested, suspected of Syria terrorism offences

Police have arrested four UK nationals from the Birmingham area on Tuesday on terrorism charges related to Syria, Reuters reported. One of them, a 45-year-old man, is suspected of attending a terrorist training camp and facilitating terrorism overseas, according to the West Midlands police.

Police fire bullets in clashes with anti-India protesters in Kashmir

Police fired bullets and tear gas as hundreds of pro-independence villagers tried to storm a police station in Indian-controlled Kashmir on Tuesday, AP reported. One protester was shot and wounded, police said. Government forces reportedly killed seven suspected rebels in the disputed region a day ago. The crowd shouted pro-independence slogans and demanded that authorities identify the suspected rebels and hand over their bodies for burial, according to officials.

Philippines summons China’s top envoy over water cannon attack in South China Sea

The Philippines government summoned China’s top envoy in Manila on Tuesday to protest what it said was the firing of a water cannon by a Chinese government vessel to drive away Filipino fishermen. The incident took place on January 27 at Scarborough Shoal, a rich fishing ground claimed by China and the Philippines, AP reported. UN to adopt sanctions against Yemen ‘obstructionists’

Sanctions would be aimed at those who are found to be “obstructing or undermining the successful completion of the political transition” in Yemen. The measures will also concern those who commit “attacks on essential infrastructure or acts of terrorism” and who violate human rights and international humanitarian law. The draft resolution hits offenders with a travel ban and an asset freeze “for an initial period of one year.”

​N. Korean patrol ship violates sea border – S. Korea

A North Korean patrol ship has violated the Northern Limit Line (NLL), a de facto maritime border with South Korea, several times on Monday night, according to Seoul’s Defense Ministry. The vessel sailed to a location about 23.4km west of South Korea’s Baengnyeong Island in the Yellow Sea at around 10:46pm local time (13:46 GMT). However, after repeated South Korean military warnings, the ship retreated, added the ministry. The incident comes on the same day joint annual US-South Korea military exercises began.
