Bill: Most-Livable Continues to be Most-Listable
19092014
Most-Livable Continues to be Most-Listable
Pittsburgh’s had quite a summer. First the Travel Channel named the place one of the best All-American vacations. Then The Economist ranked Pittsburgh the “most-livable” place in the continental United States. And now we’re even being recognized for our night life!
Women’s Health and Yelp teamed up to find “the fittest, artsiest, foodiest, and just plain coolest cities on the rise in America.” Pittsburgh made the top five for nightlife, based on beer. The reviewers say “the city’s brew territory has exploded in recent years, with, as of press time, 10 buzzy microbreweries joining old-school icons such as Penn Brewery and Church Brew Works. With creative and wacky new flavors trending, brewery tours and tastings are main nightlife events.”
There was plenty of proof at the big NEXT Pittsburgh event last week at AlphaLab Gear, sponsored byImaginePittsburgh.com. The event featured libations from breweries, hard cider makers, and even a whiskey distiller, all pretty much within walking distance from Lawrenceville to the Strip District. A young, entrepreneurial crowd packed the place to hear a panel of exciting young companies talk about innovation in this venerable industrial town. Presiding over the event was Dennis Yablonsky, CEO of the Allegheny Conference, who shared his take on Pittsburgh’s transition from a town where getting a good, respectable job only meant going to work in a mill, to a place where young people are more and more willing to take risks and young companies are taking hold.
“Pittsburgh is basically the city that Portland wants to become,” or so says Michael Anderson, news editor of BikePortland.org. He was here last week for the big Pro-Walk, Pro-Bike, Pro-Place conference, along with hundreds of other activists and enthusiasts from across the country who are trying to make cities less dependent on the automobile. A Portlander’s take on Pittsburghmay surprise you.
Thanks in part to all the great press – including fresh perspectives from international, national and some new regional journalists who participated last week in an IT-focused “Tech Crawl” media study tour hosted by the Pittsburgh Regional Alliance – the world is still beating a path to our door. I’ll share updates and articles from the Tech Crawl as they come in. I understand the group was taken aback by the tech revolution underway in our region. It’s hard to believe that it has been more than five years since the G-20 Summit opened the floodgates in terms of global attention in 2009. In addition to media visits, more than 50 international delegations have come calling trying to understand civic transformation, Pittsburgh-style. And along the way, we’ve hosted more than 30 domestic civic leadership visits, too. Next on tap? Tampa Bay is bringing a delegation of more than 100 people on a benchmarking visit next month.
A few months ago, thanks to the American Middle East Institute (AMEI), I received an invitation to travel to Cairo (that’s Egypt, not Illinois) to address a business forum to talk about civic leadership and the transformation of Pittsburgh. Due to a conflict I couldn’t go. They asked if I could do it by video, so I clambered up on Mt. Washington to record our story. If you’ve got about five and a half minutes to take a look, here it is.
WTAE-TV did a more comprehensive take on our region’s economic transformation Monday night, when it ran “Chronicle,” an hour-long account of everything and everybody it took to rebuilt the economy and what’s left to do. If you missed it, don’t worry… it’s available on demand here.
AMEI is gearing up for its 7th annual Business Conference in Pittsburgh on October 28. OASIS is a high-level gathering of Middle East Ministries and American and Middle East corporate and university decision makers focused on growing business opportunities between the United States and the countries of the Middle East. This year’s themes are: Oil & Gas, Renewables, Smart Cities & Infrastructure, Health & Pharmaceuticals. You can register here.
Visitors are also on their way here this week from Puerto Rico. You may have heard that Wednesday, September 17 was Clemente Day in Major League Baseball. It’s the day that each Major League team nominates a player who best exemplifies Robert Clemente’s qualities as a humanitarian. Working with numerous partners, MLB and the Pittsburgh Pirates, we figured there was no better time to cap our year of outreach to Puerto Rico. We call it ¡Hola Pittsburgh! In June, working with the Pittsburgh Cultural Trust, we presented the legendary salsa band from Puerto Rico, El Gran Combo, as part of JazzLive International. In August, we launched a “Baseball and the ‘Burgh Weekend” a sweepstakes to win a trip to Pittsburgh for the Pirates’ season closing weekend. Although the promotion was open to pretty much anyone who lives outside the region, the winner turned out to be from San Juan, Puerto Rico.
Zaideth Muñiz-Lugo will be flying up on Friday for Saturday’s game with the Brewers. She’s an electrical engineering student at the University of Puerto Rico-Mayagüez
She’s also going to have a once in a lifetime opportunity to meet Roberto Clemente’s widow, Vera, and his sons Luis and Roberto, Jr., who are in town for the Pittsburgh premiere of “Clemente: The Legend of 21.” The musical opens Friday night at the Byham Theater and runs through Sunday. Please help us to spread the word; it would be great to pack the house for all four performances. You can buy ticketshere.
The baseball sweepstakes is just the latest milestone in our ongoing efforts to put Pittsburgh on the radar screen of the thousands of young professionals from Puerto Rico who are moving to the continental United States each year. Educated in finance, health care, and engineering, they’re a great fit for the more 26,000 open jobs listed on ImaginePittsburgh.com. Given our region’s aging demographics, we’re going to have to attract more people even as we try to educate and train more people who are already here to fill the jobs that are in-demand.
Our “most-listable” summer can only help.
Thanks, as always, for your commitment to our region and for helping to spread the word,
Bill

Referendum of Scotland votes ‘No’ to independence
19092014
Scotland votes to stay in the United Kingdom and First Minister Alex Salmond accepts defeat but calls for a pledge of more devolved powers to be honoured. UK government delivers its promise of more powers for the Scottish parliament, based at Holyrood, Edinburgh. Here’s what’s likely to happen next. UK national political outfit parties viz are The Conservatives, Labour and the Liberal Democrats agree that further devolution of powers to Holyrood must take place. During the referendum campaign, the parties signed a pledge to devolve more powers to Scotland, if Scots rejected independence.
A timetable to deliver change was set out by former prime minister – and Scottish MP – Gordon Brown. It was quickly endorsed by the UK-wide parties.
As the polls closed and the vote counting began, there was a quiet thrill of history in the making on the fog-shrouded streets of Scotland’s capital, Edinburgh.
Many Scots were staying up all night in homes and bars to watch the results roll in.
Eager voters had lined up outside some polling stations even before they opened at 7 am on Thursday.
Many polling stations were busy and turnout was expected to be high.
More than 4.2 million people had registered to vote, 97 percent of those eligible, including residents as young as 16.
A Yes vote would trigger 18 months of negotiations between Scottish leaders and London-based politicians on how the two countries would separate their institutions before Scotland’s planned Independence Day on March 24, 2016.
For some, it was a day they had dreamed of for decades. For others, the time had finally come to make up their minds about the future, both for themselves and for the United Kingdom.
“Fifty years I fought for this,” said 83-year-old Isabelle Smith, a Yes supporter in Edinburgh’s maritime district of Newhaven, a former fishing port.
“And we are going to win. I can feel it in my bones.”
For Smith, who went to the polling station decked out in a blue-and-white pro-independence shirt and rosette, statehood for Scotland was a dream nurtured during three decades living in the US with her late husband.
“The one thing America has that the Scots don’t have is confidence,” said Smith, who returned to Scotland years ago.
“But they’re getting it, they’re walking tall.” “No matter what, Scotland will never, ever be the same again.”
The question on the ballot paper could not be simpler: “Should Scotland be an independent country?” Yet it has divided Scots during months of campaigning, generating an unprecedented volume and intensity of public debate and participation.
The Yes side, in particular, has energised young people and previously disillusioned working-class voters. Polls suggest the result was too close to call.
A final Ipsos MORI poll released yesterday put support for the No side at 53 per cent and Yes at 47 per cent.
The phone survey of 991 people has a margin of error of plus or minus three percentage points.
Until recently, polls suggested as many as 1 in 5 voters was undecided, but that number has shrunk dramatically.
In the latest poll, only 4 per cent remained uncertain how they would vote. Many questions, the currency independent Scotland would use, its status within the European Union and NATO, the fate of Britain’s nuclear-armed submarines, based at a Scottish port, remain uncertain or disputed after months of campaigning.

Federal Reserve announces further tapering of Asset Purchases to US$15bn
18092014
Keeps Interest rate unchanged at 0.25%; US economy is projected to grow between 2% and 2.2% for 2014
The FOMC (Federal Open Market Committee) an arm of Federal Reserve Bank, has announced to cut-down its monthly bond purchases to US$15bn from US$25bn, while reducing the range of growth projections between 2% and 2.2% for 2014. The Federal Reserve confirmed its commitment to keep interest rates near zero for a “considerable time” after asset purchases are completed as the economy is expanding at a moderate pace and inflation is below its 2% goal.
FOMC has announced to continue tapering in its bond-buying program, reducing its monthly asset purchases to US$15bn from US$25bn. Beginning in October, the Committee will add to its holdings of agency mortgage-backed securities at a pace of US$5bn per month rather than US$10bn per month, and will add to its holdings of longer-term Treasury securities at a pace of US$10bn per month rather than US$15bn per month. The FOMC currently judges that there is sufficient underlying strength in the broader economy to support ongoing improvement in labor market conditions. In light of the cumulative progress toward maximum employment and the improvement in the outlook for labor market conditions since the inception of the current asset purchase program, the FOMC has decided to make a further measured reduction in the pace of its asset purchases.
To support continued progress toward maximum employment and price stability, the FOMC has reaffirmed its view that a highly accommodative stance of monetary policy remains appropriate. In determining how long to maintain the current 0.0% to 0.25% target range for the federal funds rate, FOMC will assess progress, both realized and expected, toward its objectives of maximum employment and 2% inflation.
The FOMC has downgraded its economic projections for 2014 and 2015 from the estimates made previously in the month of June. As per latest estimates, US is expected to grow between 2% to 2.2% for 2014, compared with a June forecast of 2.1% to 2.3%. In 2015, the US economy is forecasted to grow between 2.6% to 3%, compared to 3% to 3.2% growth forecast in June 2014. The unemployment rate is forecasted between 5.9% and 6% for 2014, compared to 6% and 6.1% forecast in June 2014. The revised estimate for PCE (Private Consumption Expenditure) inflation rate is 1.5% and 1.7% for 2014, which is in line with June’s PCE inflation figures.
Economic Projections for USA – Federal Reserve Bank (%)

Note: Data pertains to September 2014 Projections of change in real gross domestic product (GDP) and projections for both measures of inflation are from the fourth quarter of the previous year to the fourth quarter of the year indicated. PCE inflation is the percentage rates of change in the price index for personal consumption expenditures (PCE). Projections for the unemployment rate are for the average civilian unemployment rate in the fourth quarter of the year indicated. Each participant’s projections are based on his or her assessment of appropriate monetary policy. Longer-run projections represent each participant’s assessment of the rate to which each variable would be expected to converge under appropriate monetary policy and in the absence of further shocks to the economy. The June projections were made in conjunction with the meeting of the Federal Open Market Committee on June 17–18, 2014.
- The central tendency excludes the three highest and three lowest projections for each variable in each year.
- The range for a variable in a given year includes all participants’ projections, from lowest to highest, for that variable in that year.
In addition, the FOMC has expressed its intention to implement the following key elements, when appropriate, for the normalization of its monetary policy stance:
- The FOMC will determine the timing and pace of policy normalization – meaning steps to raise the federal funds rate and other short-term interest rates to more normal levels and to reduce the Federal Reserve’s securities holdings – so as to promote its statutory mandate of maximum employment and price stability.
- The FOMC intends to reduce the Federal Reserve’s securities holdings in a gradual and predictable manner primarily by ceasing to reinvest repayments of principal on securities held in the System Open Market Account (SOMA).
- The FOMC intends that the Federal Reserve will, in the longer run, hold no more securities than necessary to implement monetary policy efficiently and effectively, and that it will hold primarily Treasury securities, thereby minimizing the effect of Federal Reserve holdings on the allocation of credit across sectors of the economy.
- It is prepared to adjust the details of its approach to policy normalization in light of economic and financial developments.

NAPM condemns assault on students of Jadavpur University
18092014
On 17th September 2014, students of Jadavpur University were brutally assaulted by Police personnel with assistance from local goons. This unlawful assault was showered upon the students in response of their peaceful protest against the authorities of Jadavpur University to address gender sensitiveness in the campus. Male police officers started beating the students by turning the lights off in the campus at 2 a.m. while the students were still protesting peacefully against the authorities of Jadavpur University. One student was taken into ventilation, 2-3 were taken in intensive care, tens of them have broken knees, arms, fingers, several have back, shoulder and body bruises from baton charging, women students were openly groped, molested, dragged, kicked on their stomach, stomped by boots, punched, walked over by male police and male goons. Some had their dress torn, some had their glasses broken, some had their laptop thrashed, phones broken. It has also come to light that the police and the goons have given rape threats to women students. One female student was dragged by her hair while her dress was lifted and she was thrown into the police van by 4 bouncers in civil dress. Throughout this entire process not a single women police officer was present at the scene of the incident.
This brutal violence came as a crackdown on a one-week long peaceful sit-in demonstration by the Jadavpur University students, demanding a fair and unbiased probe and punishment of alleged perpetrators in a case of an alleged molestation of a female student on 28th August in the university premises. The affected student filed both a sexual harassment complaint with the University';s Internal Complaints Committee (ICC) and an FIR with the Jadavpur Police Station. The students of Jadavpur University were united on this issue and demanded that the identified alleged perpetrators should be arrested based on the prima facie complaint against them or they should be at least expelled from the hostel and campus. But according to them more than two weeks have passed but neither of the complaints has led to any redressal. Furthermore, it is also alleged by the victim and the students at large that members of the ICC had indulged in victim-blaming by asking the affected student about her dress and state of sobriety on the day of the incident. The authorities of Jadavpur University are treating the molestation case as one of ‘indiscipline'; and not gender violence! This has led to them bringing rules for tightening surveillance on campus!
National Alliance of People’s Movements strongly condemns the misuse of police powers who have acted in an ultra vires manner. The action of the police is highly prejudicial as they have inflicted injury on the students who were protesting peacefully. The action of the police is also beyond their legal authority and violative of section 46(1), 46(4), section 49 and 129(2) of CrPC. Moreover this action has led to the infringement of the fundamental rights of the students guaranteed under the Constitution of India. We demand that all the matters between the students and authorities be resolved with proper dialogue, without any interference of police or local goons. We also strongly demand that the case of molestation filed by the female student be properly investigated, so that justice is ensured.

Prime Minister';s disappointing response on Chinese incursions
18092014Even as the Indian forces face hostile incursions at the Line of Actual Control, the BJP led Government is busy extending a red carpet welcome to Chinese President Xi Jingping. The Aam Aadmi party is disappointed that the Prime Minister did not use the word incursion in his press conference while referring to intrusion by the Chinese forces. The government should also tell the nation whether Chinese President gave any assurance on the issue when the Prime Minister raised it during their talks. The Aam Aadmi Party expresses its concern over the situation at the LAC and over mishandling of the situation by the government. The Aam Aadmi Party feels that Modi Government must immediately make its stand clear on the issue of provocative incursions by the Chinese Army, especially at a time when their head of the state is on a visit to India. As the Chinese Army has deliberately chosen the timing to embarrass India, the government is duty bound to articulate its position on the issue now, without any further delay. We also want to remind the BJP and the government that their leaders were very vocal on the issue when they were in opposition and tone and tenor of these leaders has completely changed after assuming power. What shocks us the most is the fact that first the Home Minister of the country sought to underplay the issue and now the Prime Minster refrained from using the word incursion while referring to the issue.

Missing CWG file is a joint attempt to cover up Rs 670 crore scam
18092014

The mysterious silence of Delhi administration over the reports that the file containing details of Rs 670 crore misappropriation during the Comonwealth Games by the then Sheila Dikshit government has gone missing, exposes the shameless attempts to cover-up a mega scam.
It is shocking that even the union home ministry is treating it as a rountine matter and appears to be showing no seriousness in pulling up the Delhi administration to ensure that the file is produced before the concerned authorities.
The loot in the name of CWG 2010 is not hidden from anyone, but the casual attitude of the BJP’s central government in dealing with this mega scam, which is evident from its reluctance in taking strict measures to recover the reported missing files, betrays its much hyped commitment to fight corruption.
There are no answers even after four years as to why the funds meant for the welfare of Scheduled Castes and Scheduled Tribes were diverted towards the Commonwealth Games and why has the central government has so far not booked the ministers and officers responsible for this scam ?
The manner in which the union home ministry and the Delhi administration are trying to duck this issue in unison, it gives rise to reasonble apprehnesion that the recent statement of former chief minister Ms Sheila Dikshit in which she saw nothing wrong in BJP trying to form a government in Delhi, despite it not having the required numbers, was linked to the missing file.
The Aam Aadmi Party demands that the home ministry and Delhi administration need to come clean on the entire issue, since the BJP central government’s decision to bring back the bureaucrats of Congress regime in key positions, indicates a joint cover-up bid to bury the CWG scam.
The AAP will take this issue to the people and tell them how funds meant for poor people were diverted by the Sheila Dikshit government and how the BJP government is now helping the Congress by allowing the evidence to be destroyed. (ENDS)

Ten outstanding documentaries shortlisted for the Asia-Pacific Child Rights Award for Television 2014
Bangkok, Hong Kong, 18 September 2014 – Ten outstanding TV programmes about children and their rights have been shortlisted for the 2014 Asia-Pacific Child Rights Award for broadcasting. The issues and countries covered by the finalists include trafficking in China, child labour in India, slavery in Nepal, and disability in the Philippines.
“There were many heart breaking moments in these programmes, and powerful stories that capture the plight of children,” the jurors said. “Some of the film crews enter areas that other producers might consider too dangerous or risky. There are some beautiful production values, with good writing, filming and soundtracks.”
The award has been run by the Asia-Pacific Broadcasting Union (ABU), CASBAA and UNICEF since 2001. It recognizes the efforts of broadcasters and producers in pursuing high quality children’s television and better coverage of children’s issues. It is given each year to the best programme on children’s rights produced in the Asia-Pacific region.
“These documentaries show what a powerful medium television can be at its best, shining a bright light on real issues children face and challenging and stimulating viewers,” said Christopher de Bono, UNICEF’s Regional Chief of Communication for East Asia and Pacific. “We were very impressed with the overall quality of the entries, which are both inspiring and entertaining.”
This year’s award will be presented during the ABU General Assembly in Macau, on 27 October 2014. The ten finalists are:
‘101 East: The Lost Boy’, produced by Al Jazeera EnglishThis documentary addresses the issue of child labour in India, where 29 million children aged between 5-14 are working as child labourers. Thousands of them are believed to be employed in the lucrative mines of India’s Meghalaya state, risking injury and even death in coal pits.
‘101 East: Nepal’s Slave Girls’, produced by Al Jazeera English
Slavery is banned in Nepal. But hidden behind the walls of city homes, some rich families still keep young girls as slaves called kamlaris (a system in which girls from poor families are sold into domestic slavery). for the Asia-Pacific Child Rights Award for Television 2014
The ten finalists are:

sharing screen space with popular Zee TV actors…
With just a week left for its Grand Finale episode, Zee TV’s Cinestars Ki Khoj will soon announce its winners who will go on to make their debuts in a film creatively supervised by none other than the maestro Mahesh Bhatt . Having had their acting talent honed over the last 2 months by some of the finest experts from Bollywood, these budding actors are all set to take the entertainment scene by storm. What’s more, for the latest episode of the acting reality show, this talented bunch even made their television debut on some of Zee TV’s popular primetime soaps!
Featuring in some of your favorite shows like Jodha Akbar, Qubool Hai, Sapne Suhane Ladakpan Ke, Kumkum Bhagya, Pavitra Rishta, Doli Armaanon Ki, Jamai Raja and Aur Pyaar Ho Gaya, the contestants were given a chance to play cameo roles with the lead protagonists of the show. Getting into the skin of some interesting, well-etched characters on each of these shows, the Top 8 contestants played these cameos with aplomb.
Meenu Panchal played the role of a maharashtrian bai in Kumkum Bhagya. Being aHaryanvi girl, the ease with which Meenu caught on to the Marathi accent was commendable. Playing a mawali, Bhawna Dhoundiyal stepped into the shoes of a firebrand girl who fights for everybody’s rights in the show Pavitra Rishta. A tough girl even otherwise, Bhawna was seen carrying the mawali attitude with ease. While there were others who played straight-faced characters, Sayed Mamoon’s character in the showDoli Armaanon Ki, caught on with everybody as it was truly comical. Playing the character of a man who is possessed, Sayeed’s dialogues were funny and called for some hilarious facial contortions and body language on his part. Okasana was seen in a fun street sequence playing a foreigner in Sapne Suhane Ladakpan Ke while Akshay Nalawade played the role of a yodha in Zee TV’s historical Jodha Akbar. Saurabh Bharadwaj played a boy-next-door in Aur Pyaar Ho Gaya and Vikram Chatterjee played a corrupt Police Inspector in Jamai Raja.

Health Minister wants child death reduction targets achieved before schedule
18092014
Bill Gates praises India’s polio conquest; Melinda by side commits help on UIP
New Delhi, 18th September, 2014
Dr Harsh Vardhan, Union Health Minister, has said that the government is confident of reducing the newborn (birth to 28 days) mortality rate to single digit long before the 2030 target date. The present death rate is 29 per 1,000 live births. For this are required simple, cost-effective interventions before and immediately after delivery.
Inaugurating the Indian Newborn Action Plan (INAP) here today, the Minister said that of the 2.8 million newborns who die at birth worldwide, India contributes 700,000. “These are preventable deaths and now we have an action plan for preventing them. I don’t believe in long-range targets. We must achieve our goal within a short time.”
INAP has been prepared with the help of expertise drawn from distinguished members of a Technical Resource Group. They have set out a vision of a world in which there are no preventable deaths of newborns or still births, where every pregnancy is wanted, every birth is celebrated and every woman, baby and child thrive to reach to reach their full potential.
The Minister said that INAP will be implemented under the existing Reproductive, Maternal, Child Health and Adolescents Plus (RMNCHA+) framework. Six evidence-based, effective strategies impacting still births and newborn health will be used. These include preconception and antenatal care, care during labour and child birth, immediate newborn care, care of healthy newborns, care of small and sick newborns and care beyond newborn survival.
Under the sixth pillar of care –beyond newborn survival – India has taken the vital decision to improve the quality of life for those with birth defects, neuro-developmental delay and disabilities. Effective implementation of the strategic plan will be ensured through a systematic plan for monitoring and evaluation of dashboard indicators and milestones.
Recalling the involvement of all stakeholders in the fight against polio,
Dr Harsh Vardhan wanted a replication while saving the lives of newborns. In this struggle the role of the Accredited Social Health Activists (ASHA) will be crucial. It is also essential to identify and close all the gaps in the system, he stated.

Praising Mr Bill Gates and Mrs Melinda Gates for their valuable support to India’s health programmes and particularly Mother and Child Care, Dr Harsh Vardhan said the Bill & Melinda Gates Foundation is doing valuable work in the rural areas of the country.
“Just as he revolutionised the basic human thought process through the personal computer revolution, Bill Gates has saved millions of lives by donating billions of dollars for transforming conditions of human existence. At a time when the anti-polio campaign was threatened for want of adequate funds, the Bill and Melinda Gates Foundation stepped in with help. They are invaluable partners in our fight against disease and death,” Dr Harsh Vardhan said.
The Minister also thanked the Indian Academy of Pediatricians for the work done by its members in helping infants survive the most vulnerable years. “We have a deadline to meet the United Nations Millennium Development Goals which is only a year away. I hope to get every doctor’s contribution in achieving this target,” he said.
Speaking on the occasion, Mr Bill Gates, Chair of the Bill & Melinda Gates Foundation, wholesomely praised the Minister for his pioneering work in polio eradication. “There are lessons to be learnt from India’s fight against polio which may be applied against other diseases also,” he pointed out.
Mr Gates lauded the government for expanding the list of diseases under the Universal Immunisation Programme. He highlighted the importance of including the Rotavirus vaccine in the package.
Mrs Melinda Gates, Co-Chair of the Foundation, said that by launching INAP, India has shown leadership in addressing newborn and maternal mortality. She too commended the ASHA and auxiliary nurse midwives for their roles in Mother and Child care in the rural areas. “Healthy mothers and healthy children are crucial for India to realise the demographic dividend,” she added.

UN Secretary-General’s Press Conference at UN Headquarters
17092014

UN Secretary-General’s Press Conference at UN Headquarters
From: UNIC India <unic.india@unic.org> Wed, 17 Sep ’14 2:09p
UNIC/PRESS RELEASE/163-2014
FROM THE UN SECRETARY-GENERAL
Secretary-General’s Press ConferenceUN Headquarters, 16 September 2014
Opening Remarks
Secretary-General: It is a great pleasure to see you on the eve of the General Debate and I thank you for your time.
I am pleased to brief you as we open a new session of the General Assembly this afternoon.
More than 140 Heads of State or Government will attend. Civil society leaders, CEOs [Chief Executive Officers] and other influential global figures will also be here.
Together, we will address the horrendous violence in Syria and Iraq, where conflict and governance failures have provided a breeding ground for extremist groups.
I welcome the growing international consensus to act against this serious threat to global and regional peace and security.
Violence continues in Mali, South Sudan and the Central African Republic. We will not let these crises be forgotten — and we will meet next week at the highest level to determine what more we can do.
The situation in and around Ukraine remains volatile.
In Libya, order is breaking down.
In the aftermath of yet another devastating war in Gaza, Israelis and Palestinians seem more polarized than ever.
In Nigeria, the advances of Boko Haram grow more alarming every day. As in Syria and Iraq, we are seeing terrorist organizations not only carrying out attacks, but seizing large areas of land beyond the Government’s control.
The world is facing multiple crises. Each has its own dynamics, and requires its own approach. But, all have featured atrocious attacks on civilians, including children. All have dangerous sectarian, ethnic or tribal dimensions. And many have seen sharp divisions within the international community itself over the response.
In my main speech to the Member States next Wednesday, I will call on world leaders to unite and uphold human dignity, the rule of law and the principles of the United Nations Charter.
We will also place a special focus on Ebola virus disease, which is a cause of huge concern in West Africa and beyond.
Two days from now, the Security Council will convene an emergency meeting on the outbreak. WHO [World Health Organization] Director General Margaret Chan and I will outline the international action plan to contain this threat.
Next week, the General Assembly will follow up with a high-level meeting on the needs of the people and countries affected by Ebola.
Generous contributions are being announced each day – but we have a lot of catching up to do to provide the health services, food, water, sanitation and supplies that are needed.
Every day we delay, the cost and the suffering will grow exponentially.
We cannot allow bans on travel or transport to slow us down.
We need isolation of people affected by Ebola — not of nations struggling to cope with it.
This is not just a health crisis; it has grave humanitarian, economic and social consequences that could spread far beyond the affected countries. The United Nations is determined to meet this test of international cooperation and solidarity. But, we will need to be as bold and courageous as those who are already fighting on the frontline of the disease.
That is why we are mobilizing — and why the United Nations will be the centre for action in responding to the outbreak.
Ebola is an exponential crisis that demands an exceptional global response.
The new session of the General Assembly will be a pivotal period for our efforts to defeat poverty and adopt a new generation of sustainable development goals.
Action on climate change is urgent. The more we delay, the more we will pay in lives and in money.
The Climate Summit that I am convening one week from today has two goals: to mobilize political will for a universal and meaningful climate agreement next year in Paris; and second to generate ambitious steps to reduce greenhouse gas emissions and strengthen resilience.
We are anticipating an impressive turnout of leaders from Government, business, finance and civil society.
Most important, we are expecting significant commitments and progress.
Today, I am delighted to announce that a new voice will be joining our climate advocacy efforts. Leonardo DiCaprio is not just one of the world’s leading actors; he has also a long-standing commitment to environmental causes, including through his foundation.
Today, I am appointing him as our newest United Nations Messenger of Peace, with a special focus on climate change issues. His global stardom is the perfect match for this global challenge. His first act as a Messenger of Peace will be to address the opening of the Climate Summit on 23 September.
Finally, the week will open and close with two remarkable public gatherings on the streets of our host city, New York — the People’s Climate March on Sunday, [21 September], and the Global Citizen Festival on Saturday, [27 September].
I will link arms with those marching for climate action. We stand with them on the right side of this key issue for our common future.
I will also take part in the Global Citizen Festival in Central Park to thank thousands of young people for helping us to fight hunger, protect the planet and promote the rights of women and girls.
At this time of turmoil, the next two weeks will highlight again the indispensable role of the United Nations in tackling global threats and seizing opportunities for common progress.
Your coverage of these issues and events will, as ever, make an important contribution.
Thank you very much for your attention.
Q&A:
Question: Thank you, Mr. Secretary-General on behalf of the UN Correspondent Association. And it’s a tough time in the world and you have reflected that in your statements. And I’m Pamela Falk from CBS News. There you go. (Laughter) It was a characterization. My question is about the very difficult question of foreign terrorist fighters and ISIS [Islamic State in Iraq and the Shams]. In the global fight, and we will see a lot at the Security Council and at the General Assembly about ISIS; is your opinion that the UN Security Council would have to authorize the use of force if there were air strikes or any other intervention in Syria? Thank you.
Secretary-General: As everybody has watched what [United States] President [Barack] Obama declared the last time, I welcome his decisive and firm commitment as a leader of the United States and world to fight against terrorism which is a common enemy for humanity. This air strike and military operation, which was done at the request of the Government of Iraq, was able to help the United Nations and other actors to, first of all, save a lot of human lives and the United Nations was able to deliver humanitarian assistance to many trapped people in and around Mount Sinjar at that time. The UN High Commissioner for Refugees, UNHCR, was able to initiate the massive effort, the largest-ever operations, humanitarian operations a couple of weeks ago. Now, it is clear that ISIS is a threat to international peace and security as has already been declared by the Security Council. I understand that President Obama is going to chair this summit meeting of Security Council on 24 September. And I’m sure that the leaders of the world and the Security Council will very seriously discuss this issue, how to address the foreign fighters and terrorists as a whole. I, therefore, urge the international community endorse with the means to act decisively and after sober reflection it is critical to keep at the forefront the protection of our civilians. Again, I expect the Security Council will lead this leadership role, how the United Nations and international community will address all these issues.
Question: Mr. Secretary-General, Sherwin, South Africa Broadcasting. I wonder, sir, if you could attach some value to the annual gathering here in New York. And you mentioned 140 Heads of Government and Heads of State that will be coming and you didn’t mention the large entourages that accompany them and what really becomes a very expensive and hugely difficult logistical exercise. So, is the world better off given what happens here in New York; and, if so, why?
Secretary-General: More than, as I said, I think 140 Heads of State and the Government leaders will participate all throughout this session. And when it comes to the climate change summit meeting, in just one day, more than 120 Heads of State and Government will participate. Of course, it requires a lot of mobilization of resources from the international Governments, from the Host Government, from the United Nations. But, considering all the problems and crises which we are confronting, we have many people who are being killed needlessly and we have many refugees and displaced people have come. They have to flee their homes. It’s very necessary and important that world leaders show their unity of leadership and show their solidarity to work as world leaders, to make this world more prosperous and safer, safer and secure. That is number one priority of the United Nations. Without that we cannot promote, we cannot engage in development. We have to protect the human rights and human dignity of all these people. But first to come we have to have protection of all the people. That’s why the world leaders are gathering in the United Nations annually. That, I think, this is most important occasion for the world.
Question: Thank you very much, Mr. Secretary-General. I wonder, at this time of many crises whether you view this as certainly one of the greatest periods of turmoil that the world is facing and are you concerned at this time of turmoil that the leaders of three major countries are not coming to the General Assembly? And I’m talking about Russia, China and India; especially China and India for the climate summit.
Secretary-General: India, I understand, [the] Indian Prime Minister is coming. Even though he will not be able to participate in climate summit meeting, per se, I really wanted to have him participate in climate change summit meeting. He is going to address the General Assembly. I understand it’s [27 September] or so. I do not remember exact date. But, he is coming. China is represented by Deputy Prime Minister Li Keqiang. He is number three in terms of hierarchy. He is a very senior person. I met President Xi Jinping last month. And also, I met Prime Minister Li Keqiang in Beijing in — I think it was in July. So, I had already met China’s leadership, top leadership. The big regret, of course, they were not able to participate this time. But, Chinese is very much accommodated. I have not yet been fully informed of who is going to be represented from Russia. But, in any event, we have other means of communications, ways and means of having their leadership demonstrated in the United Nations. But, as I told you, this is going to be one of the largest, biggest gatherings of world leaders particularly when it comes to climate change. The largest gathering, which I remember was in Copenhagen. At that time we regarded it was the largest, but at that time less than 100 leaders came. I’m now talking about the Prime Minister and above. Prime Minister and above. One hundred, more than 120 leaders are coming in which day. Of course, you know, leaders are coming from first day and until the end of the general debate. But, we are counting altogether 140. And so it’s extremely difficult to have at one day at one time at one place 120 Heads of State in Government. That means there is a very strong commitment on the part of leaders on climate change and other crises, which we are now experiencing.
Question: Thank you very much. Mr. Secretary-General, again, on Syria, do you think the possible air strike, US air strike against ISIS, within Syria, results in any Syrian authorization, might be violation of the international law? Also your Special Representative in Syria, Mr. [Staffan] de Mistura, met Bashar al-Assad recently, so what could be the position vis-୶is of the Syrian president? Is he your partner?
Secretary-General: First of all, I know that this issue is one of the, you know, concerns which have been discussed. But, it has not yet happened, but it would be a little bit premature for me to say something about which on a hypothetical or which has not happened. But, in general, and generally speaking, I told you that this military operation which was conducted at the request of Iraqi Government, that I supported and I welcomed this kind of a decisive action. And overall, I welcome, I welcome such a decisive and coordinated action to fight international terrorism and extremism. That is what we have to do. But, when it comes down to very detailed legal or political implications, I will have an opportunity of addressing this issue later, when really something happens. But, if I, as a Secretary-General, I’m asking the world leaders whenever there is military operations, all these operations should be conducted in strict scrutiny of international humanitarian and human rights laws, protecting civilian population and minimizing the impact on civilian populations.
Question: Mr. Secretary-General, Talal al-Haj from Al Arabiya. Today, the Prime Minister of Iraq, Haider al-Abadi, has failed to get the Parliament approval and appointment of the Minister of Interior and the Minister for Defence in Iraq. The last time the Parliament failed to do that, the Iraqi Government stayed without the Minister for Defence, for Interior for four years. Taking consideration that the world is looking to Iraq to take the fight on the ground to ISIS, what is your take on this failure today of the Iraqis elected two important ministers?
Secretary-General: When I spoke to Prime Minister al-Abadi after he was sworn in as a Prime Minister, I strongly encouraged him that he should have an inclusive Government. Of course, you know, I welcomed and I congratulated the formation of an inclusive government. But, at the same time I strongly urged him to fill the vacant post of important two ministers in an inclusive way. Of course, you know, I regret that they have not been able to fill these vacancies, but I continue to encourage all Iraqi political actors to put their differences aside and work together in the interest of Iraq to have these important positions filled as soon as possible and in an inclusive way. This is all the more important when it comes to critical posts related to security in view of the threat the country is now facing, particularly by ISIL [Islamic State in Iraq and the Shams]. So I continue to discuss this matter with the Iraqi Government and Mr. [Nickolay]Mladenov. He is walking very closely with all the actors of Iraqi Government. Thank you.
Question: Thank you. Secretary-General, on Gaza, it’s been three weeks since the ceasefire has been signed. Do you believe now that a Security Council resolution is necessary and do you envision the possibility of any sort of UN protection force for Gaza?
Secretary-General: I understand that the Security Council is very actively concerting among the Member States to have a resolution adopted. I know that this is going on smoothly with all this ceasefire agreed. But, we should also understand that this ceasefire is not perfect and not a sustainable one. It’s fragile still. Therefore, it would be important that international community, particularly led by the Security Council, to urge the parties to make this ceasefire a more sustainable and more durable one so that we can talk about… you know, so that it can be led into a Middle East peace process. At the same time there is a very serious and urgent issue of reconstruction of Gaza, which has been devastated during a 50-day-long war. Therefore, I’m in close consultation with the Security Council members, particularly the Presidency of the Security Council, on the issue of this Council’s resolution. Yesterday, I was briefed by Robert Serryand I understand that he had also briefed the Security Council on the need and importance of the Security Council taking action on this. And I’m in always very close consultation with the leaders in the region.
Question: Sure. Thanks a lot. Matthew Lee, Inner City Press on behalf of the Free UN Coalition for Access. And thanks for taking questions, and I hope in the next two weeks, we have as much access as possible. I want to ask about the Golan Heights. There is a lot of controversy about what has taken place there, with apparently an order to surrender and Al-Nusra is now running around with UN trucks and vehicles. And it was said at the stakeout this morning that the equipment was given over and basically that the mission is no longer completing what its mission is, which is to monitor both sides of the ceasefire line. So, I wonder what are you going to do in terms of getting to the bottom of if a surrender was ordered, who ordered the surrender and what can you say to the troop-contributing countries who say that this is kind of a disarray and people need to know what the role of peacekeepers is, stand and fight or surrender and run?
Secretary-General: For that issue, I understand that Mr. [Herv鼯span>] Ladsous, Under-Secretary-General for Peacekeeping Operations, has explained to you in detail what had happened. And, as you know, the security situation was very, very urgent and dangerous at that time. Therefore, you should also appreciate the peacekeepers were and still are working on the very difficult and dangerous situation. That is why, as was briefed by the spokesperson yesterday, we had to relocate this UNDOF [United Nations Disengagement Observer Force] peacekeepers to a safer and more secure place. This is a part of and continuing efforts to make sure that our peacekeepers and UN staff’s security and safety are ensured.
Question: Thank you, St鰨ane. Mr. Secretary [-General], millions of people around the world only hear about the UN during General Assembly week. Can you explain to them what has gone wrong, years of appearances at this roster, many General Assembly appearances by all of these leaders, yet the world seems to be in such chaos on a variety of fronts? Speaking from your heart, why have things cascaded the way they have? There doesn’t seem to be — this is not an opinion. Something is off. What happened?
Secretary-General: I think there may be many aspects of how you view the General Assembly and United Nations as a whole. We operate and respond to the expectations of international community, all respond to the crises of which the people are experiencing and confronting here and there, all around the crisis. I am always asking that Member States should show their unity. We are living in an era of unprecedented level of crises and troubles. On top of all this, regional conflicts, which are mostly, I think, all man-made crises, and we have a lot of natural calamities and then diseases like Ebola, which we are experiencing. Therefore, this is really a time when General Assembly and all intergovernmental bodies and the Security Council and they should be united. Often, Member States bring some national perspectives to the Security Council or General Assembly; but the good points of and points of this organization is that when they bring their national perspectives and experience and visions after deliberations, whether this process has been difficult or smooth, they all should come out with a global vision for international peace and security. So, I took note of what you said. But, basically, we should really always work for unity and the common good of international community. That is what the Charter of the United Nations provides us and demands us. That is what people are demanding us to do.
Question: Question on Ebola, Secretary-General. Today, the President of Doctors Without Borders said the world’s response had fallen dangerously behind. Has the global response been too slow? And given this is an epidemic not respecting national borders, should the UN now take the lead?
Secretary-General: The United Nations is taking the lead now. This has gone beyond health issues. It has gone to the areas of affecting social and economic situations, even it may affect the political instability, if for this, it’s not properly contained and properly treated. So the United Nations is, first of all, contained for the spread of this and treat, you know, infected people. And provide the necessary logistics and support, humanitarian support to this and make sure that it does not go to other countries. In that regard, I have been concerting and very actively discussing with all world leaders, starting from President Obama and the Prime Minister of UK, President of France and President of European Union, President of Cuba and the Prime Minister of Italy, and Germany and whoever may have a means and ways, and also, I really wanted to raise a political will and commitment. And, of course, in the course of this have been very closely working with Dr. Margaret Chan and World Bank President, Dr. [Jim Yong] Kim, and I have been convening UN-system-wide consultations several times already. Now, what we are doing is that, as you know, I have already appointed Dr. [David] Nabarro and Tony Banbury and we are really working closely with key countries who can provide a means. I have spoken even this weekend to the three leaders of the affected countries. First of all, they should take urgent domestic measures not to allow further spread of this virus to family members. So, I have been strongly urging them to establish the community care centres, so that whenever somebody is infected, then he or she should be immediately separated from families to prevent the other family members from being infected; then provide this as a professional and medical support.
Now that the key countries like United States, you know, is going to provide the massive scaled-up support, and even though I have not yet heard that statement, this is what I understand, I really appreciate the countries like who are really taking such great efforts. The United Nations is mobilizing full support and I have been asking all the leaders of the United Nations System, this is not an issue which we require normal time-consuming consultations and forging consensus. It’s a matter of quick action and matter of instruction, so whenever we decide, then this must be implemented. So we are very firm and very much committed to address this issue, just to contain and treat and contain the further spread to other countries. And I’m asking the international airlines and shipping companies not to suspend their services. The patient can be separated, isolated for professional cure. But, the country should not be isolated. It’s kind of some sanction, where and when. This country needs more support and it really hampers and prevents the United Nations and International health workers to visit and to provide humanitarian and medical assistance. So, I’m just appealing that they should resume their services.
Question: Thank you, St鰨ane. Secretary-General, Mr. Secretary-General, a few days ago, you have underlined the strategic importance stressed by the United Nations and the international community for a Cyprus settlement. Since this is the first time a UN official uses these terms, strategic importance, what different are you planning in order to do to accomplish it? Thank you.
Secretary-General: As you know, this issue has been long, more than longer than 37 years. Now, we are asking the leaders to really agree on the mutually agreeable solutions. During, even before two, three years ago, we were having very serious consultations. And I convened myself to at least three summit-level meetings, inviting the leaders from two communities. Already this month, I appointed a new Special Adviser on Cyprus, Mr. Espen Barth Eide. And as soon as I met him, I asked him to immediately visit the region and he met the leaders of both Greek Cypriot and Turkish Cypriot [communities]. A fresh momentum has been generated by a joint declaration adopted by the Greek Cypriot and Turkish Cypriot leaders in February. I hope that the leaders show renewed dedication and courage to build on the principles outlined in the joint declaration. I also hope that the important principles outlined in the joint declaration should be implemented as soon as possible. They have identified most of the key issues. They are all on the table. As a matter of choice now, there should be some give and take to be able to agree to a final solution. It has been too long of an issue. I sincerely hope the leaders will show their political leadership role. Thank you.
[The Spokesperson later added that the Secretary-General referred to the leaders' preparations for the next phase in the talks. While there are no preconditions for tonight's leaders’ dinner in Nicosia with the Secretary-General’s Special Adviser, the purpose is to discuss at leaders’ level how to move the process forward, based on their Joint Declaration of 11 February. The “give and take” phase will be the final phase leading to a settlement.]
Question: Thank you, Secretary-General. I’m Sylvian and my question is on Lebanon. Lebanon is facing now facing challenges in different ways. You have the fear of the expansion of ISIS, the beheading of two Lebanese soldiers with 27 soldiers taken hostage now, and the presidential vacancy. Is there a risk of fragmentation of Lebanon as a State with… burdened with 1.5 million Syrian refugees? What needs to be done to… by the international community to keep the neutrality of Lebanon? And what kind of message are you conveying to the Prime Minister,Tammam Salam, when you meet him next week at the United Nations?
Secretary-General: I really appreciate the very delicate, difficult, political and social situation where Lebanese Government is now facing. First of all, I really appreciate and am grateful for their generous support for Syrian refugees, who are more than 1 million people. You said 1.5, but according to UN statistics it’s definitely more than 1 million even though we do not have… I do not have a correct number at this time. That is a huge burden. At the same time, it is regrettably that the leaders of Lebanon have not been able to overcome their party lines or their ethnic lines. They should overcome their differences of their party lines for the benefit and future of Lebanon. It’s very regrettable that the Lebanese leaders have not been able to elect a new president after President Salam has left. This vacancy of a very important Head of State post will really hamper the smooth governance of Lebanese and Government on top of many political, social, economic difficulties. And it’s time for them to really unite and show their solidarity for the future of their people and also for peace and security in the region, yes.
Question: Thank you, St鰨ane. And thank you, Mr. Secretary-General. How vital is the role of Iran to solve all the crises in the Middle East and Lebanon and Syria and Yemen and Iraq? Is Iran a troublemaker or a peacemaker in the region? Thank you.
Secretary-General: As I said many times in the past, Iran is an important actor and important country in the region when it comes to peace and security and harmony in the region. And it’s important that Iranian leaders to address this Iranian nuclear issue with P5+1 as soon as possible, and also engage constructively in addressing many, many regional conflict issues. And I’m looking forward to my own meeting with President [Hassan] Rouhani and the Foreign Minister [Javad] Zarif during their stay in New York. Again, I’m always ready to discuss and consult the Iranian leadership. I have also asked my special envoy on Syria, Mr. de Mistura, to have a closer consultation Iranian leadership and he may soon visit Iran, too.
Question: Thank you. Thank you, Secretary-General. I have a question on Ukraine. Next week President [Petro]Poroshenko is going to be here at the UN and also Foreign Minister [Sergey] Lavrov of Russia is going to be over here and obviously Barack Obama is going to be here also. Do you plan to convene to meet these leaders and maybe to try to talk to them into continuing dialogue for Ukraine? Thank you.
Secretary-General: I’m encouraged that this ceasefire based on the Minsk protocol is largely holding, even though from time to time we see all this violence taking place. I have been speaking to President Poroshenko and other leaders that they should continue to have a consultation and dialogue, a very sincere dialogue between Ukraine and Russia. And I think there is a lot of, now, support for the peace and stability and ceasefire from all the actors. But, important thing is that the political will and support of the people of Ukraine so that this ceasefire can be more sustainable and a doable one. The United Nations, from the beginning of this, first of all, we have been trying to provide the humanitarian assistance. We are still maintaining a human rights monitoring team and I have been doing my own good offices role, speaking to both Russia, European Union and the Ukrainian leaders. Even I think last week I have spoken to PresidentPoroshenko. And we should know that in all the crises, generally, there is no military solution. There should be a political dialogue for political solution. Only then, any solution can be a sustainable one, based on firm political dialogue. I’m really urging the leaders in the region to continue such dialogue.
Question: Yes, Joseph Klein of Canada Free Press. And my question is on climate change, Mr. Secretary-General. As you galvanize global support for the binding climate change treaty that you have in mind, what steps have you and your team taken to address a critical report issued last year by the Joint Inspection Unit concerning the UN’s own governance structure in the environmental area, the critique of duplication, over-spending, lack of coordination? Could you just describe some of the steps and reform that you are contemplating? Thank you.
Secretary-General: It’s so strange that over the whole shadow of a whole of this big and serious crisis, nobody has asked any question about the climate change at the summit meeting. But, you should know that everybody agrees that climate change is an issue and defining issue of our times. Climate change can affect the whole spectrum of our life. To your question now, the United Nations has been working, you know, very closely among, first of all, among United Nations agency funds and programmes. Even yesterday, I have convened the whole United Nations system-wide meeting. There is no such lack of cooperation or consultation including the World Bank and all specialized agencies and funds and programmes. I have convened a meeting yesterday through a video, including Special Envoys Mayor [Michael] Bloomberg and Mary Robinson, and all participated in the meeting. That was my sort of a last check on the preparations and the outcome of our climate change meeting. So, I can assure you that the United Nations will work as one team, as one team. And I’m encouraged that there is a huge support and response from international community now. We do not have much time to prepare and to make everything ready for global… very meaningful global, legal climate change agreement, which should be adopted by at the end of next year in Paris.
Now, what do I expect from this summit? I’d like to just brief you. Then, first of all, in cutting emissions, I expect that Governments and the wide range of actors in key sectors of the global economy from energy, cities, industry and transport and forestry and agriculture, there should be a firm commitment that we should reduce greenhouse gas emissions so that we will be able to contain the global temperature rise within two degrees centigrade. And we will also try to mobilize financial support including for the capitalization of Green Climate Fund, the GCF. I expect that many countries’ leaders will announce that their bold and ambitious target with some financial support. We have already confirmed the financial support, but I’m also in the process of speaking and urging world leaders to come with a strong support on this financial support and technology support. And there is an issue of a pricing carbon and through action by national Governments, local governments and companies and investors. And there is a heightened awareness, even on the private companies, that there should be some pricing on carbon. But, this is up to the Member States, which they will have to discuss.
As you know, this is not going to be a negotiation. But, whatever agreement or understanding will be made here, will be reflected in the UNFCCC [United Nations Framework Convention on Climate Change] negotiation process. And we really need everybody’s… this is, again, unprecedented and the biggest one, Governments, initially. And we have a huge number of business communities and civil society. And there are a lot of side events through which they can recommit their commitment to address this climate change. So, I’m very much encouraged and I hope you will cover what the leaders of Government and business communities and civil societies are going to discuss. And, again, I thank you very much for your questions.

PM launches Swavlamban Abhiyaan – new pro-poor initiatives of the Gujarat Government

Addressing a large gathering on the occasion, the Prime Minister said that 17th September is observed as Vishwakarma Day across the country, and Vishwakarma is revered by all shram-yogis (people who live through hard work). Congratulating the state government, he said it is significant that the state government has chosen this day to launch “Swavalamban” initiatives.
The Prime Minister said three things are important for the shram-yogi: self reliance (swavalamban), self independence (swashray) and self-dignity (swabhimaan). He said no “shram yogi” likes to be dependent. Gujarat Government has launched these pro-poor initiatives for the benefit of shram yogis, especially women and youth, so that they are empowered to fight poverty, he added. This is in keeping with the spirit of “Shrameva Jayate,” he said.
The Prime Minister said that women in Gujarat are at the forefront of animal husbandry and milk production, and they will be benefited and empowered through this scheme. He also said ITIs in the state are focusing on soft skill development, so that the students can communicate their skills and abilities.
The Prime Minister said the neo-middle class will also receive protection through the Swavalamban initiative of Ma-Vatsalya Yojana.
The Governor of Gujarat, Shri O.P. Kohli, the Chief Minister of Gujarat, Smt. Anandiben Patel and several state ministers were present on the occasion.

American law enforcement officials indicted 30-year-old Mufid A. Elfgeeh on Tuesday for allegedly trying to aid the Islamic State (IS) terrorist group, USA Today reports. Court records claim that Elfgeeh – born in Yemen but living in Rochester, New York – not only tried to help three individuals travel to Syria in order to fight alongside IS, but also plotted to murder American troops returning from the Middle East, as well as Shia Muslims. Elfgeeh is a naturalized US citizen. Officials believe that roughly 100 Americans have already traveled to Syria to fight in the ongoing conflict.
Syrian rebels occupy Golan Heights, seize UN weapons and vehicles
Al-Qaeda-linked Jabhat al-Nusra fighters have driven out hundreds of UN peacekeepers from the Syrian side of the Golan Heights, taking their uniforms and vehicles, Syrian UN envoy Bashar Jaafari said. The fighters“had succeeded in occupying all of the Syrian side”of the Golan Heights, forcing troops from the UN Disengagement Observer Force (UNDOF) to retreat. “The terrorists are now using United Nations cars, which hold the emblem of the United Nations forces in the Golan. They are using the uniform of the UNDOF, the weapons of UNDOF, the positions of UNDOR to shell on the Syrian army as well as on the civilians in villages,”Jaafari told reporters. The UN Security Council is scheduled to discuss the Golan Heights situation during a session on Wednesday.

The airstrikes destroyed two trucks, an Islamic State fighting position, an anti-aircraft artillery piece, a small ground unit, and two small boats, according to US Central Command officials. This brings the total of strikes across Iraq to 167. The US began using airstrikes against the Islamic State’s positions in northern Iraq last month as part of a military campaign against the militant group.
9 dead, 30 wounded in Benghazi clashes
At least nine soldiers were killed and 30 others wounded as heavy clashes broke out in Libya’s Benghazi on Tuesday between forces loyal to former Libyan army general Khalifa Haftar and Islamist fighters, Reuters cited medics as saying. Islamist fighters made an advance on Benghazi’s civilian and military airport, which is under the control of government troops allied to Haftar. Following the clashes, Saqer al-Jouroushi, Haftar’s air defense commander, confirmed that his forces were still in control of the airport. Libya has been rife with conflict since the ousting of Muammar Gaddafi three years ago. The government retreated from the capital Tripoli last month, after fighters gained control there. The government is proving to be too weak to control former rebels who are now fighting each other for power.
Switzerland would likely shield Snowden from extradition to US
Whistleblower Edward Snowden could be granted safe passage in Switzerland, according to a document provided to Reuters by the Swiss public prosecutor’s office. The document says that Switzerland would probably not extradite Snowden to the US if Washington asked, on terms of him aiding a potential criminal inquiry into US spying in the European country. The prosecutor’s office stressed that the issue is “purely hypothetical,” and that it is unlikely that the former intelligence contractor would be granted political asylum in Switzerland, as he has a current refuge in Russia. A document laying out the country’s legal options for Snowden was leaked last week.

At the third voting later in the evening, 231 deputies voted for the law. The draft law was adopted in the first reading in August. Over 12,000 evacuated in Philippines over fear of volcano eruption
More than 12,000 people have been evacuated from around the Philippines’ most active volcano, as fears of an eruption grow, local authorities said. Mount Mayon, located in the central Bicol region, recently recorded a series of quakes and rockfalls — all signs of a possible eruption. “We are now raising the alert status of Mayon Volcano from alert level 2 to 3,” Reuters quoted Renato Solidum, head of the Philippine Institute of Volcanology and Seismology (Phivolcs), as saying on Tuesday. The governor of the central Albay province, Joey Salceda, confirmed the evacuation of more than 12,000 people. “What the alert level 3 did was to fast-track the preparation to evacuate 12,000 families in the 6-8 km extended danger zone,” Salceda said. The evacuees have been placed in temporary shelters for up to three months, he added. Mayon has erupted around 50 times over the last 600 years, with the most damaging incident recorded in February 1841, which killed 1,200 people.
Turkey considering ‘buffer zone’ to protect against ISIS
Turkey is drafting plans to create a “buffer zone” on the southern border to protect itself from the threat of Islamic State (IS) militants in Iraq and Syria, Turkish media quoted President Tayyip Erdogan as saying on Monday. The country’s military is in charge of drafting the plans. The government would later decide whether or not to implement the move. It is still not clear exactly where the zone could be established. The US Central Intelligence Agency estimates that the fighting force of the Islamic State is at least 20,000 people strong, and this number is consistently increasing, with some sources putting it as high as 31,500.
20yo German jihadist goes on trial
The first German to have allegedly joined the Islamic State jihadists has gone on trial in a Frankfurt court. The man, identified only as Kreshnik B., is charged with fighting for the organization formally known as ISIS between July and December last year. The 20-year-old, who was born in Germany to parents from Kosovo, was arrested on arrival at Frankfurt airport in December. Prosecutors say that Kreshnik B. traveled to Syria to fight and received weapons training while in the country. “We are considering giving you a chance to help us exercise leniency,” the lead judge in the case, Thomas Sagebiel, said, adding that this required Kreshnik B.’s full cooperation. “It mostly depends on you,” he added. Last week, Germany announced a ban on Islamic State, making spreading its propaganda, symbols and activates illegal.
