Almost foreign projects are given first option to Locate in Gujarat, only the leftover is offered rest of India. Other states may have better infrastructure – Human Resources, Skills, Ready Made Housing & Industrial Complexes, Water, Mild Climate and Less Polluting, they also need major foreign projects. There are 80,000 Japanese Companiesoperating in China – if 40,000 are to come to India each state may get 1000-2000 Companies.
India should be promoted as FACTORY OF THE WORLD, High-Tech companies of US, Canada, Switzerland, EU Countries, Korea, Taiwan, also be similarly treated and involved in the Development Programs.
By 2022 or 2030 when Ahmedabad-Mumbai Bullet train will be ready – ELECTRIC CARS and Buses will be on Roads – operating cost may be a third of present – Who will travel in Bullet Train? Bullet Trains in Japan operate at 4 minute frequency to be profitable.
Such 4m frequency is guaranteed only in Long & Dense Corridors – Amritsar-Kolkata 1800 km serving over 500m people presently.
80% of Japanese INVESTMENT is in INFRA Projects, 20% Factories
Bullet Train project for example is ‘CREDIT LINE ONLY FOR EQUIPMENT & TECHNOLOGY’ – Cost Escalation may have to be Charged to Gujarat – There are 12 stations so Bullet Train that Serve all 12 stations may avg 120 kmph – 4 hours for 508 km. Rajdhani Trains operate at 100 kmph average to 130 kmph outside city limits – overall 89 kmph. It has Three stations – two in Gujarat Vadodra & Surat and one at Borivali in Mumbai city itself.
It was most critical for Gujarat to build Top Quality Narmada Canal Speedily and provide water security to Gujarat. In 1999 I had advised Gujarat to build 10,000 Cusec system because that was maximum carrying capacity permitted by NWDT.
Narmada Basin has 6 BCM Usable Storage – average flow 45 BCM this Monsoon Year 2017-18 – Gujarat’s share is just about2 BCM against allocation of 11 BCM.
There is 40% growth in Marginal Farmers 2001-2016 – could be 60% by the time Bullet Train is ready – Another story. There is practically no Narmada water for them.
