67th Junior National Basketball Championship Day 2

– Tamil Nadu boys & Punjab girls get vital wins
Puducherry, 2nd May 2016: The 67th Junior National Basketball Championship organised by the Puducherry Basketball Association (PBA), under the aegis of the Basketball Federation of India (BFI) entered Day 2 at the Rajiv Gandhi Indoor Stadium in the city.
After their shock loss yesterday to Kerala, Tamil Nadu boys came back strong in their 2nd game as they went against an equal sided Chandigarh. It was a high scoring encounter as both the teams showed their potential in scoring. Hari Ram, the Tamil Nadu Captain, delivered on both ends of the court and Amit from the Chandigarh made his presence felt with his shooting ability from behind the arc. Amit had five three pointers in the first half. But in the second half, Tamil Nadu guards Bala and Kali worked on their defensive pressure and transition offence which gave them more fast break opportunities. Tamil Nadu ended up winning the game with a comfortable 20 point margin.
In the 2nd Level 1 boys game of the day, between Haryana and Madhya Pradesh was a blow out as Deepak lead his team with 20 points to an easy victory. In the girls level 1 section, Chhattisgarh was able to stay undefeated with a convincing win on day 2 against Haryana. Riya Vimel led her team with 20 points.
Later in the afternoon, Punjab took on Madhya Pradesh in a crucial league match in the girl’s section. Both the teams were looking for the team in order to qualify for the quarterfinals round. With the Puducherry’s heat making it hard for the players to compete, in the first quarter Punjab took a small margin lead but they were not able to contain the quickness that the Madhya Pradesh had. Leading the MP team Sakshi, who is well known for her crafty left handed finishes, did her role in scoring and even defensively, as she played her heart out to intercept and steal the ball. In the last minute, the scores were tied and the neck and neck encounter saw Punjab resort to a two-three zone to limit Sakshi’s driving options and Madhya Pradesh was playing a full court man to man pressure defence. Although Punjab lost two of their main players, due to foul trouble, the bench stepped up as they converted the winning free throws to seal the deal.

About the 67th Junior National Basketball Championship 2016

26 boys teams and 22 girls teams are participating this year, with matches being played on one indoor court and three outdoor courts. As is standard practise, the teams in both boys and girls section have been divided into two Levels- Level 1 (Groups A & B) and Level 2 (Groups C to F). The tournament is played on a league cum knockout basis, with as many as 128 matches played from early morning till late night. In the league stages, all teams within each group play against each other, and the top teams qualify to the knockout stages. About Basketball Federation of India

The Basketball Federation of India or BFI is the governing and controlling body of basketball in India, and is responsible for the development and promotion of the sport at all levels. BFI has been involved in conducting camps, clinics, events, and training sessions at its academies for the development of basketball. BFI came into being in 1935 and took complete control over Indian basketball in 1950. Prior to that time, the Indian Olympic Association handled the conduct of Indian basketball championships. Since 1950, the BFI has been conducting various such championships, from the grassroots to senior team participation in international tournaments. In addition, the BFI has been responsible for the establishment of strong sub-junior and junior level programs. Media Statement by the President of India upon the conclusion of his state visit to Papua New Guinea and New Zealand en route from Auckland to New Delhi
Following is the full text of the statement to media by the President of India, Shri Pranab Mukherjee upon the conclusion of his State visit to Papua New Guinea and New Zealand (from April 28 to May 02, 2016). The statement was made on board the aircraft during the President’s return to New Delhi from Auckland, New Zealand today (May 02, 2016):
“I have just concluded successful State visits to Papua New Guinea and New Zealand from April 28 to May 2, 2016. My delegation included Dr. Sanjeev Kumar Balyan, Minister of State for Agriculture and Farmers’ Welfare. Three Members of Parliament representing major political parties, namely Shri Pratap Singh Bajwa, MP, Rajya Sabha, Dr. K. Hari Babu, MP, Lok Sabha and Shri Ram Swaroop Sharma, MP, Lok Sabha and senior officials of Rashtrapati Bhawan and MEA were also part of my delegation.
My State Visits to Papua New Guinea and New Zealand were the first ever visits by an Indian President. They sought to take forward the Government’s ‘Act East’ policy. My visits to these two countries reflect the importance that India places on significantly enhancing our relationships with the Asia-Pacific region which is an extension of our immediate neighbourhood.
Our relations with Papua New Guinea have always been warm and friendly. This was the first high level visit by any political leader from India to Papua New Guinea since its independence in 1975. I was touched by the warmth of the welcome I received from the leadership of Papua New Guinea as well as the common people who greeted me wherever I went.
I had useful meetings with the entire leadership of Papua New Guinea including Governor General Grand Chief Sir Michael Ogio, Prime Minister Peter O’Neill and his Cabinet colleagues. I also interacted with Leader of the Opposition Mr. Don Polye and Mr. Sasindran Muthuvel, Governor of West New Britain province, who is of Indian Origin.
I conveyed in my meetings India’s willingness to contribute to capacity building in Papua New Guinea in the fields of agriculture, health, information technology and infrastructure development. I pointed out that India learned from our own colonial experience the critical need to develop its own capacity and not rely on others. As a result, we transformed ourselves from a country dependent on food aid from abroad to one of the largest producers of food grains in the world and a net food exporter. I conveyed that we would be happy to share our capabilities and expertise with Papua New Guinea which, despite considerable arable land and plentiful fresh water remains a net importer of food. This was warmly welcomed by the leadership of Papua New Guinea.
Papua New Guinea is a country rich in minerals, petroleum and natural gas. During my discussions, Indian investment in upstream and downstream projects in the field of petroleum and natural gas were welcomed by the leadership of Papua New Guinea. I reiterated our offer for coastal surveillance radars, patrol craft and training for maritime coast guard authorities that had been made during FIPIC-2 Summit.
Three MOUs on Cooperation in the Health Sector, Agriculture and for setting up of a Center for Excellence in IT were signed by the Governments of the two countries. An agreement for US$ 100 million Line of Credit for infrastructure development in Papua New Guinea was also signed between EXIM Bank and its counterpart. I announced that Government of India would provide drugs and equipment for treatment of 20,000 HIV patients in Papua New Guinea for a period of one year.
Papua New Guinea reiterated its support for India’s Permanent Membership of the UN Security Council. It also expressed support for India’s Membership of APEC. The Government of Papua New Guinea, in a special gesture, announced Visa on Arrival for Indians travelling to Papua New Guinea. This will help boost tourism and business links between our two countries. Leaders of Papua New Guinea deeply appreciated the role played by the Indian community in the development of Papua New Guinea as well as our initiative in organizing two FIPIC Summits.
I addressed a meeting of the PNG Business Council and launched the PNG-India Chamber of Commerce. I also delivered a talk to the faculty and students of the University of Papua New Guinea and laid a wreath at the Bomana War Cemetery. Over 600 Indian soldiers who fought in the Second World War lie buried in Papua New Guinea. Their contribution for the freedom of Papua New Guinea was acknowledged by its leadership with gratitude.
My visit to New Zealand was also the first by any President of India. For me personally, this was a second visit. I led the Indian delegation to the 14thCommonwealth Heads of Government Summit in 1995 as External Affairs Minister in the Government led by Prime Minister P. V. Narasimha Rao.
India has much in common with New Zealand including similarity of political systems, strong commitment to democracy and human values, the fact that we are open and rapidly growing economies, English language and passion for cricket among others. New Zealand is home to a large community of Indian origin who are well integrated into New Zealand society and who are contributing immensely to their adopted home. New Zealand has prioritised its relations with India and seeks to make India a core trade, economic and political partner.
I had substantive meetings with Governor General Jerry Mateparae and Prime Minister John Key. Both underlined the importance New Zealand placed on its relations with India and the commonality in world view that we share. They reiterated New Zealand’s support for India’s candidature for permanent membership of the expanded UN Security Council. We agreed on the need for urgent reform of the UN and other international organisations which do not reflect the world of today. We recognised the immense potential for taking our economic cooperation to a much higher level. Given New Zealand’s strengths, I emphasised that she could be a partner in our programmes for skills development, Make in India, Digital India, Smart Cities etc. as well as in the fields of agriculture, food processing and in disaster management. We also discussed and appreciated our respective engagements with the Pacific Island countries – India in FIPIC and New Zealand through the Pacific Island Forum, in which we are a dialogue partner. I conveyed India’s willingness to work towards an early conclusion of an FTA keeping in mind the need to find a satisfactory resolution of our mutual concerns.
The leadership of New Zealand emphasised that they consider India a vital part of the Asia Pacific and would like to partner us in diverse fields. They were highly appreciative of India’s Act East policy. I on my part lauded New Zealand’s positive contribution as a current member of the UN Security Council.
During my visit, an Air Services Agreement was signed. This is a long awaited development which will address to an extent connectivity issues between the two countries. An MoU on an ICCR Chair of Indian Studies in the University of Victoria was also signed. The New Zealand Government announced a new scholarship scheme for Indian students, who constitute the fastest growing group of international students in the country. I addressed students and faculty of the Auckland University of Technology and invited academicians from the universities of New Zealand to participate in the next Festival of Innovation which will be held in March 2017 at Rashtrapati Bhawan. I also addressed business leaders and the Indian community in New Zealand during the visit. I invited New Zealand businesses to participate in India’s growth story and avail of the significant opportunities presented by Government of India’s flagship initiatives.
I met former Governor General of New Zealand and a Pravasi Bharatiya Samman awardee, Sir Anand Satyanand, and three Members of the New Zealand Parliament who are persons of Indian origin. It is to the credit of the community as well as the host nation that they have been so well integrated and have contributed substantially to the progress and prosperity of New Zealand.
In conclusion, my State Visit to these countries have provided new momentum to our foreign policy towards the Asia-Pacific region. We must continue to proactively reach out to our friends such as Papua New Guinea and New Zealand as well as others in the region. These countries may be geographically distant but the warmth and friendship they display is tremendous. There exists great potential for mutual benefit if we can nurture and strengthen these bonds through high level political visits, determined follow up of agreements reached and consistent efforts to promote economic, trade, cultural and people to people links. The Government will in the coming days take necessary steps in pursuit of this goal”.

President of India’s message on the eve of National Day of Israel

The President of India, Shri Pranab Mukherjee has extended his greetings and felicitations to Government and people of the State of Israel on the occasion of their National Day (May 03, 2016).
In a message to H.E. Mr. Reuven Rivlin, President of the State of Israel, the President has said, “It gives me immense pleasure to extend, on behalf of the Government and people of India and on my own behalf, felicitations to you and the friendly people of the State of Israel on the occasion of your National Day.
Our common commitment to the safeguarding of our democratic institutions and our shared values of liberty, freedom and equality have helped in forging a deep friendship between our two nations. At the political level, our relations have been enhanced by frequent exchanges of visits which have served to deepen our mutual understanding and strengthen our resolve to work together to tackle the development challenges of the 21st century.
During my first State Visit to Israel in October, 2015, I was touched by the goodwill for India amongst the people and leadership of Israel. I am happy to convey that this feeling is mutual and that we, in India, regard Israel with profound respect for its proud achievements. I very much valued our frank discussions that will, no doubt contribute to reinforcing our ties and building new bonds of trust and partnership between our peoples.
The innovative solutions developed in Israel – using advanced technology to address agricultural, water and urban development challenges offer promising avenues for bilateral cooperation and collaboration. India has welcomed Israeli participation in our flagship programmes like Make in India, Clean Ganga, Digital India, and Smart City initiatives.
Excellency, I am confident that our two countries will continue to achieve new heights in our bilateral cooperation for the benefit of our two peoples in the years to come.

States Joining UDAY

18 States and one Union Territory viz. Puducherry have given their ‘in-principle’ approval to join the scheme Ujwal DISCOM Assurance Yojana (UDAY). So far, 10 States have already signed the Memorandum of Understanding (MoUs) with Ministry of Power under UDAY. This was stated by Shri Piyush Goyal, Minister of State (IC) for Power, Coal & New and Renewable Energy in a written reply to a question in the Rajya Sabha today.
The Government of India has launched UDAY for the financial and operational turnaround of state-owned Power Distribution Companies (DISCOMs). The scheme aims to reduce interest burden, reduce the cost of power, reduce power losses in Distribution sector, and improve operational efficiency of DISCOMs. The scheme also incentivizes the States by exempting State takeover of DISCOM debts from FRBM limits for two years; increased supply of domestic coal; coal linkage rationalization; liberally allowing coal swaps from inefficient to efficient plants; allocation of coal linkages to States at notified prices and additional/priority funding in schemes of Ministry of Power and Ministry of New & Renewable Energy, if they meet the operational milestones in the scheme, the Minister added.

Aanjan, Aadityansh shine in the 2nd round of JK Tyre IndiKarting National Series
·         Goan lads lock out all podiums in key support races
Goa, 2nd May 2016: The JK Tyre IndiKarting National Series brought back Kart racing to Goa after a span of over 5 years as the scenic Goa Karting Circuit played host to the 2nd round of India’s largest Karting Series. The event received an enthusiastic welcome with an impressive 141 entries registered across all categories.
The star of the event was Aanjan Patodia from Pune who notched up 3 victories out of 3 races in the Pro Senior category including the crucial reverse grid start race 2 where he climbed from last on the grid to 1st place. Aaroh Ravindra was a close 2nd place each of the 3 races, but was unable to mount a challenge on Aanjan. Bengaluru’s Rahul Sharan managed 3rd in 2 races while Rishab Rathi came 3rd in 1 race.
The crowd favourite was the Pro Cadet category for the youngest racers in the age group of 7 to 12 years. Aadityansh Kaulshi from Pune set the track alight with back to back victories in the first 2 races. His victory in the reverse grid race came amidst some excellent overtaking manoeuvres. Hoshmand Elavia from Mumbai did well to win race 3 & also bag 2 runner-up trophies. Kogileti Saatvik earned a runner up trophy in Race 1 while Ruhan Alva managed third place on 2 occasions.
The Senior Open & Senior Amateur races saw an all Goan Podium with Akshay Hede, Niazam Ahmed & Tej Naik bagging the top 3 spots. In the Amateur category it was Sufiyan Shaikh, Ameen Shaikh & Digvijit Chavan who locked out the podium. The top 3 from both these categories will win direct invitations to represent Goa, at the National Final in Delhi in June.
The women’s category saw an impressive entry list of 11 participants. Amanda Gomes won ahead of Efigenia, Miranda & Natasha Awhad.
Digvijit Chavan won the corporate category ahead of Donovan Vaz & Taj Naik, while Kevin Barreto won the Master category defeating Niazam Ahmed & Clibe Joshva of Pune. Avdumber Hede participating in his first race in many years won the Senior Plus category ahead of Nickson Shiva & Akash Makwana making it another all Goan Podium. Jonathan Kuriokose won the Pro Junior ahead of Aditya Joshi.

They practically locked out the podiums in all the support categories. 141 entries is good for Goa & thanks to JK Tyre & Tata Motors, we have once again been able to bring motorsport to the masses” said Rayomand Banajee,  Director, RR Motorsports Management Pvt. The JK Tyre IndiKarting National Series powered by Tata Motors was created with the intention of expanding the reach of Motorsport in the country. The FMSCI sanctioned National Series is also the largest Karting series in India & the world’s most affordable series of its kind.
The JK Tyre IndiKarting National Series now moves to Vadodara on 14 & 15 May, before moving on to Ludhiana & then finishing in the National Capital Region in June.

Information based on studies conducted by CMAI/TEMA pertaining to existing status in India/world, various judgments of Delhi High Court, CCI, papers/notes of CCI/DIPP/Govt. and our recommendations etc. are available at
Of late IPR on electronics, telecom, and mobile has been receiving attention with manufacturers and there are undefined costs on manufacturing.
DIPP came up with open consultations for IPR policies especially with reference to SEP and FRAND. CMAI/TEMA has filed the responses that can be seen athttp://cmai.asia/ipr/download.php. The same would be discussed in the conference and any other suggestions/recommendations sent to Government at higher level. Executive Summary of these recommendations are given hereunder.
The news in Hindustan Times on 23.2.2016 with heading “Make in India runs into high royalty fee hurdle” highlighted the grievances of the manufactures of smart phones/cell phones in India, particularly on the issue of high cost of Royalty payable to the entities having Standard Essential Patents (SEPs). Such high cost has become a hurdle in the Govt. of India’s initiative of “Make –in-India”. It is also a matter of concern that the Royalty is being charged on the value of entire device of mobile phone in place of the value of the component in which such Patents are used.
Delhi High Court in its judgment dated 30.3.2016 has upheld the orders of CCI, directing the DG CCI to investigate the matter regarding violations of the provisions of the Competition Act by Ericssons, as SEP holders. As per Consultation paper floated by DIPP vide para 10.2.1.1
CCI in its preliminary order stated that, in the relevant product market, Ericsson was ‘the largest holder of SEPs for mobile communications like 2G, 3G and 4G patents used for smart phones, tablets etc. and thus was in a dominant position in the market for devices that implement such standards. CCI expressed that ‘FRAND licenses are primarily intended to prevent “patent hold­up” and “royalty stacking” and observed that “patent hold-up” undermines ‘the competitive process of choosing among technologies’ and thus threatens ‘the integrity of Standard Setting activities. CCI also said that Ericsson’s royalty rates were excessive and discriminatory, given that they were set as a percentage of the price of downstream products instead of as a percentage of the price of the GSM or CDMA chip
The CCI concluded that the requested royalties ‘had no linkage to the patented product’ and were thus ‘discriminatory as well as contrary to FRAND terms’. CCI further ordered investigation in the matter by the Director General.
There is issue of SSO forming the standards without informing the details of patents involved and royalties payable on same.
There is also ambiguity on SEP, as the same are not declared by SSO or any other statutory authority. SSO while forming the standards hardly scrutinize or validate the patents and do not prescribe any guidelines for licenses, which are left for private individual negotiations
The patentee undertakes to SSO to grant license on FRAND basis, but there is any acceptable definition of FRAND and it is left to private negotiations. Due to NDA, the patentee or licensees do not inform the existing terms of royalty with other users. Finally the matter lands up in civil courts.
In the courts, majority of disputes are settled by way of out of Court settlements.
High cost of Royalty has always been a cause of concern in the minds of mobile and telecom manufactures and the rate of Royalty has always been the issue contested in the Courts not only in India but also abroad. The law regarding fixation of Royalty is in the developing state. Any determination, though claimed to be on FRAND basis, is hardly a standard industry practice. The determination on so called FRAND basis has always been a question challenged in the Courts along with the issue that whether or not the Royalty should be charged on entire value or to it should be restricted to the small component in which the SEPs has been utilized.
CMAI is working closely for bringing in harmony between Industries and Government.
